Council of Ministers of Bosnia and Herzegovina Holds Its 25th Session

The Council of Ministers of BIH took unanimous decision, proposed by the Office of Chairwoman, to raise flag of the European Union in ministries, administrative organisations and other bodes of the Council of Ministers of Bosnia and Herzegovina, the decision was adopted in a new text.
By displaying the EU flag, next to the flag of BIH, the Council of Ministers of BIH, after Bosnia and Herzegovina got the candidate status, expresses its dedication to its aims and European values underlying the EU, such as respect of human dignity, including minority rights, in a society dominated by pluralism, non-discrimination, tolerance, justice, solidarity and gender equality.
According to the Decision, flag of the European Union will be raised on building which is a seat of a ministry, administrative organisation or other body founded by the Council of Ministers of Bosnia and Herzegovina. The preference in flag raising is to Bosnia and Herzegovina, and when raised one next to the other, the flag of Bosnia and Herzegovina will be on the left side viewed from front.
The decision takes effect on the eight day from its publication in the „Official Gazette of Bosnia and Herzegovina“.
BIH IN EUROPEAN UNION CUSTOMS PROGRAMME
The Council of Ministers of BIH adopted the Ministry of Foreign Trade and Economic Relations-tabled Proposal Agreement between the European Union and Bosnia and Herzegovina on participation of Bosnia and Herzegovina in a customs programme of the EU.
This way Bosnia and Herzegovina practically continues its participation in the programme, after the Customs 2020 was successfully implemented in 2014-2020 time period.
The new agreement enables Bosnia and Herzegovina to use EU resources and knowledge in the area of customs, for smoother integration to the European Union, with improvement of customs procedures, better exchange of information and technical support in strengthening relevant capacities in BIH.
The overarching aim of the Customs Programme is a support to customs union and customs bodies in their joint operations and actions as of a single body to protect financial and economic interests of the Union and is member-countries, provide security and protection within the Union in combating unfair and illegal trade, with simultaneous facilitation of legal business activities.
The Proposal Agreement will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations will be the BIH signatory thereof.
NEW RULEBOOK ON USE OF E-AUCTION WITH „EI “MARK
The Council of Ministers of BIH adopted the Public Procurement Agency-proposed Rulebook on Use of E-Auction, which harmonises partially BIH legislation with the relevant EU acquis.
The Rulebook, having „EI“ mark, should ensure decrease of costs of public resources and incite competitiveness for better value for money, and promote transparency of public procurement procedures.
The Rulebook on use of E-Auction should considerably improve effectiveness of public procurement procedures severally, the whole system, and operation of public procurement market.
The new Rulebook, the implementation of which should star on January 1, 2024, replaces the previous one from 2016.
RATIFICATION
The Council of Ministers of BIH defined a Proposal Decision on ratification of an International Agreement between the European Union on one side, and Bosnia and Herzegovina, on the other side, on participation of BIH in the Union Single Market Programme, signed in Brussels, on July 18, 2023.
The Ministry of Foreign Affairs will provide the Proposal Decision to the BIH Presidency for further ratification procedure.
DISMISSALS AND APPOINTMENTS
The Council of Ministers of BIH adopted a piece of information from the Ministry of Civil Affairs on term expiry to Director and Deputy Director of the Mine Action Centre of Bosnia and Herzegovina, and on vacant position of the Centre Deputy Director.
Saša Obradović and Dragan Stojak were dismissed from positons of Director and Deputy Director for Operations of the Mine Action Centre in Bosnia and Herzegovina, due to expiry of their mandate.
Acting Director of the Centre will be Enis Horozović until the end of relevant job vacancy procedure.
Ivan Dunđer and Biljana Ristić were appointed Acting Directors of the Mine Action Centre for Operations and for Finances, respectively, until the end of relevant job vacancy procedure.
The session released Jelena Cvijetić from her position of Acting Agent of the Council of Ministers of BIH before the European Court for Human Rights on her own request because of her new position in the BIH Attorneys’ Office.
Also, upon a proposal of the Ministry for Human Rights and Refugees, two members from the Council of Ministers of BIH were appointed to a committee for selection and appointment of the Council of Ministers Agent before the ECHR, of which the Civil Service Agency of BIH will be notified.
CONSENT TO VOTE BY CITIZENS FO POLAND IN BIH
The Council of Ministers of BIH granted its consent for pooling by citizens of the Republic of Poland in the territory of Bosnia and Herzegovina in elections for Sejm and Senate of the Republic of Poland.
Citizens of the Republic of Poland staying in Bosnia and Herzegovina may vote in the Polish Embassy premises in Sarajevo on October 15, 2023 from 7.00 to 213.00 hrs.(end)
