STRATEGY AND ACTION PLAN FOR THE FIGHT AGAINST CORRUPTION 2024 - 2028 

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption, has adopted the Decision on the Adoption of the Strategy for the Fight against Corruption 2024-2028 and the Action Plan for the Implementation of the Strategy.

The adoption of the Strategy and Action Plan is aligned with the 14 key priorities that Bosnia and Herzegovina needs to fulfil for membership in the European Union. EU accession is a strategic priority for Bosnia and Herzegovina, and combating corruption is one of the key challenges for the rule of law, as well as for sustainable economic development and the quality of life of every citizen in Bosnia and Herzegovina.

The Strategy and Action Plan, in the preparation of which representatives from all levels of government in Bosnia and Herzegovina, international organisations, and civil society organisations participated, reflect an unconditional commitment to combating corruption and creating systemic solutions for effectively curbing corruption.

The Strategy and Action Plan consist of five interrelated components: general principles, vision, strategic objectives and programmes, and corresponding activities that should contribute to the achievement of the vision and set goals.

The general objective of the Strategy is to establish priorities in the field of preventing and combating corruption, principles and mechanisms of joint action of all institutions in Bosnia and Herzegovina, as well as all parts of society in this field, and to create or improve the preconditions for reducing the actual and perceived levels of corruption and affirming positive social values such as integrity, accountability, and transparency.

The three main strategic goals are: to strengthen the system of prevention and coordination mechanisms; to enhance mechanisms for detecting and proving corrupt criminal offences and prosecuting perpetrators; and to strengthen inter-institutional, regional, and international cooperation.

IMPLEMENTATION OF THE LAW ON PREVENTION OF MONEY LAUNDERING AND TERRORIST FINANCING

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Ministry of Security, has adopted the Decision on the Appointment of a Working Group to draft the Proposal for the Rulebook on the implementation of the Law on Prevention of Money Laundering and Financing of Terrorist Activities.

The deadline for drafting this rulebook is three months from the date of the Decision, after which it will be submitted to the Council of Ministers of Bosnia and Herzegovina for adoption.

The Working Group includes representatives from the Ministry of Security of Bosnia and Herzegovina, the State Investigation and Protection Agency - Financial Intelligence Department, the banking agencies of the Federation of Bosnia and Herzegovina and Republika Srpska, the entity ministries of finance and internal affairs, as well as the Police and Finance Department of the Brčko District of Bosnia and Herzegovina.

The adoption of this rulebook is one of the obligations in the Moneyval Committee of the Council of Europe's evaluation process in the 5th round of mutual assessments of Bosnia and Herzegovina.

AGREEMENT BETWEEN BOSNIA AND HERZEGOVINA AND THE UN

The Council of Ministers of Bosnia and Herzegovina has determined the Proposal for the Agreement between Bosnia and Herzegovina and the United Nations regarding the Office of the UN Resident Coordinator in Bosnia and Herzegovina, as proposed by the Ministry of Foreign Affairs.

This agreement will implement the terms of the agreement concluded between Bosnia and Herzegovina and the United Nations Development Programme (UNDP) on 7 December 1995, with necessary modifications pertaining to the activities and staff of the UN Resident Coordinator's Office in Bosnia and Herzegovina, regulating its status, and facilitating the uninterrupted continuation of its work, following its recognition as an independent UN unit under new legal regulations.

The conclusion of this agreement will enable the continuation and enhancement of cooperation between the Council of Ministers of Bosnia and Herzegovina and the UN Resident Coordinator's Office in Bosnia and Herzegovina in various areas, including the implementation of sustainable development goals in Bosnia and Herzegovina.

The Proposal for the Agreement, along with the basis for its conclusion, will be submitted to the Presidency of Bosnia and Herzegovina with a recommendation for temporary application from the date of signing. The proposed signatory for Bosnia and Herzegovina is the Minister of Foreign Affairs.

RATIFICATION OF THE BIH-ITALY AGREEMENT ON MUTUAL RECOGNITION OF DRIVING LICENCES

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Ministry of Foreign Affairs, has determined and will submit to the Presidency of Bosnia and Herzegovina the Proposal for the Decision on the Ratification of the Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Italy on Mutual Recognition in the area of Driving Licence Exchange.

The Agreement, signed on 7 May 2024 in Sarajevo by the Minister of Communications and Transport of Bosnia and Herzegovina, Edin Forto, and the Ambassador of the Republic of Italy to Bosnia and Herzegovina, Marco di Ruzza, establishes a legal framework for the mutual recognition of driving licences on a reciprocal basis. This is good news for the large number of BiH citizens living in Italy who have been awaiting this resolution since 2016.

According to the Agreement, the contracting parties mutually recognise valid driving licences for the benefit of their holders who acquire permanent residence in the territory of the other country.

The Agreement comes into force 60 days after its ratification in both countries.

FINANCIAL FRAMEWORK FOR ACHIEVING SUSTAINABLE DEVELOPMENT GOALS IN BIH

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Ministry of Finance and Treasury, has adopted the Financial Framework for Achieving the Sustainable Development Goals (SDGs) in Bosnia and Herzegovina.

The Directorate for Economic Planning of Bosnia and Herzegovina has been tasked with coordinating activities, in collaboration with all relevant institutions of Bosnia and Herzegovina and the United Nations Development Fund, to implement the instruments from the Financial Framework for SDG financing in Bosnia and Herzegovina and to inform the Council of Ministers of Bosnia and Herzegovina accordingly.

The Financial Framework for Achieving the SDGs in Bosnia and Herzegovina is a joint document of the institutions of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina, Republika Srpska, and the Brčko District of Bosnia and Herzegovina for the implementation of the SDG Framework in Bosnia and Herzegovina.

The purpose of the Financial Framework for Achieving the SDGs in Bosnia and Herzegovina is to offer institutions at all levels of government in the country an agreed set of key policies and financial solutions and instruments, whose implementation would significantly accelerate progress in achieving the 2030 Agenda, i.e., the sustainable socio-economic development of the country.

In this sense, this document represents a long-term platform for institutions at all levels of government to consider and operationalise the proposed key policies, financial solutions, and instruments to accelerate the achievement of the SDGs.

PARTICIPATION OF BIH IN THE CREATIVE EUROPE PROGRAMME IN 2023

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Ministry of Civil Affairs, has adopted the Information on Bosnia and Herzegovina's participation in the European Union's Creative Europe programme in 2023.

The Information states that official results on accepted projects are not yet available, as the evaluation process is ongoing. However, according to the information already available, 2023 has been very successful as applicants from Bosnia and Herzegovina received a total of €1,002,473.87 in funding under the Creative Europe programme.

In the Culture sub-programme, Bosnia and Herzegovina had 12 successful applicants whose projects were supported with a total of €350,961.66. In the Media sub-programme, projects from four successful applicants from Bosnia and Herzegovina were supported with a total of €491,517.25. In the Cross-sector sub-programme, a project from one successful applicant from Bosnia and Herzegovina was supported with an amount of €159,994.96.

MULTIANNUAL CAPITAL PROJECTS OF THE MINISTRY OF FOREIGN AFFAIRS OF BIH

The Council of Ministers of Bosnia and Herzegovina has adopted the Information on the multiannual capital projects of the Ministry of Foreign Affairs of Bosnia and Herzegovina and tasked this ministry, in collaboration with the Ministry of Finance and Treasury, to carry forward unspent funds for these projects into 2024.

This concerns the multiannual capital project for the purchase, reconstruction, adaptation, and equipping of properties for the diplomatic-consular missions (DCM) of Bosnia and Herzegovina, which was approved by the Council of Ministers of Bosnia and Herzegovina in August 2018. As part of this project, the adaptation of the property in London is being carried out, heating system repairs in the property in Brussels, reconstruction and adaptation of the property in Madrid, adaptation of the property in Budapest, and equipping of properties in Zagreb, London, Oslo, Madrid, and Budapest.

Additionally, the Information covers the multiannual capital projects for the purchase, reconstruction, adaptation, and equipping of properties for the accommodation of the DCM of Bosnia and Herzegovina in Montenegro - Podgorica, the reconstruction and equipping of the property for the needs of the DCM of Bosnia and Herzegovina in Vienna, and a special-purpose project titled “Purchase of Property for the Needs of the DCM of Bosnia and Herzegovina,” which receives funds from the joint sale of properties that none of the successor states of the former SFRY are interested in, in accordance with the decisions of the Council of Ministers of Bosnia and Herzegovina.

MEETING OF THE EU-BIH SUBCOMMITTEE ON INNOVATION, INFORMATION SOCIETY, AND SOCIAL POLICY

The Council of Ministers of Bosnia and Herzegovina adopted the Information of the Directorate for European Integration of Bosnia and Herzegovina on the seventh meeting of the Subcommittee on Innovation, Information Society, and Social Policy between the European Union and Bosnia and Herzegovina.

In accordance with the previously established agenda, the meeting, held via videoconference on 19 October 2023, saw the two delegations discuss the implementation of the Stabilisation and Association Agreement, legislative alignment, the establishment of a strategic framework, and the strengthening of institutional capacities in the areas of the information society and media, social policy and employment, education, and culture, as well as research and innovation.

Following the meeting, the European Commission provided recommendations and a list of questions that the institutions in Bosnia and Herzegovina are obligated to address, with additional information and documents to be submitted to the European Commission to provide information on specific issues in all areas that were subject to review.

ADOPTED CONTRIBUTION OF INSTITUTIONS FOR THE REGULAR ANNUAL REPORT ON BIH

The Council of Ministers of Bosnia and Herzegovina reviewed the Information on the preparation and adopted the document "Contribution of Institutions in Bosnia and Herzegovina for the Regular Annual Report on Bosnia and Herzegovina" for the period 15 May 2023 - 15 March 2024.

The Directorate for European Integration of Bosnia and Herzegovina has been tasked with translating this document into English and submitting it to the European Commission, as well as providing additional information if needed and upon request.

The Contribution of Institutions is a document that provides a concise overview of exclusively implemented measures relevant to the process of European integration and the improvement of the system's functioning. Information is collected from all levels of government, in accordance with established practice. The European Commission publishes the Annual Report on Bosnia and Herzegovina as part of the Enlargement Package. The publication of the 2024 Enlargement Package is expected in the autumn.

EXTENDED USE OF EU LAISSEZ PASSER FOR RETURN/DEPORTATION OF BiH CITIZENS FROM GERMANY

The Council of Ministers of Bosnia and Herzegovina adopted the Information on the activities of the Ministry of Security of Bosnia and Herzegovina regarding the reception of BiH citizens returning from the Federal Republic of Germany to Bosnia and Herzegovina based on the European Travel Document for Return (EU Laissez Passer).

Upon the proposal of the Ministry of Security, the use of the European Travel Document for Return (EU Laissez Passer), issued by the competent authorities of the Federal Republic of Germany, has been extended for the period from 30 June 2024 to 30 June 2027. This document will be valid for BiH citizens upon their return/deportation to Bosnia and Herzegovina. The Ministry is tasked with monitoring this process and informing the Council of Ministers of Bosnia and Herzegovina as necessary.

The Information notes that since 3 December 2015, when the Council of Ministers of Bosnia and Herzegovina approved the use of the aforementioned document, up to 31 March 2024, a total of 3,963 individuals have been announced for return by the competent authorities of the Federal Republic of Germany. Out of this number, 1,971 BiH citizens have been returned to Bosnia and Herzegovina, with a total of 822 individuals accepted with the EU Laissez Passer document, 1,085 with BiH passports, 37 with BiH ID cards, and 23 with BiH travel documents. Additionally, four individuals were accepted with valid passports from a foreign country based on the family unity principle with a BiH citizen. Overall, the acceptance of 46 individuals was refused (38 were halted in Germany, and eight were returned from Sarajevo airport) due to checks confirming they were not BiH citizens.

INCREASED INFLOW OF MIGRANTS IN TEMPORARY RECEPTION CENTRES

The Council of Ministers of Bosnia and Herzegovina adopted the Information from the Ministry of Security regarding the increased influx of migrants and worsening security situation in temporary reception centres.

The Information states that in four temporary reception centres in Bosnia and Herzegovina, with a total capacity of 4,592 places, an average of 1,504 migrants stayed during 2023. In the first two months of 2024, the average number of individuals in these centres increased to 2,603. Since the end of 2023, there has been a deterioration in the security situation in all temporary reception centres, with numerous criminal acts reported, including two homicides of migrants.

Human resources within the Directorate for Coordination of Police Bodies of Bosnia and Herzegovina, engaged in securing these centres, are extremely limited, meeting only a quarter of actual needs. Police officers are exposed to daily risks and dangers, as highlighted in the Information by the Ministry of Security, which proposes expanding the existing capacities of temporary reception centres and enhancing their security measures.

The Council of Ministers of Bosnia and Herzegovina tasked the Ministry of Security - Service for Foreigners' Affairs to conduct an analysis of the current situation and provide information proposing additional places in temporary reception centres for accommodating migrants in the Una-Sana Canton, aiming to prevent a deterioration of the security situation in case of sudden increased influx of migrants.

Additionally, the Ministry is mandated to explore the possibility of involving private security firms, in collaboration with local ministries of internal affairs and with financial support from international partners, to significantly improve overall security in areas where temporary reception centres are located in Bosnia and Herzegovina.

The Ministry will inform the Council of Ministers of Bosnia and Herzegovina about these activities within 30 days.

ADOPTED REPORT ON THE BUDGET EXECUTION FOR THE FIRST QUARTER OF 2024

The Council of Ministers of Bosnia and Herzegovina adopted the Report on the execution of the budget of Bosnia and Herzegovina institutions and international obligations of BiH for the period from January to March 2024, which will be published on the website of the Ministry of Finance and Treasury.

Total revenues, financing, and receipts available to the institutions of Bosnia and Herzegovina in the first quarter of 2024 amounted to 327,138,627 KM, or 102% compared to 1/4 of the planned revenues, financing, and receipts in the budget for 2023. Total expenditures and outlays of the budget of BiH institutions in the first quarter of this year amounted to 279,446,223 KM, or 87% compared to 1/4 of the budget funds for 2023, excluding earmarked funds, or 46% compared to the adjusted budget, which includes additional earmarked funds. Total expenditures and outlays in the first quarter of 2024 increased by 37.5 million KM, or 15%, compared to the same period last year due to increased gross salaries and employee benefits in BiH institutions and higher execution of current grants and transfers. All due obligations related to the external state debt were timely settled in the total amount of 359,742,566.88 KM, of which 284,129,966.39 KM pertains to the repayment of principal and 75,612,600.49 KM to the repayment of interest, servicing, and other costs.

REPORT ON THE EXPENDITURE OF FUNDS FOR THE EARTHQUAKE RECOVERY IN THE AREA OF BERKOVIĆI

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the Ministry of Security on the implementation of part of the funds from the Decision approving funds from the current budget reserve of the Budget of Bosnia and Herzegovina institutions and international obligations of Bosnia and Herzegovina for the year 2022, allocated for the recovery of earthquake consequences in the Municipality of Berkovići.

For these purposes, in accordance with the decision of the Council of Ministers of BiH from December 2022, the Ministry of Security transferred 1,000,000.00 KM to the account of the Municipality of Berkovići.

Of this amount, funds totalling 974,670.09 KM have been spent, including 580,765.96 KM as compensation for the damage to private-owned buildings and 321,987.85 KM for the recovery of public and religious buildings.

The remaining funds were not spent due to unresolved property relations of the building of the Republic Administration for Geodetic and Property-Legal Affairs of Republika Srpska, which was designated as one of the priorities for allocation and spending of approved funds by the Council of Ministers of Bosnia and Herzegovina for earthquake recovery, as stipulated by the Decision of the Berkovići Municipal Assembly on criteria and method of distribution and spending. Therefore, a proposal to amend this decision has been submitted for parliamentary procedure to specify the allocation of the remaining funds.

The Ministry of Security is tasked with providing a subsequent report on the implementation of the remaining funds from the Decision approving funds from the current budget reserve of the Budget of Bosnia and Herzegovina institutions and international obligations of Bosnia and Herzegovina for the year 2022.

EARTHQUAKE RECOVERY IN STOLAC AND LJUBINJE AREAS

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the Ministry of Security on the implementation of part of the funds from the Decision approving funds from the current budget reserve of the Budget of Bosnia and Herzegovina institutions and international obligations of Bosnia and Herzegovina for the year 2022, allocated for the earthquake recovery in the City of Stolac and the Municipality of Ljubinje.

In accordance with the decision of the Council of Ministers of Bosnia and Herzegovina from November 2022, the Ministry of Security transferred one million KM to the City of Stolac and the Municipality of Ljubinje, as well as 50,000 KM to the family of Elmira Sefo who perished in the earthquake.

The Report states that these allocated funds in the City of Stolac were used for repairing roofs of public and collective housing buildings, as well as the Stolac Elementary School, installation of lightning rods on collective housing buildings, and carrying out sheet metal and locksmith works on buildings damaged by the earthquake. In the Municipality of Ljubinje, the funds were used for the repair of public buildings (the Municipality and Health Center), residential buildings, and auxiliary structures. There remains an amount of 21,502.79 KM allocated for repairing damages to the Municipality Administration building.

The Ministry of Security is tasked with providing a subsequent report on the implementation of the remaining funds from the Decision approving funds from the current budget reserve of the Budget of Bosnia and Herzegovina institutions and international obligations of Bosnia and Herzegovina for the year 2022.

IMPLEMENTATION OF DECISIONS ON ASSISTANCE TO SLOVENIA IN FLOOD RECOVERY

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the Ministry of Security on the implementation of decisions of the Council of Ministers of Bosnia and Herzegovina related to providing international assistance to the Government of the Republic of Slovenia.

According to the Report, decisions of the Council of Ministers of Bosnia and Herzegovina approved a total of 500,000.00 KM from the current reserve of the budget of Bosnia and Herzegovina institutions and international obligations of Bosnia and Herzegovina for aiding the Government of the Republic of Slovenia in addressing the consequences of floods that occurred in August 2023. These funds were allocated to finance the costs of sending protection and rescue teams. Specifically, the Federal Civil Protection Administration was allocated 275,000.00 KM, and Republika Srpska Civil Protection Administration was allocated 225,000.00 KM.

The Federal Civil Protection Administration provided a report on the expenditure of funds totalling 186,649.00 KM. However, the Canton Sarajevo Civil Protection Administration did not utilize funds amounting to 88,351.00 KM, necessitating their return to the Unified Treasury Account of Bosnia and Herzegovina.

Republika Srpska’s Civil Protection Administration utilized 224,833.81 KM out of the allocated 225,000.00 KM. Considering that the Republic of Slovenia requested assistance through the European Union Civil Protection Mechanism, the Ministry of Security signed a Contract with the European Commission for the reimbursement of transport costs. Consequently, funds totalling 18,405.86 euros were transferred to the budget of Bosnia and Herzegovina institutions based on this agreement.

The Ministry of Security is tasked with providing instructions to the entity civil protection administrations, in collaboration with the Ministry of Finance and Treasury, for the return of unspent funds.

IMPLEMENTATION OF HEALTH GRANT FUNDS

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the Ministry of Civil Affairs on the implementation of funds from the 2022 health grant and the impact of the allocated grant.

The grant in question is the "Co-financing of projects of non-governmental organizations in the field of HIV prevention, tuberculosis, and addiction prevention in Bosnia and Herzegovina" for the year 2022, under which grant funds totalling 50,000.00 KM were allocated to nine beneficiaries.

Eight beneficiaries submitted narrative and financial reports on the dedicated use of funds, while one beneficiary did not submit either, nor did they provide evidence of returning unspent funds, resulting in legal proceedings against them being initiated before the competent authority.

Based on the implementation report of the funds, it was determined that 33,239 direct beneficiaries through the implementation of supported projects had direct engagement with project activities and outcomes. The supported projects significantly contributed to raising awareness about HIV and blood-borne diseases, prevention of drug addiction and alcoholism, better understanding of risky behaviours among prisoners such as HIV and hepatitis prevalence. Awareness levels were heightened, and there was increased awareness about dangers, transmission, prevention, and treatment possibilities, along with enhanced interest among target groups.

REPORT ON THE WORK OF BODIES ESTABLISHED REGARDING THE ISSUE OF TRGOVSKA GORA

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the Ministry of Foreign Trade and Economic Relations on the work of the Coordination Body, Expert Team, and Legal Team regarding the issue of the disposal of radioactive waste and spent nuclear fuel at the Čerkezovac site, Trgovska Gora, Municipality of Dvor, Republic of Croatia.

The Report details the activities of the Coordination Body, Expert Team, and Legal Team, and the circumstances under which they operate, in collaboration with relevant institutions in Bosnia and Herzegovina. The Coordination Body, Expert Team, and Legal Team were established by decisions of the Council of Ministers of Bosnia and Herzegovina with the aim of preventing the construction of a repository for radioactive waste and spent nuclear fuel at Trgovska Gora.

CONSIDERATION OF THE BORDER LINE ISSUE BETWEEN BiH AND MONTENEGRO

The Council of Ministers of Bosnia and Herzegovina, upon the proposal of the Ministry of Civil Affairs, adopted the Report of the State Border Commission of Bosnia and Herzegovina for the period July - October 2023.

As stated, during the reporting period, discussions with representatives of Montenegro regarding the demarcation of the border line between the two states continued. In this context, two joint meetings of expert working groups were held, in Nikšić on 18th July 2023 and in Mostar on 19 - 20 October 2023.

There were no activities during the reporting period regarding the resolution of border issues with the Republic of Croatia and the Republic of Serbia.

REPORT ON THE DECISION TO APPROVE FUNDS FROM THE CURRENT RESERVE

The Council of Ministers of Bosnia and Herzegovina adopted the Report of the General Secretariat of the Council of Ministers of Bosnia and Herzegovina on the Decision to approve funds from the current reserve of the budget of institutions of Bosnia and Herzegovina and international obligations of Bosnia and Herzegovina.

The report pertains to the decision by which the Council of Ministers of Bosnia and Herzegovina approved 450,000.00 KM from the current reserve for 18 beneficiaries. These beneficiaries were required to submit reports on the purposeful expenditure through the Ministry of Foreign Trade and Economic Relations or the Ministry of Civil Affairs to the General Secretariat of the Council of Ministers of Bosnia and Herzegovina.

ADOPTED WORK REPORTS

During the session, individual work reports for the year 2023 were adopted for a total of 50 institutions accountable to the Council of Ministers of Bosnia and Herzegovina.

Under this item, individual work reports were adopted for all nine state ministries and the permanent bodies of the Council of Ministers of Bosnia and Herzegovina (General Secretariat, Legislative Office, Directorate for European Integration, and Directorate for Economic Planning), as well as numerous agencies, institutes, and other administrative organizations.

APPOINTMENTS

The Council of Ministers of Bosnia and Herzegovina reviewed the Opinion of the Agency for Civil Service of Bosnia and Herzegovina with the application documentation and appointed Edina Imamović, the highest-ranked candidate following the completion of the public competition procedure, as the senior civil servant - Secretary with special tasks at the Ministry for Human Rights and Refugees of Bosnia and Herzegovina.

The Council of Ministers of Bosnia and Herzegovina adopted the Information on the expiration of the mandate of the Director of the Agency for Education and Professional Development of Personnel, Marko Vujević.

The Ministry of Security is tasked with conducting the competition procedure for this position, considering that the current Director's four-year term expires on 4th August 2024.

INITIATIVE TO ADDRESS THE ISSUE OF "PROFESSIONAL APPEALERS"

The Council of Ministers of Bosnia and Herzegovina instructed the Public Procurement Agency of Bosnia and Herzegovina to consider the feasibility of the Initiative from the 7th session of the Commission for the Fight against Corruption of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina held on 16 May 2024 for amendments to the Law on Public Procurement of Bosnia and Herzegovina aimed at addressing the issue of "professional appealers."

APPROVAL OF ENTRY AND RESIDENCE IN BiH FOR A PALESTINIAN RELATIVE OF A BiH CITIZEN

Upon the proposal of the Ministry of Security, the Council of Ministers of Bosnia and Herzegovina adopted the Decision to approve entry and residence in Bosnia and Herzegovina under special conditions for a Palestinian citizen who is a relative of a citizen of Bosnia and Herzegovina. (The end)
