Council of Ministers of Bosnia and Herzegovina Holds Its 45th Extraordinary Session

The Council of Ministers of BIH took, at its extraordinary, phone session, a series of conclusions in order to launch as soon as possible needed activities on preparation, harmonisation and adoption of BIH position on the process of stabilisation and accession for the 4th meeting of the EU-BIH Stabilisation and Accession Council, and to appoint a BIH delegation for the meeting. 

Previously and upon a proposal of the Ministry of Foreign Affairs of BIH, a piece of information by the BH Standing Delegation within the Stabilisation and Accession Council was considered and adopted concerning the 4th meeting of the Council. A tentative data of the meeting is April 13, 2021, and a formal confirmation is expected to arrive in days ahead. The meeting will be chaired by High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Joseph Borell. The BIH Delegation will be led by Chairman of the Council of Ministers of BIH Zoran Tegletija.

The BIH Ministry of Foreign Affairs should request from the BH Standing Delegation within the Council a piece of information on the composition of the delegation to accompany them at the meeting.

The Council of Ministers of BIH tasked the Directorate for European Integrations to prepare its input, relevant to its terms of reference, to a draft position of BIH on the process of stabilisation and accession for the fourth meeting of the Stabilisation and Accession Council, especially in its capacity of the Secretariat of the Board for Stabilisation and Accession. EU-BIH.

The Ministry of Foreign Affairs of BIH should prepare its input for the draft BIH position, referring to political dialogue and BIH-EU relations, as well as to regional cooperation and issues concerning joint foreign and security policy. Other institutions should, as per a request to be received from the Ministry of Foreign Affairs, as the Secretariat of the BIH Standing Delegation, provide their input for preparing the draft position for other items to be proposed by the EU. The Directorate for European Integrations and other competent institutions will provide their inputs to the draft position to the Ministry of Foreign Affairs of BIH as s soon as possible, however seven days at latest from their receipt of a piece of information on the relevant conclusion of the Council of Ministers of BIH.

In accordance with a decision on the BIH European Integrations Coordination System, the Ministry of Foreign Affairs of BIH will provide the draft BIH position, seven days at latest from its receipt of inputs, to the Directorate for European Integrations, as well as to Secretariat of Collegium for European Integrations for obtaining the Collegium position. Subsequently, but within seven days at latest, the Directorate for European Integrations will notify the Ministry of Foreign Affairs of BIH on the Collegium position concerning the relevant draft position. The Ministry of Foreign Affairs was tasked to provide the draft BIH position to the Council of Ministers for consideration and adoption, including a proposal composition of a compete delegation of BIH at the meeting.

The Stabilisation and Accession Agreement between the European Communities and their member-states, on one side, and Bosnia and Herzegovina, on the other side, formed the Stabilisation and Accession Council for the purpose of supervision of application and implementation of the Agreement and for consideration of relevant bilateral and international issues of mutual interest. The Stabilisation and Accession Council is comprised of members of the EU Council and European Commission, on one side, and Council of Ministers of BIH members, from the other side.
