Council of Ministers of Bosnia and Herzegovina Holds Its 67th Session

BIH AND CROATIA JOINTLY IN „SAVA RIVER NAVIGABILITY IMPROVEMENT PROJECT” 

Today's session defined a Proposal Platform for start of negotiations for conclusion of a Contract between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on finance and administrative aspect of environment impact assessment, issuing of site conditions, consents and civil construction  permits, and works in Bosnia and Herzegovina territory for the “Sava River Navigability Improvement from rkm 329+000 to rkm 315+000 and rkm 312+000 to rkm 300+000” Project, together with a Proposal Contract. The two states thus create basics for the “Sava River Navigability Improvement” project, which includes “Jaruge- Novi grad” Section, to contribute to development of international transport along the inland water ways.

The conclusion of the contract will enable filling a joint application by BIH and Croatian sides for securing financial resources from EU funds for realisation of the project worth total EUR six million.

The contract defines, among other things, that the Republic of Croatia will provide free of charge project-technical documentation to competent bodies of Bosnia and Herzegovina for taking appropriate administrative actions. Bosnia and Herzegovina will participate with EUR 500,000 own resources in civil construction and arrangement of the water way on BIH site, while the remaining of costs will be financed by the Croatian side.

The Proposal Platform will be sent to the BIH Presidency for further decision-making procedure. 

SUPPORT FOR SETTING-UP COORDINATION DESK FOR EU4HEALTH PROGRAMME 

The Council of Ministers took the Ministry of Civil Affairs-proposed decision on Amendments and Supplements to Decision on project of multi-annual financing of costs from contractual arrangements for procurement of health countermeasures against COVID-19 for 2020-2022 and use oof 2020 Bosnia and Herzegovina Budget resources.

This will enable setting-up a Coordination Desk for EU4Health Programme intended for professional training of potential applicants for development of registration applications within the Programme and increase of successfulness of Bosnia and Herzegovina. Also earlier approved funds of total amount of KM 1,680,374.03 will be used within an extended deadline to the end of 2027 for financing of arrangements and programmes within the Coordination Deks operation framework for the health related EU Programme, to be established under a special decision by the Council of Ministers of Bosnia and Herzegovina. 

PLATFORM FOR COORIANTION OF HUMANITARIAN WORKERS IN BIH

The Council of Ministers adopted a piece of information on April 22, 2024 joint meeting of the Ministry of Human Rights and Refugees of BIH and humanitarian workers active in Bosnia and Herzegovina, held in Sarajevo.

The Ministry for Human Rights and Refugees should monitor a process of setting-up platform for coordination of humanitarian workers in BIH, in cooperation with responsible Entity Ministries, to include the Red Cross Association of BIH, Red Cross of the Federation of BIH, Red Cross of Republika Srpska, joined by the Red Cross of the Brčko District of BIH. The Ministry for Human Rights and refugees will report continuously the Council of Ministers of BIH on establishment of the Platform.

It is an important tool for promotion of cooperation and better data exchange among humanitarian workers in BIH, with a focus to natural and other catastrophes and crisis situations.

The meeting, featured by all key humanitarian organisations and sector institutions in BIH, was held for the purpose of networking and strengthening of the existing capacities  for humanitarian response by relevant stakeholders in Bosnia and Herzegovina and abroad with interventions and responses to natural and other disasters and other crisis situations, including migration issues. 

WORK GROUP FOR DEVELOPEMNT OF FRAMWEWORK LAW ON COOPERATION WITH EMIGRATION

The Council of Ministers of BIH took a decision to form a cross-sector Work Group for development of a Framework Law on Cooperation of Bosnia and Herzegovina Institutions with Emigration, with the Internal Policy Board suggestions endorsed.

The Work Group will include representatives of the state-level Ministries of Human Rights and Refugees, Foreign Affairs, Civil Affairs, Foreign Trade and Economic Relations, Agencies for Foreign Investments Promotion, Labour and Statistics, and Directorate for Economic Planning of BIH.

The Cross-Sector Work Group should develop a Draft Framework Law on Cooperation of Bosnia and Herzegovina Institutions with Emigration, within 90 days from taking effect of the decision, and provide it to the Council of Ministers of BIH for consideration.

BASKET PLAYERS CASTENDA AND SMALLS ARE CITIZENS OF BIH

The Council of Ministers of BIH took two decisions under which male basket player Xavier Misael Castenda and female basket player Kamiah Regina Smalls are admitted to the citizenship of Bosnia and Herzegovina.

They are US citizens and potential members of male and female basket national selections, who were granted the citizenship of Bosnia and Herzegovina upon a proposal by the Basket Federation of BIH. 

TO SOLVE STORAGE SPACE ISSUE FOR CIK BIH

The Council of Ministers of BIH took a piece of information on permanent solving of storage space for needs of the Central Election Committee of Bosnia and Herzegovina (CIK BIH).

The Central Election Committee should develop a project concept and cost assessment and project completion deadline estimate, and provide the relevant proposal decision for project implementation, which includes a proposal decision on approving multi-annual project, for case its realisation is infeasible within a year timespan.

The Council of Ministers of BIH supported the CIK proposal for securing a permanent storage space, which enables a long-term savings in Bosnia and Herzegovina Institutions Budget, since costs of rented space for storage of election material amounted to more than KM 2 million over the past 20 years. 

MANDATE EXPIRY: JOB VACANCY ADS FOR MANAGEMNT OF FOUR BIH CoM INSTITUTIONS

The Council of Ministers of BIH took note of several pieces of information from the Civil Service Agency of BIH on mandate expiry to managing civil servants in the Archives of BIH, Statistics Agency of BIH, Market Supervision Agency of BIH, and Veterinary Office of BIH.

The Civil Service Agency should publish a job vacancy ad for selection and appointment of Director and two Deputy Directors of the following institutions: Archives of BIH (mandate expiry on March 17, 2025); Statistics Agency of BIH (mandate expiry on March 25, 2025); Market Supervision Agency (mandate expiry on March 10. 2025), and of Director, Deputy Director and Secretary of the Veterinary Office of BIH (mandate expiry on May 5, 2025), in order o secure smooth and legal operation of the institutions. 

TO PUBLISH JOB VACANCY AD FOR MEMBERS OF BIH POSTAL TRAFFIC AGENCY COUNCIL 

The Council of Ministers of BIH tasked the Ministry of Communications and Transport to publish timely a job vacancy ad, pursuant to the Law on Ministerial Appointments, Appointments of Council of Ministers and Other Appointments of Bosnia and Herzegovina, for selection and appointment of the BIH Postal Traffic Agency Council, to enable smooth operation of the Agency.

Earlier, the Council of Ministers of BIH was informed on the mandate expiry to the BIH Postal Traffic Agency Council, namely, for two members on February 25, 225 and for the third one on June 25, 2025. 

IMPLEMETATION OF COUNCIL OF MINISTERS CONCLUSIONS

The session adopted a Review of realisation of conclusions from 41- 26 regular and 15 extraordinary - sessions of the Council of Ministers of Bosnia and Herzegovina, held over Q I-III 2024.

The review, drafted by the Council of Ministers Secretariat-General, covered 36 institutions, which implemented 398 out of total 460 conclusions adopted, reaching the implementation percentage of 87%.

The session adopted relevant conclusions targeting a higher implementation level of all conclusions in total, and appropriate assignments were given to Institutions of the Council of Ministers of BIH, the conclusions implementation level of which is lower than 90%. 

TO DRAFT PROPOSAL FOR ABOLISHING VAT TO DONATED MEDICINES

The session tasked the Indirect Taxation Administration Steering Board to develop proposal and present it to the Council of Ministers of BIH concerning a Deputy’s initiative by Saša Magazinović, adopted at the 23rd session of the Parliamentarian Assembly House of Representatives of Dec. 13m 2024, referring to abolishment of VAT to donated medicines.

CoM FAMILIAR WITH REQUESTS FOR INITIATING VOTE FOR RECONSTRUCTION 

The Council of Ministers of BIH was made familiar of a request for initiating vote for reconstruction of the Council of Ministers of Bosnia and Herzegovina, submitted by the Parliametnarain Assembly House of Representatives, after the request for replacement of Minister of Security of Bosnia and Herzegovina Nenad Nešić was signed by 17 Deputies in person and one on behalf of Club of Deputies of the Chamber.

It was also made familiar of an Initiative for reconstruction of the Council of Ministers of Bosnia and Herzegovina, by which eight Deputies from the SNSD in the Parliametnarain Assembly House of Representatives asked for replacement of Minister of Foreign Affairs of Bosnia and Herzgovina Elmedin Konaković. (end)
