Council of Ministers of Bosnia and Herzegovina Holds Its 25th Session

The supplements are to harmonise the Law on Litigation Procedure of BIH and Law on Protection of Witnesses under Threat and Endangered Witnesses to the end of providing a continuous identity protection to witnesses testifying under protection measures in a subsequent procedure within the criminal procedure for the purpose of indemnification.
It is a system law that bears no financial implications to the budget, and it provides for an advanced legal framework for protection of rights of victims testifying in criminal procedures, including war crimes, organised crime or human trafficking related procedures.
The Ministry of Justice will provide the Proposal Law to the Parliamentarian Assembly of BIH for consideration under the basic legislation procedure.
BIH 2021-2023 PER ADOPTED
The session adopted an Economic Reforms Programme of Bosnia and Herzegovina for 2021-2023 (PER 2021-2023), in addition to suggestions by the Chairman of the Council of Ministers and Minister of Trade and Economic Relations of BIH.
The Directorate for Economic Planning will provide the BIH PER to the European Commission. The Economic Reforms Programme to 2023, developed in accordance with the European Commission guidelines, covers a mid-term macro-economic framework and fiscal policy framework, in addition to an overall structural reforms programme aiming improved country’s growth and competitiveness.
The key basis for economic trends in BIH in time period 2021-2023 will be the external environment economic trends, as well as development of Covid-19 pandemics situation.
SECOND ROUND OF VOTING ON AMENDMENTS AND SUPPLEMENTS TO PUBLIC PROCREMETN LAW
The Council of Ministers of BIH will reflect on a Proposal Law on Amendments and Supplements to the Public Procurement Law in the second round of vote, since the Proposal Law failed to get required majority for defining and sending to the Parliamentarian Assembly of BIH.
The Council of Ministers will engage in consultations before the second round of voting as to suggestions noted at the session, which refer to inspection monitoring.
The Law was proposed by the Public Procurement Agency of BIH.
ACTIVITIES LAUNCHED FOR JUSTICE SECTOR STRATEGY DEVELOPMENT
The Council of Ministers of BIH took the Ministry of Justice-proposed Resolution to set up a work group for developing a Draft Strategy for BIH Justice Sector Reform and its belonging Action Plan.
The work group consists of 20 members, among whom 15 representatives of the State, Entity and Brčko District of BIH-level institutions, and 5 civil society organisations’ representatives.
The Work group will develop the draft strategy within 90 days from tis formation, and will provide it, together with the belonging Action Plan, for consideration and adoption to the Council of Ministers of BIH, Entity Governments, and Judicial Committee of the Brčko District of BIH. CoMBIH TOOK NOTE OF BIH PRESIDNECY DECISION
The Council of Ministers of BIH took note of a Decision for engagement of the BIH Armed Forces resources in assisting civil institutions and temporary engagement of engineering units in the area of the town of Bihać; the Decision was taken by the BIH Presidency at its 101st extraordinary session, held on January 22, 2021.
The BIH Armed forces staff members were engaged at development of an access road towards the “Lipa” camp and rehabilitation of a plateau at the migrant camp.
