Council of Ministers of BIH Holds Its 26th Extraordinary Session

The Ministry of Civil Affairs of BIH was identified as the competent institution for conclusion of framework contracts under the Agreement on Joint Procurement of Medical Counter Measures, enabling Bosnia and Herzegovina to take part in the EU public procurement of medicines and medical supplies for containing Covid-19 pandemics outbreak.
The Minister of Civil Affairs of BIH was authorised to sign framework contracts under the Agreement on Joint Procurement of Medical Counter Measures, on behalf of Bosnia and Herzegovina, based upon reported needs of Republika Srpska, the Federation of BIH and Brčko District of BIH.
If one of the Entities or the Brčko District of BIH shows no interest for certain procurement under the said Agreement, the Minister of Civil Affairs will, on behalf of Bosnia and Herzegovina, sign a framework agreement for the Entity or Brčko District of Bosnia and Herzegovina showing the interest.
The payment for purchased medical counter measures, under the singed-to framework agreements, will be borne by institutions of the Entity or Brčko District that showed its interest for certain procurement, on which the Minister of Civil Affairs will conclude an agreement regulating mutual rights and obligations between the Ministry of Civil Affairs of BIH and Entity and Brčko District of BIH competent institutions.
The Ministry of Civil Affairs of BIH should prepare a decision approving the current reserve funds from the Budget of BIH Institutions and International Obligations of BIH for the sake of securing needed resources for storing, custom processing and transport provided for under the framework contracts under the Agreement on Joint Procurement of Medical Counter Measures.
