Council of Ministers of Bosnia and Herzegovina Holds Its 49th Session

The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed Decision on procedure of mid-term planning, monitoring, and reporting in Institutions of Bosnia and Herzegovina, which secures a planning basis for high quality development management.
The Decision harmonises and coordinates planning process in the Council of Ministers and Insituttions of BIH, including an optimal resource distributions and improved monitoring and reporting processes of the decision implementation.
The Decision on mid-term planning process was designed based on an analysis of application of a relevant decision taken earlier, for the aim of improvement and simplification of the mid-term planning process, in addition to harmonisation with other regulations on planning and improvement of panning effects in the state-level institutions.
The Decision takes effect the next following day after its publication in the “Official Gazette of BIH”, when a Decision on mid-term Planning, Monitoring and Reporting Pocedures, from 20114, ceases to be valid.
AGREEMETN RATIFICATION
The Council of Ministers of BIH defined, upon a proposal of the Ministry of Foreign Affairs, a Proposal Decision on ratification of a Finance Agreement for Interreg VI-B IPA 2021-2027 Adrian-Ionian Programme (Adrion), between the European Union, represented by the European Commission, and Bosnia and Herzegovina, represented by the Directorate for European Integrations, and the Republic of Italy, represented by the Emilia-Romagna Region.
The Programme budget is EUR 160,810,020, and the EU financial contribution is EUR 136,688,515, while the remaining EUR 24,121,505 will be co-financed by participant countries.
The aim of the programme is to incite European integrations among partner states, harnessing advantages of their rich natural, cultural, and human resources, as well as strengthening of economic, social and territorial cohesion within the Adriatic and Ionian regions.
FUNCTIONAL NEGOTIATING TEAM FOR AMICABLE SOLUTIONS TO INVESTMETN DISPUTES
Upon a proposal by the BIH Chief Attorney’s Office, a Decision was taken on amendment of the Decision on appointment of members of a Standing Negotiating Team for negotiations on amicable solution-finding in international investment disputes, for the aim of securing a functional operation of this body, after retirement of two out of four earlier appointed members.
Under the Amendment Decision, appointed were Attorney general Jelena Cvijetić, on behalf of the Chief Atorney’s Office of BIH and Ivona Jukić, on behalf of the Ministry of Justice of BIH, to replace previous attorneys Mariofil Ljubić and Nikola Sladoje of the Ministry of Justice, who got retired.
By appointing missing members, a timely, coordinated and effective operation on protection of interests of Bosnia and Herzegovina is intended to be secured, relevant to amicable solution-finding process of international investment disputes raised against BIH.
RULEBOOK ON SERVICE VEHICLES FOR SPECIAL PUPOSES IN CRA BIH
The Council of Ministers of BIH granted its consent to a Proposal Rulebook on conditions of procurement and use of service vehicles for special purposes in the Regulatory Agency for Communications (CRA) of BIH.
The new Rulebook provides for the CRA BIH to dispose of eight service vehicles for special purposes, as under the current Rulebook, of which five specialised monitoring vehicles of maximum procurement price of KM 300,000 and three specialised passenger/cargo vehicles of maximum procurement price of KM 120,000.
The new Rulebook enables certain budgetary savings in relation to the valid Rulebook on use of specialised service cars in the CRA BIH, since the unit price of a specialised motor vehicle was decreased for KM 550,000, while the unit price of specialised passenger/cargo vehicle was increased for KM 30,000 and is now KM 120,000.
In the next three-year time no new vehicle procurement for special purposes was planned.
CONSENT TO APPOINTMENT
The Council of Ministers of BIH granted its consent for Colonel Zsolt Lauko to be appointed for Defence, Military and Aviation Attaché of the Hungary in Bosnia and Herzegovina.
NO AGREEMENT ON PRPOSAL OPINION ON SUPPLEMENTS TO LAW ON DEFENCE OF BIH
The Council of Ministers of BIH failed to define a Proposal Opinion of the Ministry of Defence to Proposal Law on Supplements to the Law on Defence of Bosnia and Herzegovina, the initiator of which was Delegate in the BIH Parliamentarian Assembly House of Delegates Marina Pendreš. (end)
