Council of Ministers of Bosnia and Herzegovina Holds Its 41st Session

The Council of Ministers of BIH will reflect on a Proposal Law on Prevention of Conflict of Interest in Bosnia and Herzegovina-level institutions, in a new text, after it gets urgently required opinion from the Legislation Office of BIH, currently preparing it in cooperation with the Proposal Law-initiator, the Ministry of Justice of BIH.
BETTER ACCOMODATING PROACTIVE TRANSPARENCY STANDARDS IN BIH INSTITUTIONS
The session adopted a piece of information by the Public Administration Reform Coordinator’s Office on the fifth on-line research on application of Pro-Active Transparency Policies and Standards and agreed a conclusion about improvement of pro-active transparency in the Council of Ministers of BIH institutions.
The fifth on-line research was conducted among 5 institutions of Bosnia and Herzegovina between April 8 and May 18, 2023, showing that an average pro-active transparency fulfilment is 72.77%, which is an improvement relative to 68.23%. standards accommodation in 2022.
The research on data availability on state-level institutions and bodies’ web sites covered a set of questions including strategic, operative, and financial information, including public procurement, free access to information, fight against corruption and other information of public relevance.
The Pro-Active Transparency Policy and Standards were adopted by the Council of Ministers of BIH in December 2018.
Earlier, the Council of Ministers of BIH extended the validity of 2018-2022 Public Administration Reform Strategic Framework and the accompanying Action Plan, together with several deadlines to 2027.
PUBLIC ADMINISTRATION REFORM
The Council of Ministers of BIH adopted the Public Administration Reform Coordinator’s Office-proposed semi-annual progress report for January-June 2023, referring to implementation of the Public Administration Reform Strategic Framework Action Plan.
The semi-annual measuring of the Action Plan implementation progress indicates that from the beginning of June 2023, implemented were 14.1% activities, or 0.31% more than at the end of 2022. Partially implemented were 5.39% activities, and activities non-implemented reached 80.30%.
Viewing by fulfilment indicators for BIH, totally implemented were 6.61% activities, while partially implemented were 8.9%.
The Action Plan implementation includes all state-level, Entity and institutions of the Brčko District of BIH, and planned activities are in implementation through six reform areas including policy development and coordination, public finance management, public service and human resources management, accountability, improved and higher quality service provision and digitalisation thereof.
ACCESSION TO INTERNATIONAL OLIVE COUNCIL
The Council of Ministers of BIH adopted the Ministry of Foreign Trade and Economic Relations-tabled piece of information on accession by Bosnia and Herzegovina to the Madrid-seated International Olive Council (IOC).
The Ministry of Foreign Trade and Economic Relations should continue activities towards accession by Bosnia and Herzegovina to the International Olive Council.
The piece of information includes activities implemented after the Cpuncilof Ministers had earlier initiated a procedure of accession to the IOC for the aim for support to further development of olive growing in BIH and relevant consumer protection.
By acceding to the IOC, Bosnia and Herzegovina will accept relative standards included in the European Union regulative, which is important not only relative to the EU membership, but also for development of sustainable and responsible olive growing in BIH.
Apart from legislation harmonisation with that of the EU, the IOC membership incites removal of trade barriers, intensification of technical cooperation on research and development projects in production of olive oil, olive pomace oil, and table olives. It also promotes product quality control, international trade, and suppression of fraudulent practice and forgery, all for the aim of consumer protection.
BIH ENERGY STRATEGY IMPLEMENTATION
The Council of Ministers of Bosnia and Herzegovina adopted the Ministry of Foreign Trade and Economic Relations-tabled report on implementation of Bosnia and Herzegvina Framework Energy Strategy to 2035.
The report brings pieces of information on activities taken during 2022 and 2023 on implementation and realisation of all five aims from the Framework Energy Strategy of Bosnia and Herzegovina to 2035, which includes an effective use of resources, safe and affordable energy, effective use of energy, energy transition and responsibility towards natural environment, and development and harmonisation of regulatory-institutional framework, as well as planned activities for the future period of time.
It also includes all elements of energy sector from individual sub-sectors (coal, oil, gas, electric power, heating, energy efficacy, renewable sources of energy) to legal, organisational, and institutional elements relevant for successful operation and development of energy sector in the report time framework.
Planned activities include an up-dating of the existing BIH Framework Energy Strategy to 2035 and its alignment to the European Union aims, based on a new EU energy and climate policy.
According to the Report, the BIH energy system operated orderly and without major issues during 2022 and 2023, and a difference between total production and consumption in Bosnia and Herzegovina, i.e. balance surplus was 2.978 GWh in 2022, placing BIH, together with Bulgaria, amongst only SEE counties with the electric power balance surplus.
BIH CITIZENSHIP FOR BIH SOCCER PLAYER SAMARDŽIĆ
The Council of Ministers of BIH took a decision on acquisition of citizenship of Bosnia and Herzegovina for Hamza Samardžić, citizen of the Republic of Austria, of Bosnia and Herzegovina’s origin.
A recommendation of acceptance into BIH citizenship was given by the Football Federation of BIH since it is about a sportsman of a particular use for BIH and prospective member of BIH male “A” football selection.
ENSURED CONTINUITY OF OPERATION OF TWO POLIOMYELITIS COMMITTEES
The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed Decision on Amendments of Decision on Establishment of Expert Committee for Poliomyelitis in Bosnia and Herzegovina, for the purpose of ensuring continuity in its work.
Appointed members of the Committee are Dunja Pejović of the Ministry of Civil Affairs, dr. Nina Rodić Vukmir of the Ministry of Health and Social Welfare of Republika Srpska, dr. Feriha Hadžagić Ćatibušić of the Federal Ministry of Health, and dr. Anđa Nikolić of the Health Division of the Brčko District of BIH.
The new members will replace the previous ones who assumed new assignments and are unable to represent their institutions in the Expert Committee for Poliomyelitis in Bosnia and Herzegvina.
Earlier, a Decision was taken on amendment of a decision on establishment of a Committee for Certification of Eradication of Poliomyelitis in Bosnia and Herzegovina, an expert body at BIH level.
The Committee includes Mirha Ošijan of the Ministry of Civil Affairs; dr. Mia Blažević of the Federal Ministry of Health; dr. Jelena Đaković Dević of the Ministry of Health and Social Welfare of Republika Srpska; and dr. Jasna Ćehić Ljaljić of the Health Division of the Brčko District of BIH.
CRA COUNCIL
The Council of Ministers considered a list of 14 the most successful candidates in an appointment procedure for the Communications Regulatory Agency Council, upon a proposal by the Parliamentarian Assembly of BIH ad hoc Committee for the appointment procedure.
Under the Law on Communications, the Council of Ministers of BIH defined a Proposal List of seven candidates, to be passed by the Ministry of Communications and Transport to the Parliamentarian Assembly of BIH for the appointment procedure.
The proposed list includes: Tomislav Volarić, Tanja Andrić, Iza Razija Mešević, Vjekoslav Čerkez, Damir Šehanović, Alma Čolo, and Zoran Žuža.
