Council of Ministers of Bosnia and Herzegovina Holds Its 2nd Session

The Council of Ministers of BIH took the Ministry of Foreign trade and economic relations-proposed decision to open temporary tariff quotas for import of mineral fertilisers, as a support to farmers due to global supply market disturbances and price growth.
The decision approves a free of customs charge import of 370.000 tonnes of mineral fertilisers classified in seven tariff marks, until the decision-set quantities are spent, however by December 31, 2023 at latest, and the basic criterion for the free of customs charge import of mineral fertilisers is have farmers in Bosnia and Herzegovina as end users.
The decision was taken in order to ensure additional kinds and increased quantities of mineral fertilisers to enable implementation of agro-technical measures, primarily cereal perware and support to other farmed cultures and secure sufficient quantities of these cultures at market with good quality yield, thereby reduce food shortage in BIH and mitigation of price surges in the interest of citizens.
A facilitation measure for farmers is being continued, after the Council of Ministers enabled free of customs charge import of 100.000 tonnes of mineral fertilisers last March.
BOSNIA AND HEZREGOVINA IN EU SINGLE MARKET PROGRAMME
The Council of Ministers of BIH defined a Proposal international agreement between the European Union and Bosnia and Herzegovina on participation of Bosnia and Herzegovina in the EU “Single Market Programme”.
The Council of EU and European Parliament took the 2021-2027 European Union Single Market Programme, worth total EUR 4.2 billion.
The Programme’s main aims are: increased single market effectiveness; support to enterprises, especially SMEs; development of high quality European standards; consumer strengthening and protection; human, animal and herbal health promotion, and animal well-being; and framework setting for high quality statistics financing.
One among Programme six pillars is a sequel of 2014-2020 European Union SMEs Competitiveness Programme (COSME), which included Bosnia and Herzegovina, as well.
Participation in the programme may be viewed as a contribution to fulfilment of relevant years-long recommendations of the European Commission to Bosnia and Herzegovina,
BIH will secure EUR 607,922.00 in annual instalments for seven years of participation in the Programme, with a possibility of provision of a part of resources form IPA Funds.
The Proposal Agreement will be sent to the BIH Presidency, and the Minister of Foreign Trade and Economic Relations will be the BIH signatory thereof.
BIH-EU JOINT BODIES MEETINGS
Adopting of a piece of information from the Directorate for European Integrations, the Council of Ministers enabled holding of three meetings of Bosnia and Herzegovina—European Union joint bodies for monitoring of the Stabilisation and Accession Agreement, having been postponed last year due to a stalemate in operations of the Council of Ministers, i.e. BIH Institutions.
The session adopted a piece of information on a holding of the 6th meeting of the EU-BIH Special Sub-Group for Public Administration Reform, to be held on March 2, 2023 via video-conference and live.
Also an up-dated Discussion Document was adopted and consent was granted for BIH Delegation composition, after the Council of Ministers have been informed of the meeting new agenda.
The BIH Delegation chair for a political dialogue part will be Minister of Justice Davor Bunoza, who will be available to media for any inquiries about the meeting, while technical level discussions will be led by the State Coordinator for Public Administration Reform.
The meeting will discuss, among other things, key challenges and priorities for the public administration reform, functional public finances management and budgetary support, the public administration reform strategic framework and accompanying action plan implementation and monitoring, functional civil service and human resources management, policy development and coordination, as well free access to information.
The Council of Ministers adopted an up-dated Discussion Document for the sixth meeting of the Sub-Committee for Transport, Energy, Environment and Regional Development between the European Union and Bosnia and Herzegovina, to be held on February 20, 2023 via on-line platform.
Also adopted was an up-dated document for the sixth meeting of the Sub-Committee for Internal Market and Competition, including consumer and health protection between the EU and BIH, to be held on February 28, 203 via on-line platform. The session took note of several agendas and granted consent for BIH delegations composition for these two meetings.
The meetings will be chaired, on behalf of BIH, by representatives of the Ministry for Foreign Trade and Economic Relations, namely, Mirza Hajrić (Sub-Committee for Transport, Energy, Environment and Regional Development) and Brankica Pandurević (Sub-Committee for Internal Market and Competition, including Consumer and Heath Protection), who will be available for media inquiries.
VALUABLE TWO EU GRANTS FOR BY-PASS DOBOJ PROJECT ON CORRIDOR V c
The Council of Ministers of BIH defined a Proposal Grant Agreement (Corridor V c in RS – Doboj By-Pass Project – Sub-Section: Rudanka – Putnikovo Brdo) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, which refers to an investment grant under EUR 30.8 million worth European Western Balkans Joint Fund.
The grant as approved by the European Union via the Western Balkans Investment Framework, and the EBRD-governed grant, was allocated to Republika Srpska.
The aim of the grant is to assist Bosnia and Herzegovina, i.e. Public Company Motorways of Republika Srpska, as the project company, in financing a part of the Project of construction of motorway section on Corridor V c of nearly 5.2 km, specifically from the Rudanka Bridge to Putnnikovo Brdo 2 Tunnel.
The session defined a Proposal Grant Contact (Corridor V c in FBIH – Doboj By-Pass – Sub-Section: Putnikovo Brdo - Medakovo Project) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, which refers to investment grant under the European Western Balkans Joint Fund.
It is about EUR 12 million grant from the European Western Balkans Joint Fund, allocated to the Federation of BIH (Public Company Motorway of the Federation of Bosnia and Herzegovina).
The grant funds are for construction for the motorway on the Corridor V c at Sub-Section Putnikovo Brdo - Medakovo, long nearly 8.5 km.
The separate proposal grant agreements with platforms for their conclusion will be provided to the BIH Presidency for further decision taking procedure, and the Minister of Finance and Treasury was proposed as the BIH signatory.
ACTIVITES STARTED FOR ACCESSION TO “EU4HEALTH” PROGRAMME
The Council of Ministers of BIH adopted a piece of information on an initiative for accession of Bosnia and Herzegovina to an action programme by the Union in the area do health for 2021-2027 time span, and granted its consent for showing an interest to the European Commission – General Directorate for Health and Food Safety (DG SANTE) for BIHH accession to the “EU4Health Programme”.
The Ministry of Civil Affairs will send a letter of interest to the DG SANTE via BIH Mission in the EU, using a possibility of negotiation on the level of contribution, and it will coordinate activities, in cooperation with BIH competent institutions, as to BIH accession and participation in the “EU4Health” Programme.
The accession to the “EU4Health” Programme continues BIH activities under the EU action for health programme, since our country took part in the third cycle of the Programme from 2017 to 2020.
This will help interested stakeholders from BIH to take an active part in different projects aiming exchange of information, practices and experiences, support provision as to health issues, focusing at health determinants and at patients.
The “EU4Health” Programme has a bigger budged compared with the previous two cycles, and it is worth more than EUR 5.3 billion, and the financing actions are directed to strengthening of health systems resilience and promotion health sector innovations in 2021-2027 time span.
INITIATIVE ENDORSED: HEALTH SYSTEMS DEVELOPMENT POLICIES FINANCING
The Council of Ministers of BIH endorsed an Initiative and designated a negotiation delegation for conclusion of a Loan Agreement (Programmatic Financing of Bosnia and Herzegovina Health Systems Development Policies) between Bosnia and Herzegovina and International Bank for Reconstruction and Development, worth USD 100 million.
Bosnia and Herzegovina Health Sector Development Policy Finance Project is a key part of a comprehensive reform programme for the aim of achievement of a long-term financial sustainability of BIH health system and promotion of health services quality for benefit of patients.
The Ministry of Finance and Treasury will, upon finalised negotiations, provide the proposal agreement to the Council of Ministers of BIH.
REPORT ADOPTED ON IMPLEMENTATION OF COOPERATION AGREEMETN WITH NGOs
The Ministry of Justice and Council of Ministers of BIH Consultancy Body for Cooperation with Non-Government Organisations are tasked to step-up their activities on development of a Strategy for creation of incentivised environment for development of civil society and further implementation of a Cooperation Agreement between the Council of Ministers of BIH and non-government organisations in Bosnia and Herzegovina.
This was concluded upon adoption of the Ministry of Justice 2022 Report on implementation of cooperation between the Council of Ministers of BIIH and Non-Government Organisations in Bosnia and Herzegovina, which suggests that setting-up a Consultancy Body of the Council of Ministers of BIH for cooperation with NGOs is an acknowledgement of a certain progress in creation of incentivised environment for civil society, which is one among priorities set by the European Commission on the road to a full membership of BIH in the EU, so further activities in the process should be continued and intensified.
ISTANBUL CONVENTION IMPLEMENTATION REPORT
The Council of Ministers of BIH took note of a report on legislative and other measures for implementation of the Council of Europe Convention on prevention and fight against violence against women and family violence (Istanbul Convention) in Bosnia and Herzegovina.
By the report, which includes proposals and suggestions, an independent experts group monitors the Convention implementation and supports Bosnia and Herzegovina authorities in achieving higher harmonisation level with the Istanbul Convention.
TWO MULTI-ANNUAL MIT PROJECTS SUPPORTED
The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed Decision to approve a multi-annual project of financial operations information system up-grading by “Human Potentials Management” and “Centralised Accounting and Salaries Disbursement” (HRMS Module and Payroll Module), totally worth KM 1,510,000.00, plus VAT.
The project should be implemented by the end of 2024, and needed amount of KM 650,000.00 was secured in 2022 Budget, the remaining KM 690,000.00 will be secured in 2023 Budget, and the rest of KM 170,000.00 will be secured in year 2024.
Also, a decision was made on approving a multi-annual project of financial operations information system up-grading by a “Management of Budget Preparation Process” Module, prepared by the Ministry of Finance and Treasury.
The project value is 1,185,000.00 plus VAT, of which 2022 Budget secured KM 35,000.00, while KM 820,000.00 and KM 330,000.00 will be secured in 2023 and 2024, respectively.
These multi-annual projects are an up-grade od the existing projects and they are to enable improvement of accounting process and four sub-systems connecting to the Financial Management Information System (ISFU system), in accordance with recommendations of the BIH Audit Office.
BIH AND NETHERLANDS STRENGTHEN THEIR COOPERATION IN FINANCNIAL AREA
The Council of Ministers of BIH defined a Proposal Platform for negotiations on 2023-2026 Memorandum of Understanding on technical cooperation between the Ministry of Finance and Treasury of Bosnia and Herzegovina and Ministry of Finance of Netherlands.
The Memorandum of Cooperation defines future cooperation frameworks of competent Ministries and it contributes to capacities strengthening of the Ministry of Finance and Treasury of BIH.
It enables exchange of experiences and expertise between the signatories and public finance responsible institutions, as appropriate.
The proposal basics will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed as the BIH signatory.
PROPOSAL AMENDMENT DEFIEND
The Council of Ministers defined a Proposal Amendment 4 of September 9, 2020 Finance Contract concluded between Bosnia and Herzegovina (Borrower), Republika Srpska (Entity) and the European Investment Bank (Bank), with subsequent amendments (finance contract) – Water Supply and Sewage in Republika Srpska (FI 25.741 – SERAPIS 2008-0556), which extends funds availability deadline to December 31, 2023.
The Proposal Contract with platform for its conclusion will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury will be the BIH signatory thereof.
I-IX 2002 BUDGET EXECUTION REPORT ADOPTED
The Council of Ministers of BIH adopted a Budget Execution Report of Institutions of Bosnia and Herzegovina and International Obligations of BIH for I-IX 2022, which will be published at the Ministry of Finance and Treasury web site.
The total realised revenues, receivables and finances at disposal to BIH Institutions in I-IV Q last year were KM 849,6560,943, of which Single Treasury Account revenues for indirect taxes directed to financing od BIH Institutions were KM 647,447,643. Total realised expenditures and costs from BIH Institutions budget were in the reported period of time KM 681,615,383 and were less for KM 12.2 million or 2% relative to the same time period of the previous year. The expenditures decrease refers to reduction of capital expenditures for multi-annual projects.
The trend of employee level reduction in the BIH Institutions was continued in 20222, so there were 793 employees less on September 30, 2022, compared with the end 2021.
In the first three quarters of 2022, all due obligations as to foreign debt were serviced in total amount of KM 582.82 million, The principal repayment was KM 493.48 million (84.67%), and interest, service and other expanses payment was KM 89.34 or 15.33%.
The BIH Institutions were financed based on temporary financing decisions, in the first two quarters of 2022, and the Law on Budget of BIH Institutions and International Obligations of BIH for 2022 was adopted on June 30, 2022.
USE FO CURRENT RESERVES
The Council of Ministers adopted a piece of information by the Ministry of Finance and Treasury on disbursement and use of current reserve funds for Q I-III 2022, and it will be provided to the Parliamentarian Assembly of Bosnia and Herzegovina for further procedure.
Out of planned KM 18,824,000 of current reserve funds, approved were KM 2,025,073.00 in I-IX last year, of which realised were KM 1,962,258.33.
Within the rest of resources in amount of KM 16,879,741.67, there are (approved) non-realised funds in amount of KM 62,814.67.
PUBIC FINANCES MANAGEMENT PROMOTION STRATEGY IMPLEMETATION
The Council of Ministers adopted the Ministry of Finance and Treasury annual report on public finances management promotion strategy in Institutions of Bosnia and Herzegovina with annual action plan.
According to the report, a certain improvement was made in realisation of the public finances management promotion strategy in 2021, but the Strategy implementations is still largely supported by BIH Institutions partners, primarily the European Union.
The action plan 20212 implementation unfolded in aggravating conditions of prevention and removal of COvd-19 pandemics consequences, therefore the focus of activity holders was turned to protection of life and health of people and securing continuity in business-making.
CoM BIH FULFILS ITS LEGAL OBLIGATION AFTER IMPLEMENTATION OF PUBLIC VACANCY ADS
The Council of Ministers of BIH appointed members of four Committees for Selection of Director of the Council of Ministers of Bosnia and Herzegovina Directorate for European Integrations, Manager of the Institute for Intellectual Property of Bosnia and Herzegovina, Deputy Manager of the Foreign Investment Promotion Agency (FIPA), and for selection of Director of the Council of Ministers of BIH Directorate for Economic Planning (DEP).
These were final public vacancy ads which the Civil Service Agency of BIH implemented in 2021 and 0222, but due to a failing agreement and stalemate in work of the previous Council of Ministers of BIH Selection Committees were not formed for selection in accordance with the Law on Civil Service in Institutions of BIH.
The Committees have five members, two of which are appointed by the Council of Ministers of BH from among civil servants, and three are appointed by the Civil Service Agency of BIH from an experts list.
APPOINTMENTS AND JOB VACANCY ADS TO FILL EXPIRED MERNAGERIAL TERMS
The Council of Ministers of BIH assigned the Civil Service Agency of BIH (ADSBIH) to open public job ads for selection and appointment of a number of managerial civil servants whose term has terminated in Institutions and bodies of the Council of Ministers of BIH, so that a smooth and regular operation of the Institutions may continue. Also the Council of Ministers appointed its representatives to selection and appointment committees.
Public job vacancy ads will be published for selection and appointment of: Director of BIH Civil Service Agency; Director of BIH Institute for Standardisation; Deputy Director of Institute for Intellectual Property; Director of BIH Insurance Agency; Director and two Deputy Directors of the State Regulatory Agency for Radiation and Nuclear Safety of BIH; Deputy Director of the Institute for Measurement; Director and Deputy Director of the BIH Administration for Herbal Health Protection, provided that the Ministry of Foreign Trade and Economic Relations should start activities for implementation of a public ad for an Advisor to Director, also as a managerial position in the Administration.
The BIH Civil Service Agency should publish a job vacancy ad for selection and appointment of Secretary-General of the Council of Ministers, as the incumbent one’s term expires as at March 31, 2023.
The Council of Ministers of BIH tasked the Ministry of Civil Affairs to publish a job vacancy ad for selection and appointment of Director and two Deputy Directors of Agency for Preschool, Elementary and Secondary School Education and implement relevant procedures.
The Council of Ministers released Aleksandar Zolak form his duty of Director of the Agency for Medicines and Medical Appliances of BIH, after his mandate expired in March 2022. Nataša Grubeša was appointed Acting Director of the Agency was for a three-month term.
The Ministry of Civil Affairs should publish a job vacancy ad for selection and appointment of Agency Director and Deputy Director and implement relevant procedure.
The Ministry was also assigned to provide a Proposal Decision on Appointment of an Expert Council of the Agency for Medicines and Medical Appliances to the Council of Ministers, since the term of the incumbent seven-member Council expired in March 2022.
The Council of Ministers took note of a piece of information on mandate expiry to Director of the Agency for Identification Documents, Evidence and Data Exchange of BIH, and tasked the Ministry of Civil Affairs to publish a job vacancy ad for selection and appointment of The Agency Director, according to a law-prescribed procedure.
The Council of Ministers turned down a Report on procedure implemented for selection and appointment of Deputy Director of the Agency for Identification Documents, Evidence and Data Exchange of BIH. Rade Trbić was released from his duty of Agency Deputy Director as he met conditions for seniority retirement, and the Legislative Office should prepare a relevant document for signing and publication in the “Official Gazette of BIH”.
Petar Bilinčar was appointment Acting Deputy Director for a three-month term.
The Ministry of Civil Affairs should urgently publish a job vacancy ad for selection and appointment of Deputy Director of the Agency for Identification Documents, Evidence and Data Exchange of Bosnia and Herzegovina and implement an ad procedure, in accordance with legal authorizations.
Upon a proposal by the Ministry of Security, as the best ranked candidate at a public ad, Žarko Laketa was appointed Director of the Foreign Affairs Service of BIH.
Slobodan Ujić was released from his duty of Director of the Foreigners Affairs Service due to his term expiry.
The Council of Ministers of BIH assigned to the Ministry of Security of Bosnia and Herzegovina to urgently publish a public job vacancy ad for selection and appointment of Deputy Director of the Foreigners Affairs Service and implement relevant procedure.
The Council of Ministers of BIH appointed Predrag Šupljoglav, as the best ranked candidate after the implemented public job vacancy ad for Deputy Director of the Agency for Education and Staff Professional Up-Grading to a four-year term.
The Council of Ministers released from duty Saša Govedarica, Deputy Director of the Agency for Education and Staff Professional Up-grading, because his term expired.
The Council of Ministers of BIH tasked the Ministry of Security of BIH to publish urgently a job vacancy ad for selection and appointment of Director of the Agency for Police Support, and implement the job vacancy procedure, in line with legal authorizations.
Miše Ćavar was appointed Deputy Director of the Agency for Police Support, as the best ranked candidate following a job vacancy procedure implemented by the Ministry of Security, in accordance to the Law on Ministerial Appointments, Appointments to the Council of Ministers and Other Appointments in Bosnia and Herzegovina.
The Council of Ministers of BIH took the Ministry of Security-proposed a Decision to release Sead Hodžić from his duty of Deputy Director of Agency for Forensic Research and Tests, as his term expired and conditions for retirement met, and Alen Husković was appointed Acting Deputy Director of Agency for Forensic Research and Tests to a three-month term.
The Ministry of Security should publish urgently a job vacancy ad for selection and appointment of Director and two Deputies Director of the Agency for Forensic Research and Tests of Bosnia and Herzegovina, an implement a job vacancy procedure within its legal competences.
The Council of Ministers of BIH considered a list of successful candidates for selection of a Director and two Deputies Director of the Directorate for Coordination of Police Bodies of Bosnia and Herzegovina, Director and Deputy Director of the Border Police of Bosnia and Herzegovina and Deputy Director of the State Investigation and Protection Agency.
For Deputies Director of the Direction for Police Bodies Coordination Agency of Bosnia and Herzegovina appointed were Goran Amidžić and Đuro Knežević, whose term starts on March 2 this year. Ranko Vuković was released from his duty of Deputy Director, starting as at March 1.
Marko Kuprešić was appointed Director of the Border Police of BIH.
Zoran Galić was released from his duty of Director of the Border Police of Bosnia and Herzegovina, due to term expiry, staring on March 1, 2023.
The position of Deputy Director of the State Investigations and Protection Agency will be served by Zoran Galić, starting from March 2, 2023, when the incumbent Deputy Director Đuro Knežević is to be released form his duty, starting from March 1, 2023.
The Parliamentarian Assembly of BH Independent Committee was urged to publish again a job vacancy ad so as to implement a procedure of selection of candidates for Director and Deputy Director – Manager of Sector for Support to Air Navigation Service Agency of Bosnia and Herzegovina, from Bosniak ethnic group.
The Agency Council should provide within 15 day-time the second proposal for appointment to the Council of Ministers for consideration.
The session endorsed a Report on implemented procedure under a job vacancy ad for selection and appointment of Director of the Railways Regulatory Board to four-year term, and Tihomir Narić was appointed General Director, as the best ranked candidate.
The Council of Ministers took a decision on criteria for selection and appointment of three members of the State Aid Council of Bosnia and Herzegovina, after incumbent members’ term expired.
Also, a decision was taken on appointment of members of a Committee for Implementation of job vacancy procedure for selection and appointment of three members of the State Aid Council of Bosnia and Herzegovina, to be appointed by the Council of Ministers of BIH.
The Decision created conditions for the Ministry of Foreign Trade and Economic Relations to implement a public ad for selection of three members of the State Aid Council.
The Council of Ministers took a decision on amendment and supplements to the Decision on appointment of Steering Board of the Insurance Agency of BIH from Republika Srpska, so that Draženka Janjanin, acting Director of the Insurance Agency of Republika Srpska, was appointed to the post of previous Director who was released from his duty.
The Council of Ministers of BIH appointed Lidija Kalinić for a member of the Public Procurement Agency of Bosnia and Herzegovina the Board, after Milan Bajić was released from his duty, based on the Ministry of Finance and Treasury request.
A decision was taken on Amendment of a Decision on appointment of a member of the Public Procurement Agency Board, which appoints Dario Tolić for a Board member.
The Council of Ministers of BIH tasked the Ministry of Civil Affairs to start a procedure of selection and appointment of a member of the Centre for Information and Recognition of High Education Documents (CIP) Steering Board, in accordance with the Law on Ministerial Appointmetns, Appointments of Council of Ministers and Other Appointments in BIH and CIP Statute.
The conclusion was taken after the Council of Ministers of BIH was informed of a term expiry to five members of the CIP Steering Board by beginning of August, while for the remaining two members mandates expire in end May 2023.
Seven CIP members are appointed by the Council of Ministers of BIH to a three-year mandate, upon proposal of the Ministry of Civil Affairs, following a public job vacancy ad.
The session appointed Secretary of the Ministry of Justice Željko Bogut for a member of the Archive Council of Bosnia and Herzegovina on behalf of the Council of Ministers for a four-year term.
For members of the Foreign Investment Promotion Agency Steering Board appointed were Robert Vidović and Dušica Blagojević.
The Council of Ministers will send to the Parliamentarian Assembly a Decision on defining proposal for appointment of two members of the State Regulatory Agency for Electric Energy (DERK) from the Federation of BIH, proposed by the Federation of BIH Parliament, namely, Suad Zeljković and Milenko Tomić, respectively.
The session adopted a piece of information in a term expiry to Chief Attorney and two Deputies Chief Attorney of Bosnia and Herzegovina.
The Ministry of Justice is tasked to urgently start a procedure, in accordance with the Law in Ministerial Appointments, Appointments in Council of Ministers and other Appointments in Bosnia and Herzegovina, for selection of Attorney and two Deputies Attorney, and provide the best candidates rank list proposal to the Council of Ministers of BIH for further consideration.
A piece of information was adopted on term expiry to President and members of the Public Company Official Gazette of BIH, and the Ministry of Justice was tasked to, immediately after relevant conclusion taking and in accordance with relevant legal provisions, start and implement a procedure for selection of President and members of the Public Company Official Gazette, and to provide a proposal best candidates rank list to the Council of Ministers for further consideration.
The Council of Ministers took note of a term expiry to Director of the Institute for Measurement of BIH Zijad Džemić as at January 8, 2021, so decision on his release from his duty was taken. The Civil Service Agency of BIH is tasked to publish urgently a public job vacancy ad for selection and appointment the Agency Director, and the Council of Ministers appointed its two members to the Committee for Selection and Appointment.
Milica Ristović was appointed acting Director for a three-year term.
The Council of Ministers took note of a piece of information on a term expiry o Director of the Indirect Taxation Administration by early June 2020.
The Indirect Taxation Administration Steering Board should publish urgently a public job vacancy ad and implement a procedure for selection and appointment of ITA Director.
CoM INFORMED UPON CHAIRWOMAN’S REQUEST ON DEPARTURE OF PROTECTION AND RESCUE TEAMS TO TURKEY
The Council of Ministers of BIH took note of an oral information by the Ministry of Security on a departure of protection and rescue teams from Republika Srpska, Federation of BIH and Department for Public Security of the Brčko District of BIH to the Republic of Turkey, as assistance in rehabilitation from devastating earthquake that took part on February 6, 2023.
Chairwoman of the Council of Ministers of BIH Borjana Krišto requested previously a piece of information from the Minister of Security on whether the Ministry and competent services have during the preparation of a Proposal Decision to extend international assistance for protection and rescue, as well regarding address by competent institutions to the Ministry of Security, respected all obligations set forth by the framework Law on Protection and Rescue of People and Assets from natural and other disasters in BIH.
