CoM BIH ENDORSES SEVENTH CEB CAPITAL INCREASE 

The Council of Ministers of BIH took the Ministry of Finance and treasury-proposed Decision on endorsement of the seventh capital increase of Bosnia and Herzegovina with the Council of Europe Development Bank.

For accepting the capital increase mad subscription of new capital shares Bosnia and Herzegovina will reserve EUR 530,770.75 in 2024-2028 time span, thus maintaining the current BIH share in total Bank capital.

ADOPTED ACTIVITY PLAN FOR DRAFTING BIH ECONOMIC REFORM PROGRAMME

The Council of Ministers of Bosnia and Herzegovina adopted the Directorate for Economic Planning- proposed 2025-2028 Bosnia and Herzegovina Economic Reform Programme Activity Plan (PER BIH).

It defines a flow of activities by responsible institutions in Bosnia and Herzegovina, required for development and adoption of BIH Economic Reform Measures – a three-year strategic document supporting economic and financial dialogue between the European Union and EU candidate countries.

The 2025-2028 BIH Economic Reforms Plan should be submitted to the European Commission by Jan.15, 2025.

A Proposal Grant Contract, accompanied by Platform for its conclusion, will be provided to the BIH Presidency for further procedure, and Minister of Finance and Treasury of BIH will be the BIH signatory thereof.

BIH TO INITIATE REGIONAL JOINT REQUEST FOR ANNULMENT OF RESTRICTION OF STAY IN EU TO PROFESIONAL DRIVERS

The Council of Ministers of Bosnia and Herzegovina adopted the second piece of information from the Ministry of Communications and Transport concerning the issue of restricted stay by drivers from Bosnia and Hercegovina within the EU while carrying out international road transport of passengers and cargo.

The Ministries of Transport and Communications, and of Security and Foreign Affairs of Bosnia and Herzegovina should prepare a piece of information to include an initiative for a joint request by the Western Balkan countries towards the European Union for exempting drivers from a provision on restricted stay in its territory during carrying out international road transport of passengers and cargo, which may arise as a topic of the up-coming Western Balkan Leaders’ and European Union Summit, this December.

The first piece of information on the issue of restricted number of days for stay by drivers form Bosnia and Herzegovina within the EU during carrying out international road transport of passengers and cargo was adopted by the Council of Ministers of BIH at its 53rd session of June 27, 2024, when state-level Ministries of Communication and Transport, Security and Foreign Affairs were tasked to start activities with the EU officials towards the issue solving.

Although responsible BIH Ministers have launched and continue bilateral activities with representatives of responsible European Commission institutions, the issue remains unsolved, and BIH drivers control in the EU is getting more complex ahead of announced introduction of an Entry/Exit System (EES) by the end of the year.

PREARRANGEMENTS FOR MEETING OF SUB-COMMITTEE FOR JUSTICE, FREEDOM AND SECURITY

The Council of Ministers of BIH adopted the Directorate for European Integrations-tabled piece of information on holding of the eighth meeting of the Sub-Committee for Justice, Freedom and Security between the European Union and Bosnia and Herzegovina, scheduled to take palace in Brussels on Dec. 10 and 11.

The piece of information includes relevant Discussion Document, and topics of the meeting will include judiciary reform, law implementation and judicial cooperation, basic rights, freedom of expression, fight against organised crime and corruption, as well as implementation of BIH Strategy or Prevention and Countering Terrorism.

The Council of Ministers Directorate for European Integrations will cooperate with competent institutions in BIH to take all activities for holding of the eighth meeting of the Sub-Committee for Justice, Freedom, and Security between the European Union and Bosnia and Herzegovina.

SUPOPRT TO SME DIGITALISATION

The Council of Ministers of BIH adopted a proposal for signing of an Implementation Agreement for “BIH SME Innovations and Digitalisation - Phase II” Technical Cooperation Project, to be provided to the BIH Presidency for further decision making, and the Minister of Foreign Trade and Economic Relations will be the BIH signatory thereof.

The project is intended to enable access to digital innovations for SMEs and export-oriented sectors, in addition to boosting their capacity for participation in digital and technologic innovations, with promotion of framework policy for their digital eco-system.

The European Union secured EUR five mili0n for the Project, while the FR Germany made available EUR 3.6 million, including covering costs of a German implementation agency.

The Project is a part of EU4SMEs Programme for digital transformation of small and medium enterprises, worth total EUR 14 million.

The European Union had earlier concluded a Contract on Contribution with Deutsche Gesellschaft fur Internatioanale Zisammenarbeit (GIZ) GmbH – the project Implementation Agency.

“DENIS MRNJAVAC” AWARD PRESENTED

The Council of Ministers of BIH took the Ministry for Human Rights and refugees-proposed decision on presenting the “Denis Mrnjavac” Award for tolerance and non-violence promotion for 2024.

The award is presented as a recognition to students in the federation of Bosnia and Herzegovina, Republika Srpska and the Brčko District of BIH who contributed to promotion of human rights, tolerance and mutual respect among youth.

The award was presented to Dani Huskić, secondary school student form the federation of BIH and to Jelena Tošić, also secondary school student from the Brčko District of BIH.

The awarded students received a sculpture and plague.

Also special recognitions in the form of plague were allocated to schools of awarded pupils of the “Centre for Blind and Poor Sigh Children and Youth Sarajevo” and “Agriculture and Medicine School Brčko”.

This year’s award was not presented for Republika Srpska, since no proposal for the award nominee has arrived.

REIMBURSEMENT INCREASED FOR EX-OFFICIO ATTORNEYS

The Council of Minsiters od BIH took the Ministry of Justice-proposed Decision on Amendments and Supplements to Decision on Costs Reimbursement in Criminal Procedures, according to the Law on Criminal Procedure of Bosnia and Herzegovina, under which reimbursements to ex-officio attorneys in criminal procedures before the Court of Bosnia and Herzegovina are to be increased.

The reasons for the decision taking leis in an increase of cost of law services and increase of inflation rate, including the fact that reimbursements to ex-officio attorneys have not been changed since 2004. Considering especially criminal procedures before the Court of Bosnia and Herzegovina are the most serious ones, including war crimes and organised crime cases, while reimbursements for representation is lower than those before district or cantonal courts in the Entities.

The Decision on Amendments and Supplements to Decision provides for an increase of relevant point from KM 3 to Km 4 for reimbursements to ex-officio attorneys.

Also, a compensation for time lost was defined for attorneys whose main office is more than 50 km distant from the Court of BIH or place where relevant criminal-process work is done, specifically for each begun hour of travel in amount of 10 points. The reason behind such decision is equality between attorneys having their main office in Sarajevo and other attorneys, who lose time because of travel to Sarajevo.

Additional KM 185,000 should be budgeted for 2025, as estimated.

The Decision takes effect on the day it was taken and published in the “Official Gazette of BIH” and will be in application staring from Jan. 1, 2025.

BIH CITIZENSHIP FOR SOCCER PLAYER BAŽDAR

The Council of Ministers of BIH took a decision to granting citizenship of Bosnia and Herzegovina to Serbian citizen Smed Baždar, soccer player, member of the Spanish Football Club “Zaragoza” and potential member of the “A” Football National Selection of Bosnia and Herzegovina, upon a proposal of the Football Federation of Bosnia and Herzegovina.

CONSENT TO APPOINTMENT

The Council of Ministers of BIH granted its consent to appointment of Ugur Ucan to the post of Military-Administrative Attaché of the Republic of Turkey in Bosnia and Herzegovina. (end)
