BIH HUMAN TRAFFICKING COUNTERING STRATEGY TO 2027 ADOPTED 

 

The Council of Ministers of BIH adopted unanimously the Ministry of Security-proposed 2024-2027 Strategy of Countering Human Trafficking in Bosnia and Herzegovina, which enables a comprehensive and sustainable contribution of society to fight against human trafficking in BIH, as one among obligations in further Bosnia and Herzegovina European integrations.

This is to strengthen legal and institutional frameworks, in addition to coordination mechanisms, with insuring an effective preventive measures implementation and criminal prosecution, as well as intensive international bilateral and multilateral cooperation.

The Council of Ministers of BIH and all-level responsible institutions in Bosnia and Herzegovina fulfilled obligations defined by international and domestic law, and adopt policies for guarding social values, with focus to the most vulnerable categories – women, children and minority groups.

The Strategy development considered certain recommendations from various counter-human trafficking reports, such as those by the Council of Europe expert groups, European Commission, US State Secretariat, and International Organisation for Migrations.

The Entity and Brčko District Governments are urged to take their relative action plans and operative strategic documents based on the Strategy aims and measures, defining  implementation activities, in terms of implementation deadlines, responsible institutions, and indicators and required resources.

The Ministry of Security of BIH should cooperate with Bosnia and Herzegovina Institutions, engaged in the Strategy implementation, to propose to the Council of Ministers an action plan for the Strategy implementation.

DEPUTY SIPA MANAGER ZORAN GALIĆ RELEASED FROM DUTY

The Council of Ministers of BIH took the Ministry of Security-proposed Decision on release from duty of Zoran Galić from the post of Deputy Manager of the State Investigations and protection Agency (SIPA) of Bosnia and Herzegovina, on his own request, conclusive with July 8, 2024.

The Council of Ministers did not consider his retirement, because of insufficient conditions for that.

The Council of Ministers urges the Parliamentarian Assembly Independent Board to publish a job vacancy ad for filling the post of Deputy Manager of SIPA.

PROPOSAL DEVELOPMENT-INVESTMENT PROGRAME OF BIH INSTITUTIONS ADOPTED

The Council of Ministers of BIH adopted a Proposal 2025-2027 Programme of Public Investments/Development-Investment Programme (PJI/RIP) of Bosnia and Herzegovina Institutions, drafted by the Ministry of Finance and Treasury.

The Proposal Programme contains data on 282 projects of total value of KM 2 billion and 871 million; 124 on-going projects cost KM one billion and 160.64 million, and 25 approved project are worth KM 83,82 million, while the value of 132 proposed projects os KM one billion and 626.74 million.

All Council of Ministers institutions should up-date their project data, in accordance with all amendments, including those made in the process of development of the Law on 2025 Budget of BIH Institutions and International Obligations of BIH.

The PJI/RIP of BIH Institutions is an instrument for planning, enabling better use of budget funds, as it also offers an improved  access to foreign sources of finance for multi-annual projects.

PROGRESS MADE IN FULFILEMNT OF UN SUB-COMITTE FOR TORTURE PREVENTION RECOMMENDATIONS

The Council of Ministers of Bosnia and Herzegovina adopted the Ministry for Human Rights and Refugees-tabled piece of information on visit paid to Bosnia and Herzegovina by UN Sub-Committee for Prevention of torture and other cruel and inhumane or humiliating acts or sanctions (SPT), with an attachment 1 – Table of recommendations of SPT Sub-Committee along with reply by Bosnia and Herzegovina authorities on implementation thereof.

The Ministry for Human Rights and Refugees of Bosnia and Herzegovina will pass the piece of information via the Ministry of Foreign Affairs, attached by responsible institutions’ feedback on relevant recommendations implementation, to the UN Sub-Committee for Prevention of Torture.

This way, Bosnia and Herzegovina fulfils its international obligations, as a signatory of the UN Convention against Torture and Operation Protocol, following a SPT delegation visited Bosnia and Herzegovina in December 2022 for the aim of extending advisory and technical assistance to BHH authorities in setting-up a national preventive mechanism and effective protection of persons deprived of liberty.

All-level responsible institutions of BIH have prepared their replies to the recommendations, confirming a certain progress made, after August 2023 Law on Amendments and Supplements to Law on Ombudsman for Human Rights  was adopted, creating a legal framework for establishment of a preventive mechanism in BIH.

EU RECOMMENDATIONS: CONDITIONS CREATED FOR CERT OPERATION AND ASYLUM CAPACITY BUILDING

The Council of Ministers of BIH adopted a piece of information from the Ministry of Security on a need for replacement of defensive purpose of use of the Greece-BIH Friendship building premises in order to create conditions for start off of operations by a Response to Computer Incidents Team (CERT) in Bosnia and Herzegovina Institutions.

The session granted its consent to the Ministry of Secuiry to use a part of earlier allocated Building premises for setting-up a team for response to computer incidents in Bosnia and Herzegovina Institutions and tasked the General Affairs Service to develop relevant decision and provide it to the Council of Ministers as soon as possible.

The Council of Ministers of BIH granted its consent to a Rulebook on Amendments and Supplements to the Rulebook on Internal Structure of the Ministry of Security of BIH, in May 2023, so as to set-up the Ministry’s new organisation unit for response to computer incidents in BIH Institutions.

This enables implementation of the “Strengthening of Cybernetic Security Capacities of BIH” Project, as one among priorities along Bosnia and Herzegovina’s European Road.

The remaining allocated space in the Grece-BiH Friendship building will be used for setting-up the Ministry of Security Office for Registration, Interview and Asylum Procedure, thus enabling following of international standards and practices in accordance with the European Commission recommendations as to strengthening in the asylum-related operations.

The total 100m2 surface in the Greece-BIH Friendship building ground floor had been earlier allocated to the Ministry of Security for the needs of a joint contact point with EUROPOL, moved to the other part of the building last June.

BIH-EU DIALOGUE CONTINUES

The Council of Ministers of BIH adopted the Directorate for European Integrations-tabled piece of information on holding of the eighth meeting of the Sub-Committee for Agriculture and Fishery between the European Union and Bosnia and Herzegovina, on Nov. 19, 2024.

The Council of Ministers of BIH Directorate for European Integrations will cooperate with responsible institutions in Bosnia and Herzegovina and relevant European Commission services to make prearrangements for holding of the eighth meeting of the EU-BIH Sub-Committee for Agriculture and Fishery, under the Stabilisation and Accession Agreement implantation.

BIH Delegation Chair Slobodan Cvijanović of the Ministry of Foreign Trade and Economic Relations will be available for media inquiries relevant to the Sub-Committee meeting.

Delegations of Bosnia and Herzegovina and European Commission will during the video conferenced eighth meeting discuss the SSA implementation related to trade and trade aspects, agriculture and rural development, phytosanitary, veterinary and food safety issues, including fishery an aquaculture.

COMMITTEE FOR WHO INTERNATIONAL HEALTH REGULATIONS IMPLEMENTATION

Upon a proposal by the Ministry of Civil Affairs, a decision was taken on setting-up a Committee for implantation of the World Health Organisation international health regulations (2005).

A Committee was appointed, to include representatives of the Ministry of Civil Affairs of BIH, Ministry of Health and Social Welfare of Republic Srpska, Federal Ministry of Health, and of the Brčko District Division for Health and Other Services.

The Committee will, in accordance with inennternatioanl health regulations, take heath supervision at all level of health system organsiation, report of diseases which may ave intenratiaonl relervance and het included into a global monitoring system set b the WHO.

RULEBOOK ON OFFICIAL VEHICLES FOR SPECIAL PUPOSES

The Council of Ministers granted its consent to a Rulebook on official vehicles for special purposes of the Ministry of Security of BIH for the purpose of harmonisation thereof with an earlier adopted Rulebook on Conditions of Procurement and use of official cars in BIH Institutions.

The Rulebook provides conditions of procurement and rights and obligations of individuals using total 16 specialised vehicles owned by the Ministry, of estimated value between KM 50,000 and KM125,000, as a motor vehicle estimation for tempest measuring.

These are delivery vehicles and vehicles for inspection activities, for transport of classified postal deliveries and for tempest measuring, as well as for needs of the Ministry of Security departments during official trips. (end)
