DECISION ON ALLOCATION OF KM 20,397,017.38 TO FLOODED AREAS 

The Council of Ministers of BIH took unanimously the Ministry of Security-proposed decision on allocation of international assistance funds to flooded areas in Bosnia and Herzegovina, from granted funds kept on the Single Treasury Account.

the funds in total amount of KM 20,397,017.38 which arrived as a donation form the republic fo Croatia (KM 19,558,300.00), government of Kosovo* (KM 390,944.99), Embassy of the People’s republic of China (KM 10,000), Embassy of the Republic of Azerbaijan (KM 391,166), and BIH Institutions employees (KM 46,606,39).

Criteria for distribution of the assistance, in line with the Council of Ministers of BIH 61st session include as follows: number of households hit by floods, number of damaged residential, business and other buildings, urgency of interventions, the length of local, regional and magistral road communications and bridges, affected local riverbeds and channels, and the level of damage estimated to other public-communal infrastructure.

The funds allocation took regard of priority needs of affected local communities inhabitants, to secure an effective and just assistance in flood recovery efforts.

The funds were allocat4ed to the Federation of Bosnia and Hrzegovina in mount fi KM 1,063,617.36 (5.21%), Hercegovačko-Neretvanski Canton KM 1,031,159,53 (5.06%), cities of Mostar 431,323.08  (1.61%), Konjic KM 4,400,726.58 (21.58%), and Kiseljak 1,716,664.58 (8.42%) eight municipalities, namely Fojnica KM 1,837,064.36  (9,01%), Kiseljak 1,716,664,58 (8.42%), Kreševo KM 2,296,208.86 (11.26%), Jablanica KM 4.774.154,63 (23.41%), Vareš KM 74,137.41 (0.36%), Drvar KM 26,454.02 (0.13%), Visoko KM 66,135.07 (0.32%), and Breza KM 10,112.89 (0.05%).

The Ministry of Security will make the allocation of each succeeding grant, e.i. resources collected on this account, as per percentages.

The end users are obliged to submit a report on use of funds to the Ministry of Security upon the end of the project.

 *The title is without prejudice to position on the status and  it is in accoordance with the UN Security Council resolution 1244/1999

EU PRIORITY: WORK GROUP FOR MIGRATIONS MANAGEMENT TRANSITION PLAN 

The Council of Ministers of Bosnia and Herzegovina took unanimously the Ministry of Security-tabled a decision, in a new text, on Formation of a work group for drafting a proposal transition plan from international organisations to Bosnia and Herzegovina institution of migrations management and temporary accommodation centres, with a conclusion to seure more effective work group actions.

The ten-member Work Group include two representatives from each the Ministries of Security, Civil Affairs, Finance and Treasury, and Human Rights and Refugees, as well as form the Foreigners’ Affairs Service.

The Work Group should draft a proposal transition plan of migrations management and temporary accommodation centres from international organisations to Bosnia and Herzegovina institutions, with finances required for its implementation, and send it to the Ministry of Security by April 1, 20225, at latest, together with the Work Group activity report, for further passing them to the Council of Ministers of BIH.

The Proposal will include transition plans for the areas of reception and accommodation, nourishment and hygiene needs, access by users of temporary accommodation centres to health and social well-being protection, and education. Relevant plans will be prepared by representatives of responsible institutions taking part in the Work Gorup, thus making cooperation as appropriate with relevant institutions from other authority levels.

Taking over the migrations management is among 14 priorities of the European Commission that Bosnia and Herzegovina needs to fulfil in the European Union accession process.

REFORMS PROGRAMME ADOPTED

The Council of Ministers of BIH took unanimously a decision to adopt the Reforms Programme of Bosnia and Herzegovina, proposed by the Commission for Cooperation with NATO.

It enables a continuous work of BIH Institutions on defining priorities and realisation of obligations stemming from BIH participation in the “Partnership for Peace” NATO Programme.

The Reforms programme is classified into five chapters, and it covers political., economic, defence and military issues, including issues of resources and security, as well as legal issues.

ADDIITONAL GRANT FOR ANNEX VII PROJECTS IMPLEMENTATION

The Council of Ministers of BIH took a Decision on allocation of KM 150,000 from the Ministry for Human Rights and Refugees budget to the Fund for Return of Bosnia and Herzegovina, thereby increasing total allocation in 2024 to reach total KM 2,150,000.

It is about an additional grant for project implementation towards financing of the Dayton Agreement Annex VII-stemmed rights, which the Ministry for Human Right and Refugees secured by restructuring its 2024 budget.

The funds were secured based on decreased expenditures within  the Ministry an they include, among other things, savings made on salary and reimbursement items, including to transport, travel and fuel costs, and phone and postal services.

The Council of Ministers of BH had earlier this year took a decision on earmarking funds from the Ministry of Human Rights and Refugees budget in amount of KM 2 million, to the BIH Fund for Return budget.

MINISTRY OF HUMAN RIGHTS AND REFUGEES GRANTS TO SUPPORT ROMA POPULATION, LOCAL SELF GOVERNANCE AND NON-PROPTFIT ORGANISATONS 

The Council of Ministers of BIH took a decision on earmarking grant funds to the Ministry for Human Rights and Refugees of Bosnia and Herzegovina for year 2024.

These current reserve, grants and other current expenditures funds under the Ministry for Human Rights and Refugees budget in total amount of KM 1,716,000.

Resources from “current transfer to other authority levels” are allocated for Roma housing (KM 832,665), employment (KM 47,000), health care (KM 460,000) and education (KM 4,180).Local self-governance units were allocated KM 27,000 for the Emigration Policy implementation.

Also, funds were allocated from “grants to non-profit organisations” item, as follows: organisations of disabled persons (KM 66,000), national minorities associations (KM 100,000), associations of families of missing persons in BIH (KM 28,555), and human rights organisations for human rights promotion (KM 50,000).

The grant funds are being allocated in accordance with criteria defined under the decision, based on projects presented in public competition.

SUPPORT TO ECONOMY

The Council of Ministers of BIH took a decision in distribution of grant funds for support to fair and other events and activities in the country, for the aim of support to promotion and development of economy in Bosnia and Herzegovina.

The decision secured KM 600,000 in the Ministry of Foreign Trade and Economic Relations budget for “current transfers and grants to support fair and other events in country” item.

The funds were allocated to 31 fair and other events organisers in different economic areas in Bosnia and Herzegovina for the purpose of support to entrepreneur actions, increase of competitiveness, networking with consumers and business partners, and new products marketing.

The Council of Ministers took a decision to allocate grant funds for support to fair and other events and activities abroad, upon a proposal of the Ministry of Foreign Trade and economic relations.

This secured KM 300,000 from the Ministry’s budget for 11 fair and other events and activities abroad, directed to economic development, where economic potentials of Bosnia and Herzegovina will be presented for the sake of better positioning at regional and global markets. It is about 11 fairs in the region (Serbia, Croatia) and fairs in the Federal Republic of Germany and Republic of France.

SUPPORT TO CULTURE, SPORTS, INNOVATIONS, SCIENCE…

The Council of Ministers of BIH took seven decisions on allocation of grant funds of the Ministry of Civil Affairs in 2024 for support to projects in the areas of culture, sports, innovations, project preparation for Horizon Europa fund, as well as bilateral cooperation in science, including NGOs project co-financing concerning HIV, TBC, addiction prevention, and awareness rising on body organs donorship in BIH.

These several decisions on allocation of funds as follows: from the “Programmes for projects and potential projects preparation and for Horizon Fund resources” current grant for 2024; funds allocation from the “Co-financing of NGOs projects on HIV, TBC, addiction prevention and awareness rising on donorship in Bosnia and Herzegovina” current grant for 2024; funds allocation from “Co-financing of culture projects in Bosnia and Herzegovina” current grant in 2024; funds allocation from “Support to technical culture and innovations in Bosnia and Herzegovina” current grant for 2024, funds allocation for “Co-financing of sport events in 2024” current grant; funds allocation from “International Culture Cooperation” for 2024 current grant; and funds allocation from the “Grant for realisation of bilateral cooperation in science projects based on international agreements” for 2024 current grant.

The decisions will be published in the “official Gazette of BIH” and web site of the Ministry of Civil Affairs.

CO-FINANCING OF 2024-2026 ANTI-MINE ACTIONS IN BIH

The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed decision on criteria for allocation of “2024-2026 Co-Financing of Anti-Mine Actions in Bosnia and Herzegovina” current grant funds.

The funds in amount of KM 200.000 were secured in the Ministry of Civil Affairs budget in 204, while the current grant funds for 2025 and 2026 will be secured in the Ministry budget for each year severally.

The criteria for funds allocation is that the projects are on the Priority List under 2024-2026 Demining Plan of Bosnia and Herzegovina, with a project participating municipality having a chance for 50% co-financing. 

BASIS FOR SALARY ACCOUNTING IN BIH DIPLOMATIC-CONSULAR NETWORK 

The Council of Ministers of BIH took the Ministry of Foreign Affairs-proposed decision on the basis for salary accounting in the diplomatic-consular offices of Bosnia and Herzegovina for 2024, which remains at the level from 2023.

The proposal basis for salary was drafted based on data of UN International Commission for Civil Service, and it includes, among other things, the published UN indexes on living and accommodations costs from December last year. 

DECISION ON HOLIDAY ALLOWANCES IN BIH INSTITUTIONS

The Council of Ministers of BIH took the Ministry of Finance and Treasury-proposed decision on level of holiday allowance in Institutions of Bosnia and Herzegovina for 2025.

The level of holiday allowance in Institutions of Bosnia and Herzegovina in 2025 is KM 631,50, in line with requests by representative trade unions in BIH Institutions. 

COMPLETED PROCESS WITH GAVI IN FAVOUR OF BIH 

The Council of Ministers of Bosnia and Herzegovina adopted a piece of information by the Chief Attorney’s Office on the end of process with GAVI (Global Alliance for Vaccines and Immunisation) and recovering of unused funds of Bosnia and Herzegovina in connection with Sept. 18, 2020 Contract on Obligations Taking (Arrangement on Mandatory Purchase of Vaccines for Covid-29).

The Chief Attorney’s Office was notified on Nov. 12, 2024, by GAVI on payment of funds, pursuant to signed to Annex B, and the Ministry of Finance and Treasury conformed, on Nov. 14, 2024, a registered payment by GAVI in amount of USD 1,959,952.63, which ended the procedure completely. 

KM 300,000 TO BIH PROSECUTOR’S OFFICE 

The Council of Ministers of BIH took a decision on reallocation of funds from the Ministry of Defence 2024 budget to the budget of the Prosecutor’s Office of Bosnia and Herzegovina for year 2024 in amount of KM 300,000.

The funds are intended to cost settlement of exhumation of missing persons in Bosnia and Herzegovina, that arose due to extended scope of work in solving war crime files, which was set as a priority to the BIH Prosecutor’s Office. 

BIH DELEGATION APPOINTED 

The Council of Ministers took a Decision to appoint Bosnia and Herzegovina delegation for presentation of the Universal Periodic Review of Human Rights Situation in Bosnia and Herzegovina – Fourth Cycle, on January 29, 2025 in Geneve, at the UN Human Rights Council.

The delegation, to be led by Minister for Human Rights and Refugees of BIH Sevlid Hurtić, includes representatives from institutions and bodies from State, Entity and the Brčko District levels. (end)
