Council of Ministers of BIH Holds Its 83rd Extraordinary, Phone, Session

The Council of Ministers of BIH defined a Proposal Agreement on Financing Annual Action Programme for Bosnia and Herzegovina for year 2021, between the European Union and Bosnia and Herzegovina, of total value EUR 73,662,000.00, of which the European Commission participates with EUR 73,000,000.00.
The remaining EUR 662,000.00 is the project co-financing in the areas of annual disease control, and funds will be secured from budgets of BIH beneficiary institutions at all levels.
The projects planned for financing refer to the areas of migrations, border control, anti-mine action, election process, instrument for support to BIH integrations to the EU, regional development, energy, transport, mitigation of Covid-19-related socio-economic consequences, development of BIH economic sector, as well as to animal diseases control.
The EZ support thorough the Instrument of Pre-Accession Assistance aims further support to candidate countries and potential candidate countries in development and implementation of political, institutional, legal, administrative,, social and economic reforms in the process of alignment with EU values and gradual harmonisation with rules, standards, policy and practice of the European Union towards gaining membership, and thus contributing to stability, security and prosperity.
The implementation term of the Agreement is 12 years, staring form its conclusion, while the operative implementation term is after taking effect of a Framework Agreement.
The Ministry of Finance and Treasury will provide the Proposal Agreement to the BIH Presidency and a Platform for its conclusion, with a proposal for BIH signatory thereof to be the Director of the Directorate for European Integrations.
SUPPORT TO DOMESTIC ECONOMY
The Council of Ministers of BIH took the Ministry of Foreign Trade and Economic Relations-proposed Decision on temporary suspension and temporary decrease of customs rates for import of certain goods, until December 31, 2023.
The Council of Ministers adopts at annual level, in line with the Law on Customs Tariffs, such temporary measure, in support to domestic economy, its more concrete and mote favourable business making, and keeping of the existing jobs and new employment. Its decision taking is of a great significance for many economic operators for maintaining production process, considering a strong blow to the economy during the recent pandemics, and it refers to 40,000 workers.
The decision covers 63 tariff marks in sectors of textile, foot wear, chemical, metal, food processing, and graphic industries, including electro industry.
Gods covered by the decision are materials and row materials needed for production, as producers in their in their own production process make final products for export, or as substitutes for imported products, which cannot be purchased at domestic market in quantities and quality needed for production of final products.
BIH CUSTOMS TARIFFS FOR 2023 ADOPTED
The Council of Ministers of BIH took a Decision to define a Customs tariffs for year 2023, adjusted to a combined nomenclature of the European Union.
This creates conditions for a more successful foreign trade operations between economic operators in BIH and those in CEFTA signatories, i.e. the European Union counties and all other countries with which BIH has concluded a free trade agreement.
The Ministry of Foreign Trade and Economic Relations of BIH, in cooperation with the Council of Ministers Legislation Office will prepare the decision for signing and publication in the “Official Gazette of Bosnia and Herzegovina”.
RELEASED UPON PERSONAL REQUEST
The Council of Ministers of BIH took a resolution to release Director of the Agency for Labour and Employment of Bosnia and Herzegovina Muamer Bandić, upon his own request, effectively on November 10, 2022.
The Ministry of Civil Affairs should, based on the Law on Ministerial Appointments, Appointments of Council of Ministers and Other Appointments of Bosnia and Herzegovina, open a public ad for selection and appointment of a new Director of the Agency for Labour and Employment of BIH.
The Council of Minister of BIH took a decision on appointment of Amel Suljević for Acting Director of the Agency for Labour and Employment of Bosnia and Herzegovina, with a term until January 31, 2023.
