Council of Ministers of BIH Holds Its 84th Session

The Council of Ministers of Bosnia and Herzegovina adopted an Action Plan/Road Map for Energy Support Package Contract for the state and resilience development within the Instrument for Pre-Accession Assistance (IPA III for year 2023).
Thus a precondition was met for signing of a Financial Agreement for IPA III for 2023 between Bosnia and Herzegovina and the European Commission, as well as for the beginning of implementation of Energy Support Package to the state and for resilience development.
The Action Plan defines a measure of support to needy consumers/vulnerable households to overcome the issue of heating prices, as well as it a measure of support to SMEs and other households.
Due to energy crisis which gave rise to significant increase of energy prices in Bosnia and Herzegovina certain measures are to be taken to support socially vulnerable categories of population, as well as to secure energy supplies.
The Ministry of Foreign Affairs and Economic Relations should, upon spending of the grant funds, report the Action Plan implementation to Council of Ministers of BIH.
CoMBIH FINANCIAL SUPPORT TO CULTURE, SPORTS, SCIENCE, INNOVATIONS, HORISON PROGRAMME PROJECTS, AND HIV AND TBC PREVENTION
The Council of Ministers of BIH took seven decisions to award grant funds to the Ministry of Civil Affairs in 2022 for support to projects in the areas of culture, sports, innovations, project preparation for Horizon Programme, and for realisation of projects within bilateral cooperation in the area of science, in addition to co-financing of NGO-run projects for HIV and TBC prevention in BIH.
Under a decision on funds disbursement from the current grant “Programmes for project and potential project preparation for the “2022 HORISON Fund”, awarded were total KM 444 thousand for 31 projects mainly presented by high education institutions, scientific-research institutions and non-profit organisations.
Under a decision on funds disbursement for projects under the current grant “2022 International Cultural Cooperation”, worth total KM 390 thousand, supported were 57 projects from the culture sector and specifically for international promotion of cultural creation.
Under a decision on funds disbursement from the current grant “2022 BIH Cultural Institutions Project Co-Financing”, worth KM 3,097,000.00, covered were 306 projects which contribute to development of culture, in accordance with priorities of Cultural Policy Strategy in BIH.
A decision on disbursement of funds from the current grant “Co-Financing of Sports Events”, worth KM 1,342,000.00 covered 155 sports operators.
Out of total available funds, KM 600 thousand was intended for Olympic and Para-Olympic Board of BIH, Special Olympics in BIH and sports federations registered at the BIH and Entity levels, as well as sports federations of persons with disabilities. Also, sports clubs which organise or take part at international sports events should receive KM 400 thousand, while total KM 342 thousand is for infrastructure works on sports facilities where sports activities take place.
Under decision on criteria for funds awarding form the current grant “2022 Support to Technical Culture and Innovations in Bosnia and Herzegovina”, awarded was KM 117 thousand for financing of 26 project which contribute to development of innovations and technical culture in BIH.
Under a decision on disbursement of KM 60 thousand worth grant for realisation of bilateral cooperation projects in the area of science, based on international agreements made in 2022, supported were six projects presented by six stakeholders form the Universities in Sarajevo, Mostar and Banja Luka.
Under a decision on funds disbursement from a current grant worth KM 50 thousand, co-financed were projects by nine NGOs in the area of prevention of HIV, tuberculosis and addition conditions in Bosnia and Herzegovina in 2022, worth KM 5,000,000-6,800,000.
The funds were awarded in accordance with criteria defined under the Council of Ministers of BIH decision, following a finalised public ad.
The decisions take effect as at the day of their adoption and will be published in the “Official Gazette of BIH”.
FUNDS SECURED FOR SIPA EMPLOYEES
The Council of Ministers of BIH took the Ministry of Security-proposed decision in approval of current reserves funds from the 2022 Budget of Bosnia and Herzegovina Institutions and International Obligations of Bosnia and Herzegovina to the State Investigations and Protection Agency (SIPA) in amount of KM 400.000.
The funds were intended for financing of reimbursements for the employees based on earlier amendment of a decision on reimbursements for food in work time for employees in BIH Institutions and for the reason of an increase of fuel prices at global market in the course of the current year.
APPOINTED ACTIGN DIRECTOR OF AGENCY FOR LABOUR AND EMPLOYMENT
The Council of Ministers of Bosnia and Herzegovina annulled its conclusion as to an appointment of Acting Director of the Agency for Labour and Employment of BIH, took at the 83rd extraordinary phone session, after then appointed Amel Suljević informed the Council of Ministers that he would not take the position.
Therefore, today’s session took a resolution to appoint Vedad Hindija, master of economy and the Agency staff member, for Acting Director of the Agency for Labour and Employment of Bosnia and Herzegovina effective until January 31, 2023.
