Council of Ministers of BIH Holds Its 31st Session

The Council of Ministers of BIH took the Ministry of Foreign Trade and Economic Relations-proposed Decision on criteria for appointment of a Concession Committee of Bosnia and Herzegovina, as the previous Committee members’ mandate expired.
The Decision defines general and special criteria for candidates and defines operations by today appointed Committee for Job Vacancy Procedure for selection of the Concession Committee members.
The Concession Committee of BIH has seven members, including Chair and Deputy Chairs; three members of it residing in the Federation of BIH, three in Republika Srpska and one member residing in the Brčko District of BIH.
The Job Vacancy Procedure Committee members were appointed by the Parliamentarian Assembly of BIH, upon proposal of the Council of Ministers of BIH.
BIH DELEGATION WITH MONEYVAL APPOINTED
The Council of Ministers of BIH took the Ministry of Securit-proposed Decision to appoint BIH Delegation with the Council of European Experts Committee for Evaluation of Combating Money Laundering and Financing of Terrorism (CoE Moneyval Committee).
The BIH Delegation (Moneyval Delegation), as a temporary, cross-sector and expert body of the Council of Ministers od BIH, will, among other things, represent Bosnia and Herzegovina and take part in the Moneyval work, and it will carry out other activities for realisation of BIH international obligations in combating money laundering and financing of terrorism activities.
The Head of the BIH Moneyval Delegation will be the Ministry of Security Ivana Veselčić, and members will be representatives from competent state, entity and the Brčko District of BIH Institutions.
The BIH Moneyval Delegation reports to the Council of Ministers annually at least, via the Ministry of Security of BIH.
GRANT FOR STRTENGTHENING FO BIALTERAL COOPERATION IN AREA OF SCIENCE
The Council of Ministers of BIH took the Ministry of Civil Affairs-proposed Decision on criteria for distribution of current grant funds for realisation of bilateral cooperation project in the area of science based on international agreements for year 2023.
Funds for the current „Grant for Realisation of Bilateral Cooperation in Science Projects based on International Cooperation“ for 2023 in amount of KM 100.000 are provided in the Ministry of Civil Affairs budget for 2023 in „Current Transfers and Grants“ item.
Universities in Bosnia and Herzegovina may apply for the grant funds if realising scientific cooperation based on bilateral agreements in the area of science, singed by BIH.
The aim of the grant is strengthening of bilateral cooperation of BIH and countries it has concluded bilateral agreements with in the area of science, including increase of mobility of domestic researchers and visits by top researchers in BIH, in addition to an increase of number of applications by domestic researchers to European Union framework and other international programmes in the areas of research, innovations and science.
The public call will be published at the official Ministry of Civil Affairs web site, and the Ministry will send the public call to all Universities in BIH for showing interest for the grant funds, after the Decision takes effect.
BIH COUNCIL FOR SPORTS
The Council of Ministers of BIH took a decision to appoint the Council or Sports of Bosnia and Herzegovina, after the previous Council's mandate expired.
The Council for Sports of BIH is the highest advisory body of the Ministry of Civil Affairs for development and quality of sports at the level of Bosnia and Herzegovina, and its 17 members were selected from among prominent sportsmen/sportswomen and sports workers for a four-year mandate.
Seven members of the Council for Sports is selected based on a proposal by the Ministry of Civil Affairs of BIH, two of them by Olympic Committee of BIH, one by the Paralympic Committee of BIH, and three by the Federation of BIH and Republika Srpska each, in consultations with the Entity and cantonal Ministries for Sports, and one from the Brčko District of BIH.
The Sports Committee of BIH is responsible, among other things, to propose priority projects and measures for promotion of sports in BIH, to provide opinion on strategy and programme of sports development, and on annual plans and financial requirements of sports in Bosnia and Herzegovina.
AUDIT REPORT
The Council of Ministers of BIH took note of both 2022 Annual Audit Report on Main Findings and Recommendations and Report on Financial Audit of 2022 Budget Execution Reports of Bosnia and Herzegovina Institutions.
CHANGE OF AIR CONDITIONING SYSTEM IN BIH PARLIAMENTARAIN ASSEMBLY BULDING
The Council of Ministers of BIH took, in the second round of vote, a decision to approve multi-annual project „Change of Air Conditioning System in the BIH Parliamentarian Assembly building“, worth KM 3 million.
For the project realisation KM 1,065,00 was secured from this year's budget of the General Affairs Service of BIH Institutions from, while KM one million will be reserved for 2024, and KM 935,00 for year 2025.
In the Decision rationale, it was pointed that maintenance of two 40 year-old cooling machines and accompanying equipment is not possible, as needed spare parts are not produced any longer, and previously used freon is banned in the European Union.
OIL DERIVATES MAKET REGAULATION IN BIH
The Council of Ministers of BIH took the Ministry of Foreign Trade and Economic Relations-proposed Decision, with some corrections made at the session, on quality of fluid oil fuels, thereby arranging the oil products market in Bosnia and Herzegovina and transposing relevant EU directives.
The increase of the quality of gasoline and diesel fuels and decrease of sulphur quantities in liquid fuels will have positive effect to air quality and human health, and will contribute to fulfilment of obligations from the Energy Community Contract.
Taking the Decision is important for BIH access to the World Trade Organisation in the context of finalisation of the last bilateral negotiations under the accession process.
APPOINMTNETS AND JOB VACANCY ADS
The Council of Ministers of BIH adopted the BIH Civil Service Agency opinion with relevant job vacancy ad documentation and appointed a Managing Civil Servant - Secretary-General of the Council of Ministers of BIH Robert Vidović as the best ranked candidate after the end of the job vacancy procedure.
The Council of Ministers of BIH appointed, upon the Ministry of Security proposal and based on a job vacancy procedure, Alim Imamović for Deputy Director of the Service for Foreigners' Affairs for a five-year term. The appointment takes effect as the date of relevant decision adoption, and will be applied from the date of publication of the „Official Gazette of BIH“. The previous Deputy Director Mirsad Buzar was released from his duty due to his mandate expiry.
The Council of Ministers appointed Grenko Arapović, as the first ranked candidate, Assistant Director for Internal Control with the Service for Foreigners' Affairs for a five-year mandate. The Decision on appointment takes effect as of the day of adoption, and will be applied starting day after its publication in the „Official Gazette of BIH“.
The Council of Ministers of BIH appointed Marko Kubatija for Acting Director of the Foreign Investments Promotion Agency, until the end of relevant job vacancy procedure, however for three months at latest, staring from Dec. 11, 2023. (end)
