EXPERT LEGAL TEM FOR TRGOVSKA GORA ISSUE 

The Council of Ministers of BIH took the Ministry of Foreign Trade and Economic Relations-proposed decision to appoint an expert team for monitoring the situation and related activities as to storing radioactive waste and the used nuclear fuel at Trgovska Gora site, with some corrections made at the session.

The session took a decision to appoint a legal team for development of a Strategy for protection of Bosnia and Herzegovina’s legal interests concerning the storing of nuclear waste and used nuclear fuel at The Trgovnska Gora site.

The expert team, comprised of the State, Entity, cantonal and local authorities, and expert community will: draw a comprehensive expert analysis of the situation and effects of potential storing site at Trgovnska Gora; will develop a proposal of protection measures for citizens in 13 municipalities in BIH in the delta of the River Una, together with environmental protection measures; will define economic and effective solutions for prevention, mitigation and monitoring of considerable adverse effects of potential storing site. The team will have other assignments set by the Council of Ministers and Coordination Body for monitoring of situation and activities concerning the storing site of radioactive waste and used nuclear fuel at Trgovska Gora site.

These teams may be added new members, together with possible consulting of relevant international experts.

Both Expert and Legal teams are obliged to report quarterly the Council of Ministers, via the Ministry of Foreign Trade and Economic Relations, the realisation of its assignments and activities.

 

EU, BIH, SERBIA AGREEMENT: STRENGTHENING OF CROSS-BORDER COOPERATION

 

The Council of Ministers of BIH defined a Proposal Agreement on Financing Serbia-Bosnia and Herzegovina 2019Cross-Border Cooperation Programme between the European Union, Government of Serbia, and Bosnia and Herzegovina.

The Agreement is worth EUR 2,352,941,00, of which the EU grant is EUR two million, and the final beneficiaries will contribute total EUR 352,941.00.

The Program area, covering 67 municipalities in Bosnia and Herzegovina and 31 municipalities in Serbia, is aimed to promote socio-economic development in Serbia-BIH border areas by implementation of targeted and concrete activities, with joint use of resources.

The term of the Finance Agreement is 12 years as at date taking effect, while its operative implementation will last six years.

The total estimated value of the Programme in mid-term - from 2018 to 2020 - is EUR 6,923,529,00, out of which the EU will grant EUR 5.8, while the grant beneficiaries will cover the gap in amount of EUR 1.023.529.00.

The Proposal Agreement with Platform for its conclusion will be provided to the BIH Presidency for further procedure, and the Director of the Directorate for European Integrations was proposed for the BIH signatory thereof.

 

BETTER COOPERATION OF BIH AND SERBIA POLICE TO BENEFIT CITIZENS

 

The Council of Ministers defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia on joint border-crossing locations and a Proposal Annex Agreement on Joint Location at Ljubovija (new bridge) – Bratunac (new bridge) site.

The purpose of the Agreement on joint border-crossing sites between the two states is to promote cooperation of border police staff and simplify and accelerate border control for the benefit of citizens. The background for establishment of joint sites is a more rational use of resources in border traffic control and more effective realisation of joint measures and action plans against illegal migrations and all forms of cross-border crime.

The Proposal Annex to the Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Serbia on border-crossings joint sites for the Ljubovija (new Bridge) and Bratunac (new bridge) border-crossing joint site defines the joint site in the territory of BIH.

The Proposals Agreement and belonging Annex will be provided to the BIH Presidency for further procedure, and the Minister of Security was proposed for the BIH signatory.

 

REGIONAL MEMORANDUM ON DIGITAL TRANSFORMATION OF WESTERN BALKANS

 

The Council of Ministers of BIH considered a piece of information tabled by the Ministry of Communications and Transport on participation of the Minister of Transport and Communication at a digital summit in Tirana, planned to take place on November 2, 2020.

The Minister of Communications and Transport, after receiving the BIH Presidency consent, should sign two memoranda. Namely, Memorandum of Understanding on Road Map for Western Balkans Six Economies 5G Digital Transformation, and Memorandum of Understanding on Regional Interoperability and Trust Services in the Region.

Signing of the MoU on Regional Interoperability creates conditions for a stronger regional cooperation and supports digital integration, in addition to data exchange in a secure and reliable way, prioritising regional interoperability and digital public services.

The aims of MoU on Road Map for 5G Digital Transformation are the improvement and development of digital integration and transformation in the Western Balkans in accordance with earlier accepted relevant international obligations.

 

ACTIVITIES STARTED FOR IMPLEMENTATION OF PRIORITIES FROM EC OPINION

 

The Ministry of Foreign Affairs will pass for adoption by the Council of Ministers of BIH  Proposal Decision on setting-up a work group comprised of representatives of competent BIH authority levels for development of a Proposal Law on Development and Humanitarian Assistance of Bosnia and Herzegovina to third countries.

Thus an initiative of the Ministry of Foreign Affairs for stating activities on implementation of priorities from the European Commission Opinion chapter 30 (foreign relations) was endorsed, to create at development cooperation and humanitarian assistance policy.

 

AMENDED DECISION ON FEE FOR USE OF RADIOFREQUENCY SPECTRUM IN BIH

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Communications and Transport, on amendment of a decision on fee for use of radiofrequency spectrum in BIH.

This introduces a category of payments as per the width of radiofrequency spectrum for all satellite systems proportionally, which implies an even approach in accounting of fee as per occupation of the spectrum.

Under the decision, a fee for use of radiofrequency spectrum in satellite service is to be defined annually, depending on the width of allocated spectrum, way of allocation and width of allocated channel.

 

justice sector reform sTrategy action plan rEvised

 

The Council of Ministers of BIH took the Ministry of Justice-proposed decision, in the second round of voting, to adopt a Revised Action Plan of the 2019-2020 BIH Justice Sector Reform.

The action plan defines activities and responsible institutions, deadlines, and precisely defined indices of implementation monitoring in strategic judiciary areas, execution of criminal sanctions, access to justice in BIH, support to economic development, coordination and European integrations issues.

The overall aim of the Strategy is to form a common reform frame for justice sector institutions in BIH, to contain agreed-to priorities for future development of the sector in general, as well as real reform activities.

 

CoMBIH IMPLEMENTS AGREEMENT ON COOPERATION WITH NON-GOVERNMENT ORGANISATIONS IN BIH

 

The Ministry of Justice-proposed decision was taken on appointment of the Council of Ministers of BIH Advisory Body members for cooperation with NGOs, for the aim of implementation of a Cooperation Agreement between the Council of Ministers and NGOs in BIH.

The seven-member Advisory Body includes representatives of NGOs, academic community, media, and individuals experienced in developing, monitoring and implementing public policies relevant for creation of inciting legal, institutional and financial environment for NGOs in BIH.

The Advisory Body members will work free of charge, and administrative-technical support will be provided by the Ministry of Justice Sector for legal assistance and civil society development.

Today’s session adopted the Ministry of Justice report on implementation of an Agreement between the Council of Ministers of BIH and NGOs in Bosnia and Herzegovina for 2019.

 

WORK GROUP FOR REALISATION OF SUSTAINABLE DEVELOPMENT ACTIVITIES APPOINTED

 

The Council of Ministers if BIH took a decision, proposed by the Directorate for Economic Planning (DEP) to appoint a Work Group for sustainable development aims realisation and development of 2030 Strategic framework document of BIH Institutions.

The Work Group is assigned to prepare, in six months time, the Document Strategic Framework of BIH Institutions until 2030, and provide it to the Coucnil of Ministers of BIH via the Directorate for Economic Planning, for the purpose of realisation of sustainable development aims.

 

CONSENT FOR HIRING IN BIH BORDER POLICE

 

The Council of Ministers of BIH granted its consent, upon a proposal of the Ministry of Security, for filling of seven vacancies in the Border Police of Bosnia and Herzegovina.

The Council of Ministers of BIH adopted the Ministry of Civil Affairs-proposed decision to set-up a State Committee on Borders of Bosnia and Herzegovina, nine-member strong and on a three-year term.

The Committee members are representatives from the State Ministries of Civil Affairs, Security and Foreign Affairs, Republic Administration of Geodetic and Ownership   Relations, Federal Administration for Geodetic and Ownership Relations. The Committee is in charge for, among other things, identification of border with neighbouring countries, proposing corrections to border line pursuant to relevant Rulebook, and drafting proposal inter-government treaties and other acts on border line with the neighbouring countries.

The Committee reports to the Council of Ministers at least semi-annually.

 

STATE APPEALS SERVICE APPOINTED

 

The Council of Ministers of BIH appointed Enes Obrajlija and Dario Krstić for members of the Civil Service Appellation Board, upon a proposal of the Independent Committee for selection of members of the Civil service Appellation Board, as the most successful candidates after completion of the relevant job vacancy procedure.

The Council of Ministers had earlier appointed a member of the Civil Service Appellation Board, after a completed job vacancy procedure.

 

MANAGER AND DEPUTY MANAGER OF LABOUR AGENCY APPOINTED

 

The Council of Ministers appointed Mensud Randić for Manager and Suzana Radinvković for Deputy Manager of the Agency for Labour and Employment of BIH, as the first ranked candidates after the completed job vacancy procedure and adopted Selection Committee report.
