Council of Ministers of Bosnia and Herzegovina Holds Its 73rd Session

2025-2027 PER BIIH ADOPTED 

The Council of Ministers of BIH adopted unanimously an Economic Reforms Programme of Bosnia and Herzegovina (PER) for 2025-2207, developed by the Directorate for Economic Planning, in agreement with all-level authorities’ coordinators, along with an additional conclusion form the session, and will send it to the European Commission.

The Economic Reforms Programme of BIH is a strategic document for coordination and planning of economic policies, management of reforms key to competition improvement, job creation incitement and social inclusion, in addition to fulfilment of economic criteria along with the pre-accession process.

The Programme was developed according to the European Commission Guidelines, and it is one of key documents in economic dialogue with the European Union in the process of accession and achievement of functional market economy.

The 2025-2027 PER BIH includes in one of its chapters structural reforms focused to competitiveness, sustainability and resilience, as well as human capital and social policies, and it bring projections of average growth rates of Bosnia and Herzegovina in 2025-2027 of about 3% annually, based on domestic demand through increased spending and investments.

IBRD 71 MMILLION EURO FOR BIH HEALTH SECTOR DEVELOPMENT POLICY

The Council of Ministers of BIH defined a Proposal Loan Agreement (Second Programmatic Loan for Health Sector Development Policy) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development (IBRD), with a Platform for its conclusion.

The basic aim of the Programme is support to funding of development policies (DPL 2) of BIH health sector as a part of the reforms programme aiming a long-term financial sustainability of health systems and improvement of health services and their outcomes.

The total amount of the loan is EUR 71,000,000, with allocation of EUR 42,600,000 (60%) to the Federation of BIH and EUR 28,400,000 (40%) to Republika Srpska. The loan term is 18 years with a five-year grace period.

The Proposal Agreement with its belonging Platform for conclusion will be sent to the BIH Presidency for further procedure, with a proposal for the Minister of Finance and Treasury of BIH to act as the BIH signatory thereof.

EBRD GRANT TO ENERGY EFFICANCY IN TUZLA CANTON

The Council of Ministers of BIH defined a Proposal Grant Contract (Energy Efficiency of Public Buildings in Tuzla Canton. GrCF2 W2 E2) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development referring to an investment grant from the European Common Fund for the Western Balkans, worth EUR 2 million.

The grant funds are directed to energy efficiency measures to cover 173 public buildings in the Tuzla Canton.

The aim is to introduce a cleaner and more effective heating, better isolation and lightning to finally result in primary energy savings of at least 30% in respect to the initial value.

The grant funds will be allocated to the Federation of Bosnia and Herzegovina, precisely the Tuzla Canton, which joins this way the EBRD green cities project.

The Proposal Grant Contract with Platform for its conclusion will be sent to the BIH Presidency for further decision-making procedure, and the Minister of Finance and Treasury will be the BIH signatory thereof.

GRANT CONTRACT RATIFICATION FOR GRADAČAC WATER SUPPLY PROJECT

Upon a proposal by the Ministry of Foreign Affairs, a Proposal decision was defined on ratification of a Contract on Amendments and Supplements No.1 to a Grant Contract of February 26, 2020, concerning an investment grant from the European Common Fund for the Western Balkans for “Gradačac Water Supply Project”, and it will be sent to the BIH Presidency.

Under the Amendment to the Contract, signed in Sarajevo, on Dec. 3, 2024, total EUR 2,457, 500 grant funds will be allocated to increase the initially approved grant for reconstruction and replacement of the existing pipelines and improve the water supply system, which has insufficient capacity and weary grid in the central part of Gradačac.

ANNUAL WORK PERMITS QUOTA FOR FREIGNERS IN BIH DEFIEND FOR 2025

The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed decision on defining annual quotas of work permits for employment of foreigners in Bosnia and Herzegovina in 2025.

The total annual quota of work permits for extended or new employment of foreigners in Bosnia and Herzegovina in 2025 is 7,229 work permits, increased relative to the last year when it was 6,073.

Out of total number of work permits, 4,490 of them is for the Federation of Bosnia and Herzegovina, 2,000 for Republika Srpska and 739 for the Brčko District of Bosnia and Herzegovina.

The quota covers work permits by activities and professions, that may be issued for seasonal employment of foreigners, in accordance with the Law on Foreigners.

The most work permits were issued for civil construction activity (1,727), procession industry (887), and for catering (584).

The Decision satisfies the needs of market more successfully, in which domestic labour offer is not threatened, and a better market control was ensured with decreased illegal work by foreigners.

Regardless to this annual quota of work permits for foreigners’ employment in BIH, work permits may be issued for cases provided under the Law on Foreigners Article 65.

DISTRIBUTION OF UNSPENT MONEY FORM GAVI CONTRACT

The Council of Ministers of BIH adopted the Ministry of Civil Affairs-tabled piece of information on activities on distribution of unspent money stemming from a Contract on Procurement of Vaccines with the Global Alliance for Vaccines and Immunisation-GAVI against COVID-19 disease, concluded between the Council of Ministers of Bosnia and Herzegovina and GAVI.

In connection with that, a transfer of KM 14,290,813.31 to budgets of the Federation of Bosnia and Herzegovina KM 9,329,813.03, of Republika Srpska KM 4,619,901.56, and of the Brčko District of BIH budget KM 341,098.70.

This confirmed an agreement by BIH health authorities financing vaccines procurement on distribution of unspent funds.

The Ministry of Finance and Treasury will, in cooperation with the Ministry of Civil Affairs, refund the resources, in accordance with conclusions by the Entity and Brčko District of BIH Governments and related payment instructions.

The Ministry of Civil Affairs should, in cooperation with the Entity and Brčko District of BIH institutions, agree the principle of distribution of the remaining of funds in amount of KM 3,615,115.84, and send a request to the Ministry of Finance and Treasury to refund resources to the Entity and Brčko District of BIH budgets.

BIH CITIZENSHIP FOR SPORTSMAN

The Council of Ministers of BIH took a Decision on Granting Citizenship of Bosnia and Herzegovina, under which German citizen Vitaly Janelt, soccer player and potential member of the BIH Football National Selection was admitted to citizenship of BIH, upon a proposal by the Football Federation of Bosnia and Herzegovina.

SECURITY CHECKS: APPELLATION COMMITTEE APPOINTED

The Council of Ministers of BIH took the Ministry of Security-proposed Decision on appointment of a Security Checks Appellation Committee, due to mandate expiry of the Committee previous members, with corrections made at the session.

Five Committee members - representatives of the State Ministries of Security, Defence and Justice, and pf the Intelligence-Security Agency and State Investigations and Protection Agency - are appointed to a four-year term

The terms of reference of the committee are defined under the Law on Personal Data Protection and accompanying by-laws.

RELEASE ON PERSONAL REQUEST

The Council of Ministers of BIH released Aleksandra Ćirić from her duty of a member of the State Aid Council, upon her personal request.

The Ministry of Foreign Trade and Economic Relations should organise a job vacancy procedure as soon as possible, along with a proposal for appointment of a member to send to the Council of Ministers of BIH.

Radmlila Čičković was appointed the acting member until the end of the job vacancy procedure.

CoM BIH TOOK NOTE OF REQUEST FOR INITIATING VOTE FOR REPLACEMENT

The Council of Ministers of BIH took note of a request for initiation of vote on reconstruction of the Council of Ministers of Bosnia and Herzegovina, provided by the Parliamentarian Assembly of BIH House of Representatives.

It is about an Initiative for replacement of state Deputy Ministers of Defence Aleksandar Goganović, of Transport and Communications Ognjen Janjić, and of Civil Affairs Marijana Mojić.

The Initiative was signed by Heads of Clubs of Deputies of SDP BIH, NiP, NS in the Parliamentarian Assembly of BIH House of Representatives and eight deputies from these parties.

CONSENT TO APPOINTMENT

The Council of Ministers od BIH granted its consent for appointment of Colonel Donald C.D. Hilton to the post of Defence Attaché of Canada for Bosnia and Herzegovina, with his seat in Belgrade. (end)
