Council of Ministers of BIH Holds Its 37th Session

The Council of Ministers of BIH defined the Ministry of Foreign Affairs-proposed decision on ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey on cooperation in infrastructure and civil construction works, signed on April 16, this year in Ankara.
The aim of the Agreement is the concretisation of two countries’ further activities on realisation of infrastructure projects in BIH, particularly construction of the Sarajevo-Belgrade-Sarajevo Motorway.
A Proposal Decision was defined for both ratification and an Agreement on Military-Financial Cooperation between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey and Implementation Protocol for Financial Assistance between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey, signed on March 3, 2021 in Ankara.
The ratification of the Agreement crates conditions for the realisation of the donation worth TRY 200 million for the Ministry of Defence of BIH, by which Turkey will, in coming years, assist in equipping and capacitating the defence system of BIH and in realisation of activities under bilateral military cooperation programme. In accordance with the Implementation Protocol, finances were secured from the Republic of Turkey for an expert up-grading of the Ministry of Defence and Armed Forces staff members, attending trainings/courses organised and coordinated in training centre of Turkish Armed Forces.
The session defined a proposal Decision on ratification of an Agreement on mutual recognition and change of drivers’ licences between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey, singed on March 16, 2921 in Ankara. The aim of the Agreement is the mutual recognition of drivers’ licences issued by responsible bodies in Bosnia and Herzegovina and the Republic of Turkey to diver licence holders legally staying in the territory of the other contracting party.
The Council of Ministers of BIH defined a proposal Decision on ratification of an Agreement on International Scientific and Technical Cooperation in High Energies Physics between BIH and the European Organisation for Nuclear Research (CERN), singed on February 16, 2021 in Sarajevo and Geneva. In addition to contacts made between BIH and CERN, the conclusion and ratification of the Agreement proved the interest of BIH for participation in the CENR scientific programme.
Several proposal decisions in ratification of the four agreement will be provided to the BIH Presidency for further procedure.
ACTIVITIES STARTED FOR DRAFTING NEW STRATEGY FOR FIGHT AGAINST TERRORISM
The Council of Ministers of BIH took the Ministry of Security-proposed decision on launching of a Work Group activities for drafting a Proposal 2021-2026 Strategy of Bosnia and Herzegovina for Prevention and Combating Terrorism, and Proposal Action Plan for the Strategy implementation.
The Work Group, comprised of representatives of relevant institutions of BIH, Republika Srpska, the Federation of Bosnia and Herzegovina, Brčko District of BIH, will draft the proposal strategy within three months’ time and present it to the Council of Ministers of BIH for consideration, while the relevant Action Plan should be resented in six month-time from the date of taking the decision.
The Work Group may include inputs by representatives of international organisations, foreign embassies, academy and NGO sector, by way of expert elaborates, evaluations, proposals and opinions on specific issues.
FOREIGN TRADE DEFICIT DECREASED FOR KM 100 MIL.
The Council of Ministers of BIH adopted a piece of information of the Directorate for Economic Planning on macro-economic indices trends for January 2021 in BIH.
The beginning of year 2021, as well as the whole 2020 were marked by global pandemics of corona virus, affecting, other than health sector and growth, the fall of economic activities.
Preliminary data of the BIH Statistics Agency suggest that BIH experienced a stagnation of physical volume of industrial production of -0.3 rate compared with the same month year before. A fall of production was evident in processing industry for 1.5%, mining sector for 16.7%, while the power generation sector had an increase of production for 8.6%.
Total KM 1.1 billion of public revenues was collected in the first month of 2021, based on indirect and direct taxes, welfare contributions, fees, fines .and charges. Compared with the same month last year, public revenues dropped for 4.65, and prevailing were Entity taxation administrations revenues in the public revenues structure with 52%.
Also, in January 2021 a foreign trade goods deficit was registered of KM 284 mil., as decreased for about KM 100 mil., relative to the same month last year.
The average pension un BIH was KM 419 an was nominally higher for 2.4% relative to January 2020, as pension receivables increased in both Entities in 2020, and due to an increase in Republika Srpska this January.
The total money mass at the end of January was KM 28.4 billion, which represents an increase for 7.8%.
Deposits in BIH continued increasing, so the total amount of deposits was KM 25 billion, with an increase rate of 5.1%., where more than half are deposits of citizens, amounting KM 13.9 billion, and are higher for 4.2% relative to the same period of time last year.
APPOINTED ACTING CoMBIH AGENT BEFORE ECHR
The session adopted a price of information of the Ministry for Human Rights and Refugees on the status of the Council of Ministers of BIH Agents before the European Court for Human Rights. The Council of Ministers of BIH took a decision to appoint acting agents of the Council of Ministers before the ECHR until the finalisation of a job vacancy procedure, but for three month-time at longest.
The acting agents are Jelena Cvijetić (Office Manager), Harisa Bašić and Monika Mijić (Agents).
A Decision was made on Amendments and Supplement to Decision on Agent the Council of Ministers of BIH before the European Court for Human Rights and Office of the Agent; the Decision allows for a stronger competition for filling the relevant post.
Under the amendments and supplements of the Decision, an individual may be appointed for the Council of Ministers of BIH Agent under condition of graduating from a School of Law, at least five year relevant seniority, of which three years at managerial position, five years of work experience in advocating operations before BIH courts or the ECHR, and active knowledge of English or French language.
PIECE OF INFORMATION ON 5TH MEETING OF PUBLIC ADMINISTRATION REFORM SPECIAL GROUP
The Council of Ministers of BIH took note of a piece of information of the Directorate for European Integrations relating to both the 5th meeting of the EU-BIH special group for public administration reform, of February 25, 2021, held via Internet platform, and the subsequent European Commission recommendations, and took certain conclusions aiming the recommendations implementation.
The European Commission recommendations are directed to taking-up further activities in BIH to the end of achieving progress in the BIH public administration reform process, including those concerning a strategic framework for public administration reform, public finances management, civil service and human resources management, policy development and coordination, together with service provision and accountability.
NO CONSENT
The Council of Ministers failed to reach consensus in the second round of vote concerning adoption of a piece of information on measures targeting the improvement of foreign trade operations and protection of domestic production in the area of agriculture and food industry, proposed by the Ministry of Foreign Trade and Economic Relations.
RESPONSE CONCERNING 14 KEY PRIORITIES REALISATION SENT TO PARLIAMENTARIAN ASSEMBLY HOUSE OF REPRESENTATIVES
The Council of Ministers adopted and will pass to the Parliamentarian Assembly House of Representatives a response of the Directorate for European Integrations to a Deputy’s Initiative lodged by Saša Magazinović, Deputy, concerning the realisation of 14 priorities from the European Commission Opinion on Application of Bosnia and Herzegovina for membership in the European Union.
A constituent part of the response is a Final Report on realisation of the Action Plan for Realisation of the European Commission Report 14 priorities, earlier adopted by the Council of Ministers of BIH.
