Council of Ministers of BIH Holds Its 61st Extraordinary Session

The Council of Ministers of BIH adopted, at tis extraordinary, phone session, the Ministry of Finance and Treasury-proposed initiative, and appointed a negotiating team for conclusion of a Loan Agreement between Bosnia and Herzegovina and the International Bank for Reconstruction and Development for Agriculture Sector Resilience and Competitiveness Promotion Project.
The project aim is to improve resilience of agriculture sector to economic climate and other changes and promote competitiveness through access to the EU market, coupled with improved food quality and safety.
The project implementation was earlier endorsed by both Governments of Republika Srpska and of the Federation of BIH, and the load value is about USD 73 million.
After completion of talks, the Ministry of Finance and Treasury will provide the Draft Loan Agreement to the Council of Ministers, in line with the Law on Borrowing, Debt and Guarantees of BIH.
STRENGTHENING OF TRADE REALTIONS BETWEEN BIH AND UK
The Council of Ministers of BIH defined the Ministry of Foreign Affairs-tabled Proposal Platform and appointed a negotiating team for conclusion of a Partnership, Trade and Cooperation Agreement between Bosnia and Herzegovina and the United Kingdom of Great Britain and Northern Ireland, thereby regulating issues of free trade by a new bilateral contract, following the UK exist from the European Union.
The new Agreement takes over much of Bosnia and Herzegovina and the European Community Stabilisation and Accession Agreement provisions.
The two states thus seek to strengthen their cooperation in matters of free trade and preferential treatment, as provided under the EU-BIH agreement, but also to create a platform for further trade liberalisation between BIH and UK.
The Proposal Platform will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Affairs will be the BIH signatory.
JUDICIAL ADMINISTRATION OF NORWAY SUPPORTS BIH JUDICIAL CAPACITY BUILDING
Upon a proposal of the High Judicial and Prosecutorial Council of BIH, a Proposal Agreement was defined on cooperation of Bosnia and Herzegovina and the Judicial Administration of Norway, which refers to project financing for the benefit of judiciary in BIH, and it will be sent to the BIH Presidency for further procedure, with a proposal for a provisional implementation following a mutual signing thereof.
The Agreement defines a financial support of the Judicial Administration of Norway, worth EUR 1,491,000, to the High Judicial and Prosecutorial Council of BIH, to fund the Judicial Capacity Building Project.
DECISION ON TEMPORARY FINANCING OF BIH INSTITUTIONS
The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed Decision on Temporary Financing of BIH Institutions and International Obligations of Bosnia and Herzegovina for January-March 2022.
Funds in amount of KM 249.000.000 were approved for financing of BIH over the relevant period of time, which represents one fourth of funds approved of financing of Institutions of Bosnia and Herzegovina, pursuant to the Law on Budget of Bosnia and Herzegovina Institutions and International Obligations of BIH year for 2020.
A continued financing of multi-annual projects, adopted under previous years' budgets, as well as of special purpose programmes,, will be made from resources transferred in accordance with the Law on Financing of BIH Institutions, or secured through special-purpose grants and other earmarked funds.
CUSTOMS POLICY LAW IMPLEMENTTION FROM APRIL 1st, 2022
The Council of Ministers of BIH took the Indirect Taxation Administration-proposed decision to amend Implementation Decision on Customs Policy Law in Bosnia and Herzegovina, which moves the start date of its application from January 1, 2022 to April 1, 2022, when the new Law on Customs Policy in BIH starts its effectiveness.
Until that date, the new Law on Customs Violations in Bosnia and Herzegovina should be passed by the BIH Parliamentarian Assembly, as a precondition for new legal regulations to take effect, securing simultaneous application of both this one and Law on Customs Policy in BIH.
The Council of Ministers of BIH defined a Proposal Law on Customs Violations of Bosnia and Herzegovina, in mid-2021, and sent it to the Parliamentarian Assembly of BIH for consideration under urgent legislative procedures.
APPROVED TEMPORARY USE OF FUNDS FOR BORDER-CROSSING SVIJAL PROJECT
The Council of Ministers of BIH took the Ministry of Communications and Transport-proposed decision to approve a temporary use of a part of resources from permissions for use of radio-frequency spectrum for service provision through mobile access systems.
Total KM 3,949,316.06 will be used for covering liabilities of the Indirect Taxation Administration of BIH for Border-Crossing Svijal construction project.
After the BIH Institutions Budget adoption, the Indirect Taxation Administration will refund to the Ministry of Communications and Transport.
The decision was made in order to enable continuation of the border-crossing construction project and to avoid adverse effects of its delay, having regard of the project importance for BIH, Croatia and whole region.
