COOPERATION BETWEEN CoMBIH AND GOVERNMENT OF CROATIA: RECONSTRUCTION OF NOVI GRAD – DVOR BRIDGE 


The Council of Ministers defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on reconstruction of a bridge linking Novi Grad (BIH) and Dvor (Croatia) at M4 (BIH)/DC6 (RC), with attached Negotiations Report for the aim of its harmonisation.

The conclusion of the Agreement defines a joint investment in reconstruction of the bridge across the Una River at Novi Grad – Dvor, for unhindered road traffic on the M4 road, on Bosnia and Herzegovina side, with continuation to the state road DC6, on the Croatia side.

The cost of the reconstruction will be borne equally by the two sides, 50% each.

Realisation of the project will enable smooth and continuous traffic of passengers and goods, and return to a full functionality of a border crossing for international transport of goods.

The Proposal Agreement with accompanying Negotiations Report will be provided to the BIH Presidency as early as possible for further procedure, and the BIH Minister of Transport and Communications shall be the BIH signatory thereof.

APPOINTED NEGOTIATING TEAM AND MEMBERS OF JOINT BODIES FOR SUCCESSION

The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed decision to appoint members of joint bodies and members of a Negotiating Team for implementation of Agreement on Succession Issues.

Muhamed Hasanović, Deputy Minister of Finance and Treasury of BIH was appointed for member of the Standing Joint Committee of High Representatives of Successor-Countries of Ex-SFRY.

The appointed members of the Joint Committee and Heads of Expert Teams are Deputy Minister of Defence of BIH Aleksandar Goganović (Agreement on Succession Issues Annex A); Deputy Minister of Foreign Affairs of BIH Josip Brkić (Annex B), Vice-Governor of the BIH Central Bank Ernadina Bajrović (Annex C); Director of the Archives of BIH Danijela Mrda (Annex D), and Assistant Minister of Justice Niko Grubešić (Annex G).

The session appointed a Negotiating Team for implementation of the Agreement on Succession Issues, to be extended by today appointed members of joint commissions. They will replace previous members, whose term ended with the Ministries and bodies they came from, which enables continuation of activities from the Agreement on Succession Issues.

DECISION ON SETTING-UP SDG COUNCIL

The Council of Ministers of BIH took the Directorate for European Integrations-proposed decision to form a Cross-Sector Work Group to monitor implementation of sustainable development goals, SDG Council.

The SDG Council includes representatives of the Ministry of Foreign Affairs, Directorate for Economic Planning, Ministry for European Integrations and International Cooperation Republika Srpska, Federal Institute for Development Programming, Office of Coordinator of the Brčko District of BIH, and Divison for Economci Developemnt, Sports and Culture of the Government of the Brčko District of BIH. Zoran Zeljko from the Directorate for Economic Planning and Miloš Prica from the Ministry o9f Foreign Affairs were appointed for the SDG Council co-chairs.

The task of the SDG Council is to develop, based on data from all-level government of BIH and international organisations and with consultations with socio-economic partners, and present annual implementation reports as to a Framework Realisation of sustainable development goals in BIH, including voluntary reports to UN. The Directorate for Economic Planning will provide these reports to the Council of Ministers of BIH for adoption.

The SDG Council is also assigned management, monitoring, reporting and coordination of processes from the Framework for SDG Realisation in BIH, and it should organise, as appropriate, public fora and internet discussion platforms, counselling, views exchanges and similar. These activities will be implemented in close cooperation with international partners.

The mandate of the SDG council lasts until December 31, 2030.

FORMED ORGANISATION BOARD OF 2023 WESTERN BALKANS DIGITAL SUMMIT

The Council of Ministers of BIH took the Ministry of Communications and Transport-proposed decision on establishment of an Organisation Board for organisation of Digital Summit of Western Balkans, to be held in Sarajevo, in October 2023.

The Digital Summit Organisation Board includes representatives from the Ministry of Communications and Transport of BIH, Ministry of Finance and Treasury, Ministry of Foreign Affairs, Ministry of Security, Secretariat-General of the Council of Ministers, and Directorate for Coordination of Police Bodies of BIH. The Organisation Board Chair will be Sanja Škuletić-Malagić from the Ministry of Communications and Transport.

The Organisation Board is assigned to take activities concerning organisation, security, and protocol and media preparation of the Digital Summit, for the purpose of timely, coordinated and effective actions by responsible institutions.

Under a document “Joint Regional Action” (Common Regional Market - CRM) and its 2021-2024 Action Plan adopted in Sofia on Oct. 11, 2020, the Western Balkan economies committed to work jointly on integration of the region into the pan-European digital zone. Hosts of digital summits held previously were Skoplje (2018), Belgrade (2019), Tirana (2020). Podgorica (2021) and Priština (2022), while Bosnia and Herzegovina is the host this year.

BIH INSTITUTIONS BUDGET EXECUTION QI 2023 REPORT ADOPTED

The Council of Ministers of BIH adopted the Budget Execution Report of Institutions of Bosnia and Herzegovina and international obligations of Bosnia and Herzegovina for the January-March 2023, to be published at the Ministry of Finance and Treasury web site.

The total realised revenues, finances and receivables at disposal to BIH Institutions in QI this year were KM 277,995,962, of which indirect tax revenues were KM 214,697,664.

The total realised expenditures and disbursements from the BIH Institutions Budget for QI this year were KM 241,951,570 and they ewer realised in amount higher for about KM 21.7 million relative to the same time period last year. The increase refers to realisation of current expenditures, due to an increase of gross salaries and reimbursements to employees of BIH Institutions, based on laws and regulations adopted in the course of last year, as well as due to increased material expenses based on higher prices of fuel and other goods and services.

In the first quarter of 2023, all obligations due based on foreign debt were serviced timely, in total amount of KM 336,115,365.60.

ADDEMDUM TO BIH INSITUTITONS CONTRIBUTION TO REGULAR ANNUAL BIH REPORT TO EUROPEAN COMMISSION

The Council of Ministers of BIH took note of a piece of information on relevant development process, and adopted Addendum Contribution of Bosnia and Herzegovina Institutions to Regular Annual Report on Bosnia and Herzegovina for March 1, 2023 – May 15, 2023, prepared by the Directorate for European Integrations of BIH (DEI BIH).

The Addendum to BIH Institutions’ Contribution is a document developed in a way to provide a review of realised European integrations process-relevant measures and those improving the state of affairs in general. The Council of Ministers of BIH tasked the DEI BIH to translate the Addendum and provide it to the European Commission and, if needed, pass additional information, upon request by the EC.

APPOINTMETN OF DIRECTOR AND DEPUTY DIRECTOR OF AGENCY FOR MEDICINES AND AMEDICAL APPLIANCES OF BIH

The Council of Ministers of BIH appointed Nataša Grubiša for Director of the Agency of Medicines and Medical Appliances of Bosnia and Herzegovina, and Sabina Bešlagić for Deputy Director for a four-year term.

PROPOSED DOCUMMENTS FOR CONSIDERATION AT JOINT SESSION BY GOVERNMENT OF REPUBLIC FO CROATIA AND COUNCIL OF MINISTERS OF BOSNIA AND HERZEGOVINA

The Council of Ministers of BIH considered and agreed to Proposal list of documents for consideration at a joint session of the Government of the Republic of Croatia and Council of Ministers of Bosnia and Herzegovina in Zagreb, on June 20, 2023.

The proposal contains agenda items from the following eight areas: cooperation and assistance to Bosnia and Herzegovina in the process of accession to the European Union,  and cross-border and development cooperation; defence, finances, agriculture, spatial planning; foreign policy; infrastructure projects; border management, migrations, civil protection; environmental protection; science, education, culture and sports; and labour, social welfare, health care and youth.
