CoM DECIDES ON IMF FUNDS ALLOCATION 


The Council of Ministers of Bosnia and Herzegovina unanimously decided the allocation of the IMF Rapid Financing Instrument funds, proposed by the Ministry of Finance and Treasury.

The decision sets the allocation scheme of withdrawn funds of the International Monetary Fund Rapid Financing Instrument in a total amount in KM equivalent to SDR 265.2 million, under the valid exchange rate as at day of withdrawal, or EUR 330 million. The RFI funds are intended to accommodate increased needs of the health sector and economic stabilisation measures connected financial requirements.

The Ministry of finance and Treasury will make the allocation in accordance with the Fiscal Council of BIH decision, signed-to Letter of Intent and Memorandum of Understanding, as follows: to the Federation of BIH with its 10 Cantons 61.5 %, to Republika Srpska 37.5%, and to District Brčko of Bosnia and Herzegovina 1%.

The debt repayment will be made by the Entities and Brčko District of Bosnia and Herzegovina, pursuant to regulations on debt servicing to international financial institutions under earlier defined repayment plans.

The Decision takes effects as at day of tis adoption and will be published in the “Official Gazette of Bosnia and Herzegovina”.

 

ALLOCATION OF RECEIVED FUNDS FOR PROTECTION AND RESCUE

 

The Council of Ministers of BIH took a decision on allocation of finances from international relief for protection and rescue paid to special purpose sub-account of the Single Treasury Account of Bosnia and Herzegovina.

It is about total KM 1,073,575.17, of which the financial assistance of the Government of the Republic of Azerbaijan is KM 1,054,016.87, while the Bayer Pharmaceutical Company, Ltd. Ljubljana provides KM 19,558.30. Out of the sum, the Federation of Bosnia and Herzegovina is allocated KM 669,248.73 (61%), Republika Srpska get KM 402,590.69 (37.5%), and the Brčko District of Bosnia and Herzegovina will receive KM 10,735.75 (1%).

According to the Decision, the Federation of BIH level will share the funds received with its 10 Cantons in an equal share of 50%.

 

TO ENABLE ENTRY TO BIH TO CHILDREN AND SPUSES OF BIH CITIZENS

 

The Council of Ministers took the Ministry of Security-proposed decision on amendment of the decision on additional conditions for foreigners’ entry to Bosnia and Herzegovina, for the aim of exercising the principle of family union and child interest protection.

The amended decision allows the entry to BIH to under aged persons accompanied by either parent or care taker, citizen of Bosnia and Herzegovina

The decision takes effect at the day of tis adoption and will be published in the “Official Gazette of BIH”.

 

ACTIVIITES LAUNCHED FOR TAKING OVER ICTY/ICCM FINAL AWARDS

 

The Council of Ministers of BIH adopted a piece of information from the Ministry of Justice on taking over final awards pronounced by the International Criminal Tribunal for Former Yugoslavia – register of the International Criminal Tribunals Mechanism for the entry into criminal registry in Bosnia and Herzegovina.

The Ministry of Justice will prepare the text agreement on taking over the ICTY awards, together with representatives of the Ministry of security, Entity Ministries of Justice and Interior, the Brčko District Legislative Committee and Police, in consultations with the EU Special representative Office.

The aim is to legally arrange the handing over and taking of data and ICTY convictions against citizens of Bosnia and Herzegovina, for the purpose of keeping record in the criminal records of Bosnia and Herzegovina.

The Ministry of Justice was charged to provide the Draft Agreement to the Council of Ministers for consideration and signing procedure.

 

NOTE ON MEETING WITH ICT REGISTRAR

 

The Council of Ministers of BIH took note of a piece of information on a meeting with the Registrar of the International Criminal Tribunal (ICT), prepared by the Ministry of Justice.

At a meeting September in Sarajevo held last, BIH representatives expressed readiness of Bosnia and Herzegovina generally to go on with the successful cooperation with the ICT, in accordance with the Roma Statute, with compliance with national legislation of our state.

The discussed, among other things, about an initiative of the ICT for conclusion of a framework agreement between BIH and the ICT for serving sentences in Bosnia and Herzegovina territory for persons convicted in Hague. This would mean a great breakthrough in terms of confirmation of BIH decisiveness for cooperation with the ICT.

The BIH representatives stressed that other than the framework agreement to be concluded, it would be necessary to conclude separate agreements for each case severally, in accordance with limitations of legislation system in Bosnia and Herzegovina stemming from e.g. the length of sentenced awarded (our criminal sanctions have no lifetime prison sentence), meeting conditions for pardon, parole, benefits in prisons etc.

Other than the Ministry of Justice representatives, the meeting with the ICT registrar was attended by representatives of the Ministry of Security, Intelligence-Security Agency of BIH and State Investigations and Protection Agency.

 

MIGRATION PROILE ADOPTED

 

The Council of Ministers adopted the Ministry of Security-proposed Bosnia and Herzegovina Migrations Profile for 2019, by which BIH fulfils one of obligations in the visa liberalisation process and ensures an insight into migration trends.

The Migration Profile indicates that BIH diplomatic-consular representative offices issued last year 47,694 visas or 53% more than in 2018, when 31,171 visas were issued.

At BIH border, 19 visas were issued, or 44.2% less than in 2018, as a continuation of a positive trend from 2016 of decreasing number of visas issued at border.

The Border Police last year refused 2,342 entries to BIH, or 26.93% more relative to 2018, when the number of refused entries was 1,853.

Illegal crossings of state border-crossings were 5,859 or 30% more than the year before when there were 4,489, and it was an increase of 400% relative to 2017.

The number of foreigners’ temporary stays in BIH decreased for 5.8%, and they were 10,133 relative to 10,756 in 2018.

Foreigner were approved 816 permanent residences in BIH in 2019, and the number in 2018 was 815.

The number of deportation solutions in 2019 was 1,554, which represents a slight increase of 1% relative to 2018 when total 1,540 deportation solutions were taken.

Also In 2019, issued were 34 solutions on cancelation of non-visa or temporary stay with intention of deportation, while that number in 2018 was 17.

Total 710 foreigners were put under custody to the Immigration Centre in 2019, which is a decrease for 25.10% relative to 2018 when the number was 984, however a slighter form of custody in a certain area or place was set for 358 foreigners.

Under readmission agreements, accepted were 1,034 citizens of BIH last year, while BIH asylum was sought by 784 individuals.

Last year, 657 individuals got citizenship of BIH in 2019, which is a decrease for 9.7% relative to 2018, and the most of BIH citizenships over the last two years were accorded to citizens of Serbia (81%).

 

CoM REPRESENTATIVE APPOINTED INTO REGIONAL OFFICE FOR YOUTH COOPERATION

 

The Council of Ministers of BIH adopted a piece of information of the Ministry of Civil Affairs on expiry of the mandate to members (Bosnia and Herzegovina representatives) in the Regional Office for Youth Cooperation (Riko) Steering Board.

The newly appointed representative of the Council of Ministers of Bosnia and Herzegovina as a member of the regional Office for Youth Cooperation Steering Board is Davor Bošnjak from the Minster of Civil Affairs Office.

 

EU-BIH AGRICULTURE AND FISHERY SUB-COMMITTEE MEETING IN MOSTAR

 

The Council of Ministers of BIH adopted a piece of information of the Directorate for European Integrations on holding of the fourth meeting of the Agriculture and fishery Sub-Committee between the European Union and Bosnia and Herzegovina, to be held on June 11, 2020 in Mostar.

The Discussion Document was adopted and consent was granted for the BIH delegation composition for the meeting.

The Council of Ministers took note of the agreed-to agenda for the European Union-Bosnia and Herzegovina Agriculture and Fishery Sub-Committee 4th meeting, which will discuss, among other things, the implementation of the stabilisation and Accession Agreement, improvement of bilateral trade relations in agriculture and fishery sectors, agriculture and rural development, as well as phytosanitary, veterinary and food safety issues.

The delegation of Bosnia and Herzegovina will be chaired by Dušan Nešković of the Ministry of Foreign Trade and Economic Relations, and he will be available to the media during the meeting.

 

MINISTER RADONČIĆ INFORMS CoM ON IRREVERSIBLE RESIGNATION

 

Minister of Security of BIH Fahrudin Radončić informed the Council of Ministers on filling-in his irreversible resignation to the ministerial post.

The Council of Ministers regretted his decision, underlining his successful work and correct and professional cooperation.
