Council of Ministers of Bosnia and Herzegovina Holds Its 44th Regular Session

The Council of Ministers of BIH failed to adopt 22 items of the 44th session agenda, in the second round of voting, which were reflected upon at the previous session, because the Republika Srpska representatives voted against, today too. 

With three affirmative and four negative votes in the second round of voting, the following proposals failed to be adopted:

            A Draft Proposal 2022-2024 Public Investments Programme of Bosnia and Herzegovina Institutions;

Draft Platform for Negotiations on Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Lebanese Republic for persons staying in BIH without stay permits;

Initiative for Negotiations on Loan Agreement (Agriculture Sector Resilience and Competitiveness Promotion Project) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development;

Proposal Decision on Amendments and Supplements to Decision on Bosnia and Herzegovina Legislation Harmonisation Process with the European Union acquis communautaire;

Proposal Decision on Amendment of Decision on Wage Supplements for Employees with the Indirect Taxation Administration of Bosnia and Herzegovina;

Proposal Rulebook on Procurement and Use of Official Vehicles in Bosnia and Herzegovina Institutions;

Proposal Guide for Candidates’ Electronic Applications Submission in Employment Procedure with Bosnia and Herzegovina Institutions;

Piece of Information on Implementation of Target E of 2015-2030 Sendai Framework for Disaster Risk Reduction;

Piece of Information on IPA 2021 State Programme for Bosnia and Herzegovina within 2021-2027 Instrument of Pre-Accession Assistance (IPA III);

Piece of information on Public Procurement Training Courses in 2021;

Piece of Information on Resources Spent in 2020 for Projects within 2020-2022 Public Investments Programme/ Development-Investment Programme of Bosnia and Herzegovina Institutions (PJI/RIP BIH);

Piece of Information on Implementation of Assignments Stemming from Decision Establishing Committee for Salaries and Emoluments in Bosnia and Herzegovina Institutions - Drafting Proposal Amendments and Supplements to Provisions of the Law on Salaries and Emoluments in Bosnia and Herzegovina Institutions, to prescribe in a more detail rights and obligations of an institution manager, concerning goals identification, performance measuring and results evaluation;

2020 Report on Public Procurement Procedures Monitoring;

2020 Activity Report of the Council of Ministers of Bosnia and Herzegovina Appellation Committee;

2020 Activity Report of the Insurance Agency of Bosnia and Herzegovina;

2020 Activity Report of Attorney’s Office of Bosnia and Herzegovina;

Proposal Conclusion on Consent to Micro-Credit Foundation MI-BOSPO Tuzla for submitting loan application to CEB for partial co-financing eligible sub-projects throughout Bosnia and Herzegovina;

Proposal Response to Deputy’s Initiative by Vlatko Glavaš, Deputy in the BIH Parliamentarian Assembly House of Representatives;

Proposal Response to Deputy’s inquiry by Mirjana Marinković Lepić, Deputy in the BIH Parliamentarian Assembly House of Representatives;

Proposal Response to Deputy’s inquiry by Mirjana Marinković Lepić, Deputy in the BIH Parliamentarian Assembly House of Representatives;

Piece of Information on Holding of the European Union-Bosnia and Herzegovina Committee for Stabilisation and Accession 6th Meeting of November 11, 2021;

Piece of Information on Holding of the European Union-Bosnia and Herzegovina Sub-Committee for Economic and Financial Issues and Statistics video conference on November 18-19, 2021 

The remaining items of today’s proposed agenda, which were taken off upon a demand of proposers (Deputy Chairman and Minister of Foreign Affairs Bisera Turković and Defence Minister Sifet Podžić) will be reflected upon by the Council of Ministers of BIH subsequently.
