EU MACRO-FINANCIAL ASSISTANCE TO BIH 


The Council of Ministers of BIH adopted an initiative of the Ministry of Finance and Treasury and appointed a negotiating delegation for conclusion of a Memorandum of Understanding between the European Commission, representing the European Union, and Bosnia and Herzegovina, in connection with the Loan Agreement between the EU, as lender and BIH, as borrower, and the Central Bank of BIH, as Borrower’s payment agent.

The proposed finances amount EUR 280 million of macro-financial assistance of the European Union to Bosnia and Herzegovina in terms of a quite concessional loan for overcoming aftermath of corona virus, with funds allocation to Republika Srpska and the Federation of Bosnia and Herzegovina.

The exact apportioning will be specified at the negotiations.

 

2020 Q1 BUDGET EXECUTION REPORT ADOPTED

 

The Council of Ministers adopted a Budget Execution Report of the Institutions of Bosnia and Herzegovina and International Obligations of BIH for January-March 2020, to be published at the Ministry of Finance and Treasury web site.

The total realised revenues, finances and receivables at disposal to the Institutions of Bosnia and Herzegovina in Q 1 of 2020 were KM 228,893.664 or 98% in relation to ¼ planned revenues, finances and receivables in 2020 Budget.

The Budget expenditures and costs in the 1Q 2020 were KM 205,574.649 or 88% in relation to ¼ of budget funds for 2019 without special purpose funds, or 43% in relation to the corrected budget, which included the additional special purpose funds.

The salaries and reimbursements of employees in the BIH Institutions remained at the level from the second half of 2012.

All liabilities due based on foreign debt were serviced timely in a total amount of KM 141.84 million, of which the principal repayment was KM 109,49 million and interest and service costs payment were KM 32,35 million.

 

SECOND ROUND OF VOTE FOR REVISED STATE STRATEGY FOR WORK ON WAR CRIMES FILES

 

The Council of Ministers of BIH will reflect on a revised State Strategy for Work on War Crimes Files in the second round of voting.

 

 

INTERNAL FINANANCIAL CONTROLS DEVELOPMENT STRTEGY ADOPTED

 

The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed decision to adopt a 2020-2025 BIH Institutions Internal Financial Controls System Development Strategy, for the aim of strengthening transparency and publicity of work of institutions. The strategy of internal financial controls system development confirms the commitment of the Council of Ministers for a further strengthening conditions for legally regulated, effective, transparent and accountable public finances management.

The Strategy is accompanied by its Action Plan, which contains measures and activities to realise, results to achieve, indices, activity holders and deadlines for measures implementation in time span from 2020 to 2025. The Action Plan will be up-dated based on evaluation of the effects of measures implemented over the reported period.

The Action Plan measures implementation is the responsibility of the Ministry of Finance and Treasury of Bosnia and Herzegovina Central Harmonisation Unit and BIH institutions set as the holders of activities.

The Strategy and its Action Plan will be published at the Ministry of Finance and Treasury web site.

 

TOTAL EUR 10 MILLION FOR ENERGY EFFICACY OF BUILDIGNS IN SARAJEVO CANTON

 

The Council of Ministers of BIH defined a Proposal Loan Contract between Bosnia and Herzegovina and the European Bank for Reconstruction and Development for GrCF2 V2 – Sarajevo Public Buildings Energy Efficacy Project, in amount of EUR eight million.

The session also defined a Proposal Grant Contract between Bosnia and Herzegovina and the European Bank for Reconstruction and Development for GrCF2 V2 – Sarajevo Public Buildings Energy Efficacy Project, which refers to an investment grant from the Energy Efficacy Regional Programme for the Western Balkans (REEP), worth EUR two million.

A total EUR 10 million loan and grant funds will be spent on an introduction of energy efficacy measures in nearly 40 buildings in the Sarajevo Canton (schools, hospitals, kinder gardens and public buildings of special interest). It practically means that a more effective and cleaner heating will be introduced to these buildings, including a better isolation and lightening. The loan repayment term is 13 years with 3-year grace period, and it is allocated to the Federation of BIH, Sarajevo Canton, Ministry of Spatial Panning, construction and environmental protection.

The project is expected to be finalised by October 29, 2023.

The Draft Agreement with Platform for its conclusion will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed for the BIH signatory.

 

TO PROMOTE CONNECTIVITY IN ADRIATIC-IONNIAN REGION

 

The Council of Ministers defied a Proposal Memorandum of Understanding for the improvement of regional and cross-border connectivity in the Adriatic-Ionian region; the Proposal MoU will be provided to the BIH Presidency, with the Minister of Communications and Transport proposed as the BIH signatory of thereof.

The aim is to improve cooperation among participants and associating partners in the project, as well as to create a trans-national cooperation network for data exchange for finding the sustainable transport solutions and defining concrete measures for simplification of cargo transport.

The areas of cooperation on are, among others, the improvement of communications and removal of “bottle necks” at trans-European networks corridors (TEN-T), and establishment of basic TENT corridors with a focus at a part of network extended to the Western Balkans, where most of border-crossings exist.

 

BIH AND MOLDOVA STRENGTHEN COOERPATION IN INTERNATIONAL ROAD TRANSPORT

 

The Council of Ministers defined a Proposal Platform for negotiations on an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Moldova on international road transport.

This creates preconditions for regulation of the area of international transport of passengers and goods, taking regard of international standards in the area.

The Agreement regulates the issue of international transport of passengers and goods between the two counties or in transit across their territories, as well as the transport of goods between the territory of one contracting party and a third country by vehicles registered at territory of the other contracting party.

The Ministry of Communications and Transport will provide the proposal platform to the BIH Presidency for further procedure of concluding the Agreement.

 

LIBERALISATION OF TRANSPORT OF PASSENGERS AND GOODS WITH BELARUS

 

The Council of Ministers of BIH defined a proposal platform for negotiations on an Agreement on Amendments and Supplements to July 17, 2004 Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Belarus on road transport of passengers and cargo.

The aim of Amendments and Supplements to the Agreement is the liberalisation of cargo transport, i.e. transport without mandatory permissions between the contracting parties, and in transit over territories thereof. Also, a liberalisation was proposed for charter passenger transport, for which only control documentation is required.

The Ministry of Communications and Transport will provide the Proposal Platform to the BIH Presidency for further procedure of concluding.

 

ACCESSION TO AGREEMENT ON APPLICATION FO 11TH PART OF UN CONVENTION ON RIGHT OF SEA

 

The Council of Ministers defined the Ministry of Communications and Transport-proposed Platform for accession of Bosnia and Herzegovina to an Agreement on Application of the 11th part of United Nations Convention on Right of Sea, and will send it to the BIH Presidency along with a proposal for the Ministry of Foreign Affairs as the BIH signatory of the Instrument on Accession/Ratification.

The Agreement on Application of the 11 part of the UN Convention on Right of Sea recognises the zone of sea bottom, its natural wealth, as the joint world heritage. Acceding to the Agreement, BIH fulfils its obligation stemming from the 1982 UN Convention on Right of Sea.

 

AIR TRAFFIC WITH KINGDOM OF BAHREIN

 

The Council of Ministers defined a Proposal Platform for negotiations on an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Kingdom of Bahrein on Air Traffic Services.

The Agreement will create legal preconditions for air traffic, in accordance with international standards, and will enable air transporters to offer various service options to passengers.

The Ministry of Communications and Transport will provide the Proposal Platform to the BIH Presidency for further procedure.

 

GREEN LIGHT FOR THIRD PROJECT OF SAARJEVO PUBLIC TRANSPORT IMPROVEMENT

 

The Council of Ministers of BIH endorsed an Initiative of the Ministry of Finance and Treasury for negotiations on a Loan Contract between Bosnia and Herzegovina and the European Bank for Reconstruction and Development for a renovation of car pool for passenger public transport   - phase II, worth EUR10 million.

The project is intended to protect natural environment, since the tram traffic uses electric power for driving energy, which is ecologically acceptable. The loan funds are intended for renovation of car pool, in order to bring it to the level satisfactory for users’ needs.

The Loan, allocated to the Federation of BIH, Sarajevo Canton, is o f15-year term with 3-year grace period, and it bears a favourable interest rate.

This is the third in the series of projects for the improvement of public transport in Sarajevo; two contacts have already been signed with the EBRD, namely, the first EUR 15 million worth for purchase of new electric trolleybuses, and the second one for the overhaul of two-tract tram line in amount of EUR 20 million.

 

RATIFICATION OF TWO CONTRACTS AND ONE AGREEMENT

 

The Council of Ministers defined separate ratification decisions, namely for: a Loan Contract (GrCF2 V2 – Public Transport Sarajevo Project – Part 3) between Bosnia and Herzegovina and the European bank for Reconstruction and Development; VIPO Contract from Marrakesh for facilitation of access by blind, poor sighted and persons not able to use printed media for other reasons; and Agreement between Bosnia and Herzegovina, represented by the Council of Ministers Directorate for European Integrations and the European Union, represented by the European Commission.

The Proposal Decisions will be provided to the BIH Presidency for further ratification procedure.

 

SUPPLEMEMTED DECISION ON VISAS

 

The Council of Ministers took a decision, proposed by the Ministry of Foreign Affairs, on supplements to a Decision on visas, to facilitate solving of certain bilateral issues in the area of visa regime.

The Decision supplement sets a possibility of temporary suspension of application of the Decision on visas for the reason of public order, security and health protection, which is in the interest of BIH. The Decision is reported via diplomatic means to the state the decision refers to, 48 hours before its adoption at shortest,

Also, there is a possibility for a permanent suspension of the Decision application towards one or more states, and in case of a need, for adoption of another decision or other form of solving the issue of entering of foreigners to BIH, which creates legal security for  BIH as well as for all those intending to enter BIH. Such decision is reported to the state which the decision refers to, in written form via diplomatic means, at least 30 days from its adoption.

 

APPELLATION COMMITTEE APPOINTED

 

The Council of Ministers of BIH took a Decision to appoint a Committee for Appellations in Procedure of Security Checks, upon a proposal by the Ministry of Security and with certain corrections made at the session. The Committee responsibilities are defined under the Law on Personal Data Protection and accompanying by-laws.

The Committee members are representatives of the state-level Ministries of Security, Justice and Defence, and Intelligence-Security Agency and State Investigations and Protection Agency.

 

SECOND ROUND OF VOTE FOR JUSTICE SECTOR REFORM STRATEGY ACTON PLAN

 

The Council of Ministers failed to take decision on adoption of a revised Action Plan for 2019-2020 BIH Justice Sector Reform Strategy, and will take the second round of vote.

 

EUROPEAN INTEGRATIONS COMMITTEE

 

The Council of Ministers took a Decision amending the Decision to set-up the European Integrations Committee, one of relevant bodies in the coordination system of the European integrations process in Bosnia and Herzegovina.

The Decision appoints, on behalf of the Government of Republika Srpska, Saša Jevetić for Deputy Chair of the European Integrations Committee. 

 

CEFTA SECERTARIAT SUPPLEMENTS COMMON LIST OF VITAL PRODUCTS

 

The Council of Ministers of BIH adopted a piece of information by the Ministry of Foreign Trade and Economic Relations on a supplemented common list of vial products, set by CEFTA Secretariat, in connection with a facilitation of currently difficult sales due to corona virus-caused crisis, and took note of its content. It is about goods having a special treatment of transport via “green lines“.

The supplemented list contains a proposal by Bosnia and Herzegovina for inclusion of additional 29 tariff marks, primarily medicines and means necessary for corona virus treatment.

The CEFTA countries, including BIH, provided their proposals, following the World Trade Organisation principles, which define vital goods, adding to the list priority goods, as nutrition products, fodder, sowing material, and necessary medicines and equipment were added to the list.

 

MIGRANT SITUATION

 

The Council of Ministers of BIH adopted separate reports from the Ministry of Security on the situation in the area of migrations in Bosnia and Herzegovina severally for January, February and March 2020, which will be provided to the BIH Presidency.

In the Q1 2020, the Foreigners’ Affairs Service were reported total 4,444 illegal migrants , which represents an increase of 20% relative to the same period 2019, when total 3,597 migrants were reported..

The major number of illegal migrants in Q 1 this year were the citizens of Pakistan (1,233 or 27%), followed by citizens of Afghanistan (1,056 or 23.8%), Morocco (800 or 18%), Iraq (282 or 6.3%), and Egypt (210 or 4.7%).

The Report for March 2020 indicates that the Foreigners’ Affairs Service reported total 1,540 illegal migrants, which is a decrease for 23% relative to February this year and a fall for 15% relative to March 2019.

An intention to apply for asylum was indicated by 1,450 individuals, and 23 of them have applied for it.

In February 2020, reported were 2,002 illegal migrants, which is an increase for 122% relative to January, when 902 illegal migrants were registered.

Also, the number of illegal migrants reported to the Foreigners’ Affairs Service this February was higher for 90% relative to the same month last year.

A decrease of number of illegal migrants in March, compared to the first two months of 2020 was the result of measures taken, aside from BIH, by countries along the Western Balkans route, in order to prevent and suppress the corona virus outbreak. Other than this, the borders surveillance along the migrant route was stepped-up also because of situation at the outer borders of the European Union with Turkey, which marked the end of February and beginning of March 2020

 

DEFENCE MINISTRY HAS BEEN IMPLEMETING “PERSPECTIVE” PROGRAM FOR SIX YEARS

 

The Council of Ministers supports the efforts and activities of the Ministry of Defence at the implementation of the “Perspective” Programme of transition and care-taking of released personnel and “Preventive” Project of metal health protection and psychosocial assistance with the Ministry of Defence and Armed Forces of Bosnia and Herzegovina.

The Council of Ministers of BIH took note of a Report of the Ministry of Defence about the implementation of these programmes in 2019.

The Ministry of Defence has successfully implemented its own “Perspective” Programme of transition and care-taking for military personnel released in accordance with the Law on Service in Armed forces of BIH due to age and years of military service.

The realisation of the “Perspective” Project from 2016 to December 31 2019, amounted total KM 366,971.27 for  the assistance for 129 released individuals.

Also, the Ministry implements the “Preventive” Project targeting building-up and strengthening of mental health and psychosocial assistance to members of the Ministry of Defence and Armed forces of BIH.

 

THIRD PERIODIC HUMAN RIGHTS REPORT IN BIH

 

The Council of Ministers adopted a piece of information on conclusive notes for the Third Periodic Report of Bosnia and Herzegovina on implementation of Universal Periodic Review of Human Rights before the UN Human Rights Council.

The Ministry for Human Rights and Refugees will post on its web site the concluding notes and recommendations of the UN Human Rights Council, along with proposal conclusions for the third cycle of the Universal Periodical Human Rights Review in Bosnia and Herzegovina, and will provide them to the responsible bodies of BIH for their implementation.

The UN Human Rights Council provided both conclusive considerations and recommendations to the Third Periodical Report for the sake of awareness raising on a need for rule of law and human rights respect in development of a democratic society and because of their affirmative effect to the creation of accountability of all-level authorities in application of international treaties which BIH accedes to.

 

TO IMPLEMENT RECOMMENDATIONS FROM 6TH CEDAV REPORT CONCLUSIVE NOTES

 

The Council of Ministers adopted a piece of information on conclusive remarks to the 6th Report of Bosnia and Herzegovina on implementation of the Convention on Elimination of all forms of discrimination against women, Conclusive Remarks to the 6th CEDAV Report for 2013-2016 and recommendations for Bosnia and Herzegovina institutions.

The Ministry for Human Rights and Refugees was tasked to provide the conclusive remarks to the 6th Cedav report in form of a piece of information to the BIH Parliamentarian Assembly House of Representatives Committee for Gender Equality, within 7 days deadline.

The Ministry will also make consultations within 90-day deadline with competent BIH institutions concerning the 6th Cedav Report contained recommendations implementation.

The UN Committee for Elimination of Discrimination against Women considered the 6th Cedav Report at its 74th session of October 30, 2019 in Geneva, and gave conclusive remarks and recommendations for the improvement of position of women and elimination of gender-based discrimination in Bosnia and Herzegovina.

 

REVISED ACTION PLAN

 

The Council of Ministers adopted a piece of information on implementation of 2016-2019 Action Plan for human rights education for journalists and media professionals, and tasked the Ministry for Human Rights and Refugees to draft a revised Action Plan.

The Ministry for Human Rights and Refugees prepared 2016-2019Action Plan for Human Rights Education for journalists and media professionals, in accordance with the World Programme for Human Rights Education. The Action Plan was adopted by the Council of Ministers on February 21, 2017.

 

IMPLEMENTATION OF CONVENTION ON RIGHTS OF CHILD AND ITS BELONGING PROTOCOLS

 

The Council of Ministers of BIH adopted a piece of information of the Ministry for Human Rights and Refugees concerning conclusive remarks to September 2019 Combined 5th and 6th Report of Bosnia and Herzegovina on implementation of the Convention on Rights of Child and its belonging Protocols before the United Nations Committee for Rights of Child.

The Committee welcomed a certain progress made by Bosnia and Herzegovina in the relevant area over the past period of time, which, among other things, includes the ratification of a Facultative Protocol accompanying the Convention on Rights of Child, referring to a procedure of solving the files from 2018 and earlier ratification of Lanzarote Convention.

The Committee meeting also welcomed 2016 Amendments and Supplements to the Law on Ban of Discrimination and adoption of 2015-2018 Action Plan for Children in Bosnia and Herzegovina.

The Committee gave several recommendations for the improvement of rights of children, and urged BIH to secure a more substantial participation in creating and implementing policies and programmes getting towards achievement of all 17 sustainable development aims.

The Ministry for Human Rights and Refugees will post the Conclusive Remarks and Recommendations of the Committee for Human Rights of Child at its web site, in addition to providing them to all competent institutions in BIH.

 

BIH REPORT ON IMPLEMENTATION OF ISTANBUL CONVENTION

 

The Council of Ministers adopted the Ministry for Human rights and Refugees Report of Bosnia and Herzegovina on legislative and other measures for implementation of the Council of Europe Convention on prevention and combat against violence against women and domestic violence (Istanbul Convention), which the BIH Gender Equality Agency will provide to the Council of Europe competent body for the purpose of monitoring of the Istanbul Convention – GREVIO implementation.

According to the report, a progress was made in implementation of the Istanbul Convention, adopted in May 2011, and Bosnia and Herzegovina was among the first Council of Europe countries to ratify the Convention.

The progress was made in the improvement of regulatory framework, development of social awareness on unacceptability of domestic and gender-based violence, institutional response to violence, and particularly in the functioning of multi-sector approach to protection and prevention.

The Report as focused at 2017-2018 period of time, and it covered the most important activities implemented beyond the reported time, in accordance with the Council of Europe instructions.

 

REPORT ON REALISATION OF “STATE PRISON CONSTRUCTION” PROJECT

 

The Council of Ministers of BIH adopted a piece of information - the Ministry of Justice Report on realisation of “Bosnia and Herzegovina State Prison Construction Project”. The Project funds in amount of KM 2,115,650.55 that remained unspent remain on the Single Treasury Account of BIH until the Council of Ministers decides on the funds purpose.

The Institute construction was finalised with more than EUR 170,000 lower amount than contracted, with a fully secured works quality and identical projected materials and demands.

The planned funds for the state prison of accommodation capacity for 298 inmates and 50 detainees of the BIH Court amounted EUR 39.5 million and were secured from loans, donations, technical assistance resources, and a share of BIH was EUR 7.95 million.

 

TO SIGN ANNEX CONTRACT

 

The Council of Ministers tasked the BIH Ministry of Justice to sign with the Ministry of Justice of Republika Srpska an Annex Contract on reimbursement forf costs for measures of detention and prison sentences pronounced by the Court of Bosnia and Herzegovina in a criminal procedure.

The Ministry of Justice of Republika Srpska required the signing of the annex contract on reimbursement of costs under which the reimbursement level for daily costs per inmate would be lifted from earlier agreed KM 40 to KM 70 due to continuous increase of costs. The reimbursement level would be in application in 2020.

A successive taking over of prisoners from Entity institutes was planned for the first half of 2020, and it would be finalised by August 2020, when about 80 prisoners would remain in the Entity criminal-correction institutions.

 

TO IMPROVE PUBLIC AWARENESS OF BIH ACCESSION TO EU

 

The session adopted an Action Plan of the Council of Ministers of BIH for implementation of a Communication Strategy for public information on the process of accession of Bosnia and Herzegovina to the European Union in 2020.

Total 23 BIH institutions took part in the Directorate for European Integrations-proposed Action Plan drafting and implementation,

He planned activities were classified into six areas – publications, on-line communications, research, ads and competitions, events and promotion materials. The aim is to advance public information BIH accession to the European Union.

 

MONITORING OF BIH ECONOMY COMPETITIVENESS ACHIEVED PROGRESS

 

The Council of Ministers of BIH took note of information on competitiveness of economy in Bosnia and Herzegovina, drafted by the Directorate for Economic Planning, considering the key aspects of development and monitoring of progress achieved over the past period of time.

The annual-level report is primarily focused at an analysis of competitiveness level in Bosnia and Herzegovina in terms of industry, foreign trade and investments as key elements for improving living standard and country’s external sustainability.

 

REALISED 88% CoM CONCLUSIONS FROM LAST YEAR

 

The Council of Ministers of BIH considered a review of realisation of conclusions from 37 held sessions in 2019, tabled by the CoM Secretariat-General.

The BIH Ministries, institutions and bodies of the Council of Ministers realised total 523 out of 596 conclusions adopted last year or 88%, while 73 conclusion were not realised. The review covered 33 institutions.

The Ministries and other institutions were tasked to analyse their respective activities to-date on realisation of conclusions, and to provide precise reasons for failing to realise those unrealised conclusions and immediately inform thereof the Secretariat-General, on which it would prepare a report to the Council of Ministers of BIH.  

The conclusion was that the realisation of the Council of Ministers conclusion should be a priority task.

 

CONSENT FOR VOTE AT BIH TERRITORY

 

The Council of Ministers granted its consent for vote by citizens of the Republic of Serbia in the territory of Bosnia and Herzegovina on June 21st, 2020 at the up-coming parliamentarian elections in the Republic of Serbia, of which the Ministry of Foreign Affairs of BIH will inform the Embassy of the Republic of Serbia.

The Council of Ministers granted its consent for vote of citizens of the Republic of Croatia in Bosnia and Herzegovina on July 4th and 5th, 2020 at the elections for Croatian Parliament, of which the Ministry of Foreign Affairs of BIH will inform the Embassy of the Republic of Croatia in BIH.

The session granted its consent for vote of citizens of the Republic of Poland in the territory of Bosnia and Herzegovina, at the first round on June 28, 2020 and possibly the second round on July 12, 2020 of the presidential elections in the Republic of Poland, of which the Ministry of Foreign Affairs of BIH will inform the Embassy of the Republic of Poland.

 

SUPPLEMENTED DECISION ON SETTING-UP MIGRATIONS COORDINATION BODY

 

The Council of Ministers of BIH took a Decision, proposed by the Ministry of Security, on Amendments and Supplements to the Decision on setting-up the Migrations Coordination Body.

Members of the coordination body will be representatives of the state-level Ministries of Security, Foreign Affairs and Human Rights and Refugees, in addition to representatives of the Foreigners’ Affairs Service, Border Police and State Investigation and Protection Agency. The Coordination Body will be chaired by Ministry of Security Asylum Department Assistant Minister Marijan Baotić.

When the Coordination Body is in session as an operative staff for migrations, it will include representatives of the state level Ministries of Defence, Finance and Treasury and Civil Affairs, including of the Prosecutorial Office of BIH.

 

ROTATION AT POST OF PRESIDENT OF COMPETITTION COUNCIL OF BIH

 

The Council of Ministers of BIH took a resolution on appointing Stjepo Pranjić for President of the Competition Council of Bosnia and Herzegovina to one year term.

The Law on Competition in BIH provided for the Council of Ministers of BIH to appoint the Competition Council President from among members of the Competition Council to one year term, without right to re-appointment after his mandate expires.

 

JOB VACANCY AD IN SECOND ROUNT OF VOTE

 

The Council of Ministers of BIH failed to take a decision to issue a job vacancy ad for Director of the Indirect Taxation Administration, and will vote on the issue in the second round.

The Council of Ministers will decide on issuing a job vacancy ad for Director of the Directorate for European Integrations due to term expiry to the incumbent Director on November 19, 2020.

The Council of Ministers will decide in the second round of vote on issuing a job vacancy ad for positions of Deputy Directors of the BIH Agency for Development of High Education and Quality Insurance, due to expiry of term to the incumbent Deputy Directors.

 

CONSENT GRANTED FOR APPOINTMENT OF MILITARY ATTACHES OF CROATIA AND TURKEY

 

The Council of Ministers granted its consents, upon a proposal of the Ministry of Foreign Affairs, for appointment of Brigadier Davor Kiralj for a military attaché of the Republic of Croatia for Bosnia and Herzegovina, with the seat in Sarajevo.

Also, a consent was given for appointment of colonel Mustafa Sitki Tatar for a  military attaché of the Republic of Turkey for Bosnia and Herzegovina, with the seat in Sarajevo.
