Chairwoman of Council of Ministers of BIH Submits Application for Funds from European Union solidarity Fund for Rehabilitation from Floods

Chairwoman of the Council of Ministers of Bosnia and Herzegovina Borjana Krišto filled officially an application for funds from the European Union Solidarity Fund (EUSF) for the purpose of rehabilitation from damage caused by heavy floods in Bosnia and Herzegovina of this October. 

The foods, caused by driving rain and extreme weather conditions made serious material damage, including landslide, torrents that took human lives and partially or fully destroyed residential, road, water management and communal infrastructure in the most seriously hit communities. Numerous local communities, especially in the central, south and western parts of the country were affected with serious aftermath for both citizens and livelihood.

This move is important for Bosnia and Herzegovina since it is the first time that country had a possibility to apply for funds from this important European solidarity mechanism.

The application for EUSF is the result for an intensive effort by a team, appointed by the Council of Minsters upon a proposal by the Chairwoman of the Council of Ministers of BIH, which included representatives from the Office of Chairwoman, state Ministries of Security and Finance and Treasury, Directorate for European Integrations, Directorate for Economic Planning, BIH Statistics Council, and Entity Civil Protection Administrations. The team was joined by designated coordinators from the Federation of BIH Government, cantonal governments’ coordinators, teams from local communities of Mostar, Jablanica, Konjic, Kreševo, Kiseljak, Breza, Visoko, Vareš and Drvar.

The overall application preparation process was examples and intensive, and it included support by EBRD experts from Croatia, experts from Slovenia, supported by the World Bank, domestic experts from Banja Luka-based Faculty of Architecture, Civil Construction and Geodesy, Sarajevo-based Faculty of Civil Construction, and Mostar-based Faculty of Civil Construction, Architecture and Geodesy. The support has arrived from, besides mentioned financial institutions, the Republic of Croatia and Republic of Slovenia, which put their capacities at disposal for successful finalisation of the application.

The data collection process unfolded though appointed coordinators for all relevant sectors at the level of the Federation of BIH, cantons and local level. More than 100 institutions were included in the process of damage assessment under a PDNA model, which required a high level of coordination and dedication of all included in the application drafting. By submitting the request within deadline, Bosnia and Herzegovina confirmed its commitment for a transparent and effective management of the Solidarity Fund resources. 

The request highlights a close cooperation of Bosnia and Herzegovina with the European Union and represents one more step towards strengthening of relations and integration into the European family. (end)
