BIH AND SERBIA TOGETHER IN RAILWAY MODERNISATION 

The Council of Ministers of BIH defined a Proposal Agreement on Cooperation on joint implementation of Ruma – Šabac - Loznica (Republic of Serbia) - Zvornik – Tuzla – Doboj (Bosnia and Herzegovina) Railway Reconstruction and Modernisation Project between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia, tabled by the Ministry of Communications and Transport of BIH.

By concluding the Agreement, the two states intend to improve quality and speed of railway transport, with provision of the best services for passenger, cargo and intermodal transport, to decrease time of travel and increase activities of the railway traffic for passengers and economy, with an expected support by European Financial institutions. The projected speed at this section of the railway will be 120 km/h, depending on local conditions.

The Proposal Agreement, together with related negotiating report will be provided to the BIH Presidency for further procedure, and the Minister of Communications and Transport of BIH will be the BIH signatory of the Agreement.

AGRICULTURE INVENTORY NEXT YEAR

The Council of Ministers of BIH adopted the Statistics Agency-proposed Action Plan for preparation, implementation and dissemination of results of 2023-2025 Agriculture Inventory in Bosnia and Herzegovina, drafted by an earlier appointed cross-sector Work Group.

Th Agriculture Inventory will be conducted from Oct. 1 to Dec. 15, 2025, with all the Action Plan-included activities harmonised.

By the Agriculture Inventory to be implemented in accordance with international statistics standards and EU methodology, Bosnia and Herzegovina will fulfil one among priority obligations within the Stabilisation and Accession Process on its way to the European Union.

This will enable, for more than 60-year time, a high-quality data for both analysis of the situation and of potentials, and for a strategic planning of the agriculture sector and rural development in BIH.

The BIH Statistics Agency should provide a proposal decision on setting-up a central inventory bureau to the Council of Ministers within 30-day time, and the bureau will coordinate and monitor all activities on preparations and implementation of the agriculture inventory in BIH.

The central inventory bureau will include three representatives from the BIH Statistics Agency, two representatives from the Entity statistics agencies and one representative from each the Ministry of Foreign Trade and Economic Relations of BIH, Ministry of Agriculture of the Federation of BIH, Republika Srpska, and Agriculture Division of the Brčko District of BIH.

COUNCIL OF MINISTERS LAST YEAR’S ACTIVITY REPORT ADOPTED

Upon a Proposal of the Office of Chairwoman, adopted was 2023 Annual Activity Report of the Council of Ministers, indicating 67 sessions held, namely 35 regular and 22 extraordinary ones.

The sessions considered more than 1,400 items, adopted nine law proposals, two strategies, 226 decisions, including proposal decisions on ratification of agreements, 364 pieces of information, and endorsed 55 agreements/contracts/initiatives, by which BIH strengthens both bilateral and multilateral cooperation.

Despite numerous challenges, the Council of Ministers defined clearly its commitment to acceleration of reform processes, with a special focus directed to support of Bosnia and Herzegovina’s integration to the European Union, in accordance with constitutional competences and agreement within the state.

Having continued cooperation with relevant parties within the country and with international partners, the Council of Ministers of BIH showed its decisiveness and capability to take up challenges ahead, as proved by a continuous work without stalemates, which enabled the Council of Ministers of Bosnia and Herzegovina to step-up implementation of necessary legislative, socio-economic and social reforms, in line with responsibilities of Bosnia and Herzegovina institutions. The dedication to reforms was valuated in December 2023, when the European Commission gave a conditional recommendation for launch of a negotiating process for joining Bosnia and Herzegovina to the European Union.

DEAL WITH GAVI

The Council of Ministers of BIH adopted a piece of information by the Chief Attorney’s Office on a proposal for conclusion of a deal of Bosnia and Herzegovina with GAVI (Global Alliance for Vaccines and Immunisation) for recovery of unused money of Bosnia and Herzegovina concerning September 18, 2020 Contract on Assuming Obligations (Arrangement on Obligatory Provision of Vaccines for Covid-19).

The Chief Attorney’s Office of BIH should inform GAVI that Bosnia and Herzegovina accepts a modus that implies of GAVI-kept USD 1,615,120, which will be reduced for a rabat for producer’s exit costs. Practically, the deal will include payment of USD 1,008,651 immediately in a fixed amount to Bosnia and Herzegovina.

Earlier, the Council of Ministers of BIH was advised that the Federal Ministry of Health, Ministry of Health of Republika Srpska, and Health Division of the Brčko District of BIH had informed the Ministry of Civil Affairs on acceptance of the proposal for conclusion of the deal, since the funds in question belong to them.

The BIH Chief Attorney’s Office will inform the Council of Ministers of BIH on realisation of the conclusion.

CONSENT TO RULEBOOK ON OFFICIAL VEHICLES FOR SPECIAL PURPOSES

The Council of Ministers of BIH granted its consent to a Rulebook on official vehicles for special purposes, intended for the Ministry of Justice.

The Ministry of Justice’s Rulebook covers the Ministry-owned 13 vehicles for special purposes, which are used for assignments within responsibility of the Court Police. Among vehicles, there are nine cargo vans of high middle class and four vans of middle class.

The Rulebook is harmonised with earlier adopted Rulebook on conditions of procurement and use of official vehicles in BIH Institutions and it prescribes ways of procurement and use of the vehicles with designation of individuals holding rights and obligations for their using.(end)
