Council of Ministers of BIH Holds Its 4th Session

The Ministry of Foreign Trade and Economic Relations will, in cooperation with the Entity, Brčko District of BIH and cantons, continue relevant activities for the improvement of quality, effectiveness and operability of agriculture advisory services in Bosnia and Herzegovina.
The Council of Ministers of BIH had previously adopted a report on the improvement of agriculture advisory services capacity raising in Bosnia and Herzegovina.
The report suggests that the opening of possibilities for use of IPARD funds for BIH would enable the use of significant resources also for the improvement of agriculture advisory bodies, which would have an indirect effect to the competitiveness of the whole agriculture sector. Thus, BIH agriculture advisory services, in addition to engagement in their current activities, have to be capacitated to provide to potential IPARD funds’ users a comprehensive support both in terms of advising on IPARD funds benefits and on preparation of applications for concrete projects.
ACTVITIES LAUCHED FOR PURCHASE OF BUILDING FOR ACCOMODATION OF DIPLOMATIC-CONSULAR OFFICE IN PODGORICA
The Council of Ministers of BIH took, the Ministry of Foreign Affairs-proposed decision on appointment of a Committee for purchase of a building for accommodation of diplomatic-consular office of Bosnia and Herzegovina in Podgorica.
The Committee will implement required procedures for that purpose and provide an activity report by December 31, 2020, with a proposal best offer, against which the Council of Ministers of BIH will take a final decision.
It is about the implementation of the Council of Ministers decision from 2018, approving a multi-year capital project of purchase, adaptation and furbishing of a building for accommodation of BIH diplomatic-consular representation office of BIH in Montenegro, in the total amount of KM 1,500,000.00.
ANNUAL QUOTE OF WORK PERMITS FOR FOREIGNERS IN BIH
The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed Decision on setting annual quota of work permits for foreigners in Bosnia and Herzegovina for year 2020. The decision meets better the needs of labour market in BIH without affecting domestic labour offer. Also a higher labour market control is secured and decrease of informal employment.
The total annual quote of work permits for foreigner’s employment prolongation or new employment in 2020 is 1,500 work permits, of which 880 in the Federation of BIH, 600 in Republika Srpska, and 80 in the Brčko District of BIH. Out of that number, 965 work permits may be issued as a prolongation of earlier issued ones, namely in the Federation of BIH 535, in Republika Srpska 400, and in Brčko District of BIH 30 work permits.
As to new employment of foreigners, under the decision it will be possible to issue 595 work permits, out of which 345 in the Federation of BIH, 200 in Republika Srpska and 50 in Brčko District of BIH.
Taking care of the BIH labour market situation for 2020, the number of permits for seasonal employment was not defined.
BASKETBALL PLAYER GOT BIH CITIZENSHIP
The Council of Ministers of BIH took a decision to grant the citizenship of Bosnia and Herzegovina to US citizen John Daniel Roberson, thus accepting a recommendation by the Basketball Association of BIH for this potential BIH basketball selection member.
BETTER COOPERATION IN INTELLECTUAL PROPOERY AREA
The Council of Ministers of BIH took a decision to form a cross-sector body for cooperation in the area of obtaining and implementation of intellectual property rights in Bosnia and Herzegovina, in accordance with the 2018-2020 Strategy of implementation of intellectual property rights in BIH.
This creates conditions for the beginning of work of cross-sector body, which coordinator’s role should firm the all-level cooperation of BIH institutions competent for intellectual rights implementation, and with the BIH Institute for Intellectual Property, as the institution competent for relevant expert and administrative activities.
EQUIPMENT GRANTED
The Council of Ministers of BIH took a decision on transfer of ownership rights to fixed assets. It is about computers, monitors, and certain computer equipment that the BIH Concession Committee will grant to the “Rada Vranješević” Orphanage in Banja Luka.
MORE CHILDREN IN PRE-SCHOOL INSTITUTIONS, LESS PUPILS AND STUDENTS
The Council of Ministers of BIH adopted the Ministry of Civil Affairs Information on statistic indices in pre-school, elementary, secondary and high education institutions in Bosnia and Herzegovina for 2019.
In 2018/2019, in 359 pre-school institutions (202 public and 157 private ones) enrolled were 28,511 children, among them 500 with special needs. In relation to the year before, the number of pre-school institutions was higher for 8.1%, and number of children using the institutions was higher for 10.1%. Due to overbooked capacities, 3.531 children were not admitted to pre-school institutions in 2018/2019. To secure access and increase coverage by per-school education remain the most important task in the area.
In the school 2018/2019, 1,803 elementary schools had 280,018 pupils enrolled. In the same academic year, 311 secondary schools has 117,475 students enrolled, which is less for 6,673 or 5.4% students less in relation to the year before. The most of students opted for technical schools.
In the academic 2018/2019 the first cycle of high education studies, including the integrated studies, had 87,696 students enrolled to winter semester, which is less for almost six thousand students, in comparison to the previous academic year. Among students there were 11,744 graduates.
In the same period of time, 12,083 students enrolled post-graduate, master and specialist studies, while 981 students enrolled doctoral studies. In the five-year period of time, the number of students decreased for more than 21 thousand.
SYRIAN ARAB REPUBLIC CITIZENS DID NOT ASK FOR EXTENSION OF BIH STAY PERMIT
The Council of Ministers of BIH adopted a piece of information by the Ministry of Security on the reasons for cessation of a need to establish justifiable reasons of humanitarian nature for extension of temporary stay to citizens of the Syrian Arab Republic.
The conclusion was taken after the Foreigners’ Affairs Service provided, late last year, a rationale in which it indicated that there would not be need to prolong a Decision on defining justifiable reasons of humanitarian nature for extension of stay permit to citizens of the Syrian Arab Republic because no application was received for extension of temporary stay, in accordance to the Decision.
DEI IN OBLIGATION TO SEND REGULATIONS FOR VERIFICATION OF HARMONISATION WITH ACQUIS
Ministries and other BIH Institutions and administrative bodies’ managers, authorised for regulations taking, are in obligation to provide to the Council of Ministers Directorate for European Integrations the regulations for check and verification of harmonisation with the European Union acquis, and this includes all implementation regulations, as well as regulations stemming from documents relevant for integration of Bosnia and Herzegovina into the European Union.
The session adopted a piece of information on application of a Decision on procedure of harmonisation of legislation of Bosnia and Herzegovina with the European Union acquis in time period from January 1 to December 31, 2019.
Over the reported period of time, the Directorate gave 87 opinions on harmonisation of regulations, and provided expert assistance in regulations drafting process by taking part in 19 work groups and through 113 informal consultations.
The directorate gave its opinion on harmonisation for 40 regulations published in the “Official Gazette of BIH”, while 18 regulations were taken and published without prior Directorate’s opinion.
COOPERATION BETWEEN BIH NAD SLOVENIA IN EMPLOYMENT
The Council of Ministers of BIH adopted the Ministry of Civil Affairs Report on realisation of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on employment of citizens of Bosnia and Herzegovina in the Republic of Slovenia in years 2013-2018.
In the previous period of successful cooperation between the Association for Labour and Employment of BIH and Employment Institute of the Republic of Slovenia in the Agreement implementation, total 26,246 job vacancy ads were sent, and 35,000 work permits issued to the BIH citizens.
The most work permits was issued in 2018, 16,090, which is for about six thousand more than in 2017. Most demanded work profiles in the Republic of Slovenia in 2018 were welders, drivers, construction workers, carpenter and production line workers.
When in question the gender structure, in 99% cases it was the male labour force. (end)
