COUNCIL OF MINISTERS 2025 WORK PROGRAMME ADOPTED 

The Council of Ministers of Bosnia and Herzegovina 2025 Work Programme was adopted, and reforms implementation within Bosnia and Herzegovina EU accession process remains as the most important priority.

The Work Programme holds the most important activities the Council of Ministers plans to take in 2025, based on Bosnia and Herzegovina Institutions proposals, which contribute to implementation of adopted strategic aims and priorities under the BIH Institutions Strategic Framework to 2030 and 2025-2027 Council of Ministers Mid-Term Work Programme

It practically means that the Council of Ministers remains dedicated to earlier assumed obligations as to implementation of UN Sustainable Development Agenda 2030, the aims of which represent a plan of changes for better and sustainable future, in addition to further fulfilment of recommendations stemming from the European Commission documents and obligations related to the Stabilisation and Accession Agreement.

The Work Programme development process regarded all other Council of Ministers-adopted strategic documents, such as strategies for public administration reform, judiciary reform, fight against corruption and organised crime, as well as Economic Reforms Programme for Bosnia and Herzegovina. the Council of Ministers Secretariat-General will provide the Work Programme to the Parliamentarian Assembly of BIH.

PROJECT OF TRANSITION TO GREEN AND HEALTHY FOOD PRODUCTION SUPPORTED

The Council of Ministers of BIH defined a Proposal Agreement between Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and International Centre for Advanced Mediterranean Agronomic Studies - Bari-based Mediterranean Agronomic Institute on implementation of EUR 2,499,500 worth “Transition to green and healthy food production in Bosnia and Herzegovina – green and healthy Bosnia and Herzegovina”.

The project was supported from the Republic of Italy Ministry of Foreign Affairs and International Cooperation grant, to be implemented by the International Centre for Advanced Mediterranean Agronomic Studies – Mediterranean Agronomic Institute in Bari.

The Project general aim is to support transition to green and healthy agricultural production in BUH and its improved promotion at both domestic and international (EU) markets, while specific aim is to boost capacities of farmers, agricultural producers and all-level public administration capacities, for the purpose of adoption of EU standards, policy and practices related to green rural development and healthy agricultural production.

The project will be realised in accordance with the Rural Development Strategic Plan for Bosnia dan Herzegovina.

The Proposal Agreement will be provided to the BIH Presidency for further adoption procedure of adoption, along with a proposal for the Minister of Foreign Tarde and Economic Relations for the BIH signatory thereof.

TUZLA CANTON ENERGY EFICANCY PROJECT SUPPORTED

The Council of Ministers of BIH defined a Proposal Loan Agreement (Energy Efficacy of Public Buildings in Tuzla Canton - GrCF2 W2 E2) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development.

Funds are intended for the federation of BIH, Tuzla Canton, for financing of energy efficacy measures to cover 173 public buildings, including schools, sports halls and clinics. The measured include thermal insulation of walls and roofs/attics, change of windows, power installations and lighting.

The project will be a driver of investments within Green Towns 2 – Window II Extension 2 (“GrCF2 W2 E2”), incepting a participation of the Tuzla Canton with the EBRD Green Towns Project.

The Loan term is 15 years, including three-year grace period and favourable EURIBOR interest rate.

The Proposal Contract with Platform for its conclusion will be sent to the BIH Presidency for further procedure, and the Minister of Finance and Treasury will be the BIH signatory thereof.

BIH AND ITALY BOOST COOPERATION IN TOURISM

The Council of Ministers of BIH defined a Proposal Memorandum of Understanding between the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and Ministry of Tourism of the Republic of Italy on Cooperation in Tourism, under which the two countries will strengthen their cooperation in mutual interest.

The conclusion of the Memorandum supports development of tourism sector, as a factor in economic, social and cultural development.

The Proposal Memorandum will be sent to the BIH Presidency for decision-making, and the Minister of Foreign Trade and Economic Relations will be the BIH signatory thereof.

RATIFICATION OF REGIONAL AGREMENET IN BALKAN MEDICAL FORCES

A proposal decision was adopted on ratification of an Agreement between the Government of the Republic of North Macedonia, Council of Ministers of Bosnia and Herzegovina, Government of Montenegro, Government of the Republic of Serbia, and Govemrentf of the Republic of Slovenia on arrangements for host country concerning status of a Standing Organisation of Balkan Medical Forces and its personnel.

The Agreement regulates the status and provides for an effective performing of duties and functions of the Standing organisation of the Balkan Medical Forces and its personnel, based in Skoplje.

2025 ANNUAL PLATFORM ON INTELLIGENCE-SECURITY POLICY ADOPTED

The Council of Ministers of BIH adopted the Office of Chairwoman-proposed Annual Platform on Intelligence-Security Policy for 2025, guiding annual activities of the Intelligence-Security Agency of Bosnia and Herzegovina (OSA BIH) within its terms of reference, for the aim of protection of security of Bosnia and Herzegovina, and its values and interests.

The document highlights dedication of our country for combating organised crime in all its forms, under which BIH strengthens its cooperation with the EU and contributes to regional stability.

TO IMPLEMED STRATEGY FOR WORK ON WAR CRIEMS FILES AS PRIORITY

The Council of Ministers of BIH adopted Jan. 1 – March 31, 2024 Activity Report of the Supervisory Body for Implementation of Revised State Strategy for Work on War Crime Files, tabled by the Supervisory Body for Implementation of Revised State Strategy  for Work on War Crime Files.

The Council of Ministers underlines the importance of the European Union support in strengthening of human and material capacities with judicial institutions responsible for processing of war crime files, as well as relevant EU decision to approve financial resources for continuation of activities under the “Improvement of Work on War Crime Files in BIH” project within IPA 2022 assistance package, which will secure continuity of effective processing of war crime files and consistent implementation of the Revised State strategy. The Council of Ministers of BIH urges all courts and prosecutor’s offices in BIH to take additional efforts for the purpose of realisation of strategic aim I of the Revised State Strategy for Work on War Crime Files -  “processing most complex and priority war crime files” - before the Court of BIH and Prosecutor’s Office of BIH, while other files should be processed by judiciary bodies of the Entities and the Brčko District of BIH by the end of 2025, and take all measures required to have human and material resources secured though EU support within “promotion of work on war crime files in BIH” adequately used for the life time of the project.

All entities responsible for implementation of the aims and measures of the Revised State Strategy should embark on realisation of obligations assumed, so as to implement the aims projected under the Revised State Strategy.

In that regard, the Council of Ministers of BIH gives its full support to work of the Supervisory Body in implementation of all planned activities.

Since there is still a number of files un-solvable due to non-accessibility to suspects/indites, the Council of Ministers of BIH urges all competent legislative, executive and judicial authorities, international organisations, as well as the International Residual Mechanism for Criminal Courts, to take all necessary measures so that mechanisms of regional cooperation in war crime files processing would be fully used and additionally promoted.

FOREIGN EXCHANGE ANALYSIS FOR LAST YEAR I-IX

The Council of Ministers adopted an Analysis of Foreign Exchange of Bosnia and Herzegovina for I-IX 2024, developed by the Ministry of Foreign Trade and Economic Relations.

The Analysis indicated KM 33.20 billion of the total foreign exchange of goods of Bosnia and Herzegovina for nine months of 2024 reached, with the value of exported goods of KM 11.88 billion and of imported goods was KM 21.31 billion.

The main features of Bosnia and Herzegovina’s foreign exchange for the first nine moths of 2024 compared with the same time of 2023 was a fall of total foreign exchange (0.69%), increase of import (2.60%), fall of export (6.10%), and an increase of foreign trade deficit (16.17%).

In the reported period of time, Bosnia and Herzegovina exported most to Croatia (KM 1.91 bil.), Germany (KM 1.86 bil), Serbia (KM 1.31), Austria (KM 1.19 bil.), Slovenia (KM 999.06 mil.), and Italy (KM 956.81 mil.).

The most of goods was imported by BIH from Italy (KM 2.83 bil.), Germany (KM 2.54 bil.), Serbia (KM 2.16 bil.)., China (KM 2.01 bil.), Croatia (KM 1.51), and Türkiye (KM 1.28 bil.).

BIH exported mostly insulated wire, electric power, still or ferrous constructions, seats and parts thereof, and BIH imported mostly petroleum oils, other than row ones, passenger vehicles, medicines and coper thread.

FUNCTIONAL CHANGE IN COMMITTEE FOR COOPERATION WITH NATO

The Council of Ministers of BIH took a decision amending a decision setting up Bosnia and Herzegovina Committee for cooperation with NATO, under which functional changes were made of four members due to changes in institutions or retirement with Ministries of Security, finance and treasury, foreign Trade and economic relations and foreign Affairs.

Additionally, Mlađen Božović was released from the post of member of the Committee for Cooperation with NATO, as he had been previously released from his post with the Ministry of Security of BIH, and a replacement member will be appointed subsequently from the Ministry.

SEVEN MULTI-ANNUAL CAPITAL PROJECTS OF ITA BIH IMOLEMENTED

The Council of Ministers of BIH adopted a report on implementation of the Indirect taxation Administration multi-annual capital projects.

The piece of information gives analyses seven implemented multi-annual investment projects, for which KM 50,723,553 was spent, out of total approved KM 50,900,000.

It is about projects of furbishing of new and reconstruction of the existing facilities at Vadište border crossing and Mostar and Tuula Airports, for the needs of accommodation of Border Police units, customs facilities and inspection bodies, and construction of Bratunac – Ljubovija border crossing.

The Report sums up completed construction and furbishing activities of Mostar-based Archives facility, and projects of development of a new tax application with the ITA BIH IT system and its up-grading and changes to the reserve site, i.e. up-grading of customs sub-system, and implementation of NCTS in Bosnia and Herzegovina.

The remaining unused funds in amount of KM 176,446.51 remain at the Single treasury Account and will be used for financing of BIH Institutions.

BIH APPOINTS MEMBER OF HIGH JUDICIAL AND PROSECUTORIAL COUNCIL

Upon a proposal of the Ministry of Justice, Davor Matinović was appointed member of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina on behalf of the Council of Ministers of BIH. (end)
