COUNCIL OF MINISTERS MID-TERM WORK PROGRAMME OF ADOPTED 

 

The Council of Ministers of BIH adopted the Council of Ministers Mid-term Work Programme 2024-2026, focused on the European Commission report priorities and recommendations for further European road of BIH and fulfilment of the Stabilisation and Accession Agreement obligations, regarding the Economic Reforms Programme.

The Mid-Term Work Programme will be posted at the Council of Ministers and Directorate for Economic Planning web sites.

The nineth Mid-Term Work Programme, proposed by the Directorate for Economic Planning, ensures a plan basis for high quality management in line with competences of the Council of Ministers of BIH and BIH Institutions with optimal resource allocation for priority tasks.

The Programme presented work aims, fulfilment of which by 55 institutions, reporting to the Council of Ministers of BIH, will contribute to realisation of strategic aims and priorities, identified in the Strategic Framework of Institutions of Bosnia and Herzegovina by 2023.

The belonging Annexes consist of the Council of Ministers 2024-2026 Mid-Term Work Programme Action Plan, with a portfolio for 39 mid-term aims, with total cost assessment and sources of financing, as well as review of legislation, other regulations, and development-investment project.

CIVIL AVIATION SECUTITY PROGRAMME

The Council of Ministers of BIH took the Ministry of Transport and Communications-proposed decision on Establishment of Bosnia and Herzegovina Civil Aviation Security Programme.

The BIH Civil Aviation Security Programme will ensure adherence and application of international conventions and protocols referring to acts of illegal interference with civil aviation, its facilities, and resources, and in the interest of security and promotion of efficacy of international and domestic civil aviation.

The new programme is focused at application of standards defined by the European Commission acts and Czeck Convention on Civil Aviation Annex 17, in accordance with conclusions of the State Committee for BIH Civil Aviation Security.

The BIH Security Programme takes effect on the eighth day from the day of the decision publication in the “Official Gazette of BIH”, when the previous 2008 BIH Security Programme ceases to be valid, since it does not correspond with international obligations of BIH any longer.

The civil aviation-related regulations within legal competences of BHI Institutions will be taken within 12 months form taking effect of the Programme.

CoMBIH AND GOVERNMENT OF CROATIA BOOST THEIR COOPERATION IN DIGITAL TRANSFORMATION

The Ministry of Transport and communications-tabled Proposal Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia for cooperation in expert and advisory support to development of secure digital infrastructure, public digital services and digital transformation was adopted, thus strengthening cooperation and friendly relations between the two states.

The conclusion of the MoU represent a cooperation framework between responsible bodies in Bosnia and Herzegovina and Republic of Croatia, primarily, for the sake of providing technical assistance in regulations development relevant to digital transformation, which will enable Bosnia and Hrzegovia to use experiences from the Republic of Croatia, the EU member-country.

Under the Memorandum, the cooperation includes expert and advisory support to development of secure digital infrastructure and public digital services, primarily in setting-up confidence service provision, inciting regulation of electronic communications with a special emphasis at Internet communications, and inclusion of the academic community in these processes, in line with standards and practice in the European Union.

An intensified cooperation in digital transformation will contribute to implementation of shared aims of the Western Balkans Digital Agenda, initiated by the European Commission, and will enable increased economic and social prosperity of Bosnia and Herzegovina for benefit of all its citizens.

Conclusion of the MoU was initiated at the third joint session of the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia, held on June 20, 2023, in Zagreb.

The proposal MoU will be provided to the BIH Presidency for endorsement, and the Minister of Communications and Transport will be the BIH signatory thereof.

CoM BIH FOR EU4HEALTH PROGRAMME

The Council of Ministers of BIH defined a Proposal Platform for conclusion of an International Agreement between the European Union and Bosnia and Herzegovina on joining to 2021-227 EU4Health Programme and will provide to the BIH Presidency for further decision-taking, together with a proposal for the BIH Minister of Civil Affairs for the BIH signatory thereof.

Following signing of the Agreement, BIH state-level, Entity, Cantonal and Brčko District of BIH Institutions will appoint contact points for the Programme promotion, outreach of its results and available data, as well as for support to participation of BIH actors in implementation of Programme activities.

Bosnia and Herzegovina will participate in the Programme starting from 2024, for the aim of strengthening of cooperation with the EU countries and other Programme member-countries for improvement of preparedness and response capacities with health systems to cross-border health threats, risk decrease and mitigation of aftermaths, including exchange of knowledge and best practice in health.

Participation in the EU4Health Programme will enable interested legal entities from Bosnia and Herzegovina to use non-refundable resources based on a call, or to participate in other ways of financing. It will boost-up capacity building in health system and will promote strategic planning by way of muti-source financing and will enable use of new investment channels.

Member-counties contribute financially on annual basis, and estimated contribution by BIH in 2024 is EUR 497k, 50% of which will be provided from IPA III, and the rest from the BIH Institutions Budget.

DOBOJ AGREEMENT ANNEX

The Council of Ministers of BIH adopted an Annex to Agreement on final disposal to all rights and obligations to movable property, which will continue to serve for needs of defence (Doboj Agreement).

The Council of Ministers Secretariat-General will prearrange signing of the Agreement Annex with representatives of Governments of the Federation of BIH and Republika Srpska, and  BIH Minister of Defence Zukan Helez will sign the Annex on behalf of the Council of Ministers of BIH.

The Annex regulates actions and procedures of consignment and export of surplus of movable property, owned by Bosnia and Herzegovina-Ministry of Defence, with a full respect of the constitutional structure of BIH and competences of all-level authorities. It is about surplus armament, ammunition and mine-explosive devices and secondary row materials made from process of unmaking or destruction thereof.

The introduction of consignment, with direct sale, previously regulated by the Ministry of Defence, creates conditions for a more effective process and increase of budge revenues.

This way, the sales of surplus armament, ammunition and mine-explosive devices is enabled since their storing over the past 14 years seemed to be costly and not economical.

SUPPORT TO MINISTRY OF DEFENCE AND BIH ARMED FORCES “PERSPECTIVE” AND “PREVENTION” PROGRAMMES

The Council of Ministers of BIH granted its support to efforts and activities of the Ministry of Defence in implementation of a “Perspective” transition and care-taking programme for released personnel and “Prevention” project of protection of mental health and psycho-social assistance with the Ministry of Defence and Armed Forces of Bosnia and Herzegovina in 2024.

Earlier, the session adopted a piece of information on relevant activities implemented in 2023.

In time of independent implementation of the “Perspective” transition and care-taking programme for released personnel, pursuant to the Law on Service in the Armed Forces of BIH, released were 417 soldiers, out of total planned 450. Assisted were 365 individuals and total KM 1,097,036 was spent, while an average transition assistance by beneficiary was KM 2,965.20. this multiannual project was very successful; it was implemented in accordance with the planned dynamics and will be continued by 2025.

The “Prevention” Project has been in an independent implementation from 2016, directed to protection of mental health, psycho -social assistance and relaxation of members of the Armed Forces of BIH. The Project covered 132 members of the Ministry of Defence and Armed Forces of BIH last year, for which KM 77,760 has been spent.

COMMITTEE FOR SUPRESSION OF MISUSE OF NARCOTICS

The Council of Ministers of BIH took the Ministry of Security-proposed Decision on appointment of a Committee for Suppression of Misuse of Narcotics, after previous members’ term expired.

Appointed Committee members are dr. Dubravka Bošnjak, BIH Minister of Civil Affairs, dr. Nedeljko Rimac, Minister of Health of the Federation of Bosnia and Herzegovina, Alen Šeranić, Minister of Health and Social Welfare of Republika Srpska, Asim Mujanović, Head Division for Health and Other Services of the Brčko District of BIH, and Dragan Vukadin, Head of the Ministry of Security of BIH Division for Suppression of Misuse of Addictive Drugs.

Setting-up of the Committee will enable strengthening of international cooperation with other states and relevant international bodies, implementation of international conventions, especially UN Convention related to supervision over illegal trade with addictive drugs.

Earlier, a Decision was taken on cessation of effectiveness of a Decision on Supplement to Decision on Appointment of the Committee for Suppression of Misue of Narcotics, which expended the Committee composition.

CoM APPOINTS THREE MEMBERS FIOF STEERING BOARD OF BIH INSTITUTE FOR MISSING PERSONS

The Council of Ministers of BIH adopted, in the second round of vote, a piece of information by a Job Vacancy Committee for selection of members of the Steering and Supervisory Board of the BIH Institute for Missing Persons, accompanied by a list of successful candidates, after completed related job vacancy procedure.

In accordance with an Agreement on taking-up the role of co-founder of the Institute for Missing Persons of Bosnia and Herzegovina, between the Council of Ministers of Bosnia and Herzegovina and International Committee for Missing Persons, the session appointed three members of the Institute Steering Board, namely, Cvija Jurković, Borislav Cicović, and Elvir Pašalić, at the best ranked from among the successful candidates list.

The Ministry for Human Rights and Refugees should provide the list of appointed members for the BIH Institute for Missing Persons Steering Board to the International Committee for Missing persons, as the other co-founder, for consent, and require a list of the International Committee for Missing Persons-appointed members for the Institute Steering Board, for the Council of Ministers to grant its consent, and for final appointment of the Steering Board.

The Ministry for Human Rights and Refugees will, in cooperation with the International Committee for Missing Persons, repeat the job vacancy procedure for appointment of one member of the Supervisory Board of the BIH Institute for Missing Persons.

CONSENT TO APPOINTEMNET OF DEFFENCE ATTACHÉ OF SERBIA IN BIH

The Council of Ministers of BIH granted its consent for appointment of Lieutenant-Colonel Milan Dulanović for a Defence Attaché of the Republic of Serbia in Bosnia and Herzegovina. (end)
