Council of Ministers of BIH Holds Its 52 Session

The Council of Ministers of BIH adopted the Ministry of Finance and treasury-proposed initiative, and appointed a negotiating team for conclusion of a Loan Contract (Solid Waste Management Mostar) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development (EBRD), worth EUR 5 million.
The project is closely connected with other two projects targeting an adequate waste disposal in the city of Mostar for the benefit of all its citizens.
The funds were intended for implementation of the Regional Uborak-Buđevci Disposal Site Adjustment Plan, to include closing of the existing waste disposal site, development of a new one, and purification facility for landfill leachate.
The loan is allocated to the Federation of BIH, and end-user is the city of Mostar and local community, particularly the Vrapčići settlement.
Upon finalisation of the negotiations, the Ministry of Finance and Treasury will provide a Draft Contract with Platform for its conclusion to the Council of Ministers, pursuant to the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina.
FINANCING OF MOSTAR CULTURAL-SPORTS CENTER CONSTRUCTION
The Council of Ministers of BIH adopted an initiative by the Ministry of Finance and Treasury, and appointed a negotiating delegation for conclusion of a Loan Agreement between Bosnia and Herzegovina and the Council of Europe Development Bank to finance development of the Mostar Cultural-Sports Facility.
It is about CEB loan worth EUR 12 million, and the cultural-sports centre development would enable citizens of the city would be able to satisfy their culture and sports-related needs. The project should be financed from multiply resources.
The project grounds are several-fold, both social and economic, as well as health, culture, educational, and promotive for investors, society and the region.
After the negotiations completion, the Ministry of Finance and Treasury will provide a Draft Loan Agreement to the Council of Ministers of BIH with Platform for its conclusion.
FUNDS SECURED FOR CORRIDOR V c OVČARI – MOSTAR NORTH HIGHWAY SECTION
The Council of Ministers of BIH adopted the Ministry of Finance and Treasury-proposed initiative for negotiations on a Finance Contract between Bosnia and Herzegovina and the European Investment Bank (Corridor V c, Ovčari – Mostar North Section), for amount of EUR 300 million.
The project includes financing of construction of the Highway section from Ovačati to Mostar North, and the construction will be divided to the Ovčari – Mostar North Section and Mostar North – Mostar South Section.
The Mostar North – Ovčari Section is comprised of three parts and it includes Ovčari – entrance to the Prenj Tunnel, Prenj Tunnel and Prenj Tunnel – Mostar North, of total length about 35 km. It should be financed from these and EBRD loan proceeds.
The Loan will be allocated to the Federation of BIH (Public Company Motorways of the Federation of Bosnia and Herzegovina), with 25-year loan term, including six-year grace period.
The Ministry of Finance and Treasury will provide a Draft Contract with Platform for its conclusion to the Council of Ministers of BIH, after finalisation of the negotiations.
BIH SECURES FUNDS FOR CONSTRUCTION FO INTER-GOVERMENTAL BRIDGE ACROSS TARA RIVER
The Council of Ministers of BIH took the Ministry of Communications and Transport-tabled decision on defining a purpose of a part of funds paid from permits for use of radiofrequency spectrum for mobile access system services.
Thus, KM 25 million will be secured for financing 50% of estimated value of an inter-governmental bridge across the Taara River construction project on M-18 highway Hum (Bosnia and Herzegovina) – Šćepan Polje (Montenegro).
The aim is an improved connection between Sarajevo and Podgorica and securing of a direct connection between the two counties of the region, which is of an extraordinary importance for further economic growth and boosting of competitiveness of BIH and Montenegro, as well as other countries of the region.
The Ministry of Communications and Transport will keep record of the funds expenditure, including the Special Purpose Programme, and will report it to the Council of Ministers of BIH.
SMOOTH OPERATION OF ‘STATE PRIZON’ ENABLED
The Council of Ministers of BIH took the Ministry of Justice-proposed decision on allocation of a part of 2022 budget funds from the Ministry of Justice budget to the budget of the Institute for Execution of Criminal Sanctions, Detention and Other Measures of Bosnia and Herzegovina for April-June, in total amount of KM 600,000.00.
The reallocation of budget funds will enable the Institute for Execution of Criminal Sanctions, Detention and Other Measures of BIH to service its liabilities.
IMPLEMENTATION OF INTERNATIONAL CONVENTIONS
The Council of Ministers adopted the 14th and 15th Periodical Reports of the Ministry for Human Rights and Refugees under an International Convention on Elimination of Racial and all Forms of Discrimination, to be passed to the UN Committee for Elimination of Racial Discrimination.
The report follows in a systematic fashion the implementation of recommendations of human rights protection international bodies, and it initiates the harmonisation of BIH legislative with international standards.
The session adopted the Twelfth Report of Bosnia and Herzegovina on Application of the European Social Charter/Revised/ referring to the third thematic group (labour rights), Articles 2, 4, 5, 6, 21, 22 and 28, of January 2017 – December 2020 Charter.
It is a comprehensive report which covers the application of the Charter ratified provisions relating to labour rights in BIH, including a breakdown of legislation as to labour conditions, rights to just reimbursement, labour organisation and collective bargaining.
The report reviews the implementation of workers’ rights to information, consultations and participation in defining and improvement of labour conditions and working environment, right of workers’ representatives to protection in companies and allocation of adequate means for work.
The Ministry for Human Rights and Refugees will provide its Report to the Strasbourg-based Council of Europe Human Rights Committee, including to Employers and Trade Union Associations in Bosnia and Herzegovina.
The Council of Ministers adopted the Second Periodical Report of Bosnia and Herzegovina on Application of Madrid Action Plan on Ageing for January, 2017 – December, 20202, which will be provided by the Ministry for Human Rights and Refugees, via the Ministry of Foreign Affairs, to the Geneva-based UNECE Committee (SWGA – Standing Work Group on Ageing).
The Report contains a comprehensive review of the position and rights implementation of elderlies in Bosnia and Herzegovina from in time span the early 2017 to the end of 2020.
FOR OF WB/IMF CONSTITUENCE MEETING IN BIH PREARRANGEMENT TEAM SET-UP
The Council of Ministers of BIH took a decision to form a team for rearrangement of a meeting of the World Bank/International Monetary Fund Constituency meeting in Sarajevo on September 15-16, 2022.
The team, comprised of representative of relevant institutions, is responsible for all preparation activities for the meeting, hosted by Bosnia and Herzegovina.
ADMISSION TO CITIZENSHIP
The Council of Ministers of BIH took several decisions on admission to BIH citizenship of several individuals of particular relevance for BIH, among whom there are businessmen, sportsmen, scientific and culture workers.
To BIH citizenship accepted are: Paul Vuds, Rade Bulajić, Dario Krešić, Alek Jeffry Peters, Rafaele Fabrini, Nataša Gaponko, and Divna Zovko.
CONSENT TO ATTACHÉS APPOINTMENT
The Council of Ministers of BIH gave several consents for appointment of several military and police attachés for Bosnia and Herzegovina.
