STATE CIVIL AVIATION SECURITY BOARD OF BIH 

The Council of Ministers of BIH took the Ministry of Communications and Transport-proposed Decision to appoint members and Secretary of the State Board for Civil Aviation Security of BIH.

According to the Decision, the Board includes: Edin Forto, Minister of Communications and Transport of BIH as Chairman; Nenad Nešić, Minister of Security of BIH as Deputy Chairman, and  member Zukan Helez, Minister of Defence of BIH; Elemdin Konaković, Minister of Foreign Affairs of BIH, Milanko Kajganić, Cheif Prosecutor of the BIH Prosecutorial Office; Mirko Kuprešković, Director of the BIH Border Police, Čedomir Šušnjar, Director-General of the BIH Directorate for Civil Aviation; Davorin Primorac, Director of the Air Navigation Service Agency of BIH; Almir Džuvo, Director of Intelligence-Security Agency of BIH; Darko Ćulum, Director of the State Agency for Inspection and Protection; and Enes Karić, Director of the Directorate for Coordination of Police Bodies of BIH. As per the decision, appointments are related to the posts the appointees serve. Sead Malić was appointed Secretary of the Board for a four-year term.

The decision takes effect as at day of tis adoption and will be published in the “Official Gazette of BIH”. By this decision taking effect, the previous decision on appointment of Secretary and members of the State Board for Civil Aviation Security of BIH ceases to be valid.

AMENDED REGULATION ON SALARIES, REIMBURSEMENTS ANTO DIPLOMATIC-CONSULAR STAFF OF BIH

The Council of Ministers of BIH took the Ministry of Foreign Affairs-proposed Regulation on amendment of Regulation on salaries, additions and reimbursements to staff in diplomatic-consular offices of BIH.

Thus coefficient of all staff will be harmonised, irrelevant if they are employed in the central office of the Ministry of Foreign Affairs of BH or in diplomatic-consular offices of BIH, so a methodology for arranging employees to salary class will be applied to those employed in diplomatic-consular offices.

The Council of Ministers of BIH took a new decision on coefficients for diplomatic-consular staff, where coefficients for accounting their salaries are harmonised with provisions of the Law on Amendments of Law on Salaries and Reimbursements in BIH Institutions, and for certain categories of employees, they are increased for 0.2 per cent. In that sense, under the present Regulation, coefficients for accounting salaries to staff in diplomatic-consular offices of BIH abroad are harmonised with those for diplomatic-consular staff. Also, the proposed amendments define internal salary classes for staff in diplomatic-consular offices abroad, which creates legal preconditions for the start of application of the methodology for arrangements within salary class. In previous Regulation Article 4 defined were only null internal salary classes, which did not allow the methodology provisions to be applied to staff employed in the diplomatic-consular offices abroad.

The Regulation amending the Regulation on salaries, additions and reimbursements to staff in diplomatic-consular offices takes effect as at the adoption thereof and will be published in the “Official Gazette of BIH” ; it will be applied starting from January 1, 2023.

Funds for implementation of the Regulation in amount of KM 665,000 will be secured within approved 2023 budget of the Ministry of Foreign Affairs, taking care of dynamics of departures and returns of employees in the diplomatic-consular offices abroad and of opening of new offices in the world.

DISTRIBUTION OF CURRENT RESERVE FUNDS IN FIRST HALF OF 2023

The Council of Ministers of BIH adopted a piece of information on distribution of current reserves for I-IV 2023, and the Ministry of Finance and Treasury of BIH will provide it to the Parliamentarian Assembly of BIH for further procedure.

It indicates that out of KM 9.189,000 of current reserve funds, planned under the Law n Budget of BIH Institutions and International Obligations of BIH for 2023, totally approved was KM 3,058,500 during the reported period of time, ad realised were KM 1,433,498,84.

The council of Ministers of BIH approved 2,995,000.00 out of planned KM 8,829,000.00, while implemented were KM 1,369,998,84. So, approved was one million of KM as assistance to the Republic of Turkey in rehabilitation form earthquake, which took place this February, and for rehabilitation form floods in Bosnia and Herzegovina, which happened in May 2023.

Based on several decision by the BIH Presidency members, who have at their disposal KM 120,000.00 of current reserve funds, totally approved and implemented were KM 63,500.00.

MIGRATION SITUATION FOR FIRST SIX MONTHS OF 2023

The Council of Ministers of BIH adopted the Ministry of Security-tabled piece of information on situation in migrations in BIH in the first six months of 2023, which will be provided to the BIH Presidency.

Over the reported period of time, Bosnia and Herzegovina approved total 6,148 stay permits to foreigners. The BIH Border Police found in illegal border crossing or attempted ones 4,557 individuals, which is for 65% more than in the same period of time last year. The individuals detected at illegal border crossing were mostly citizens of Afghanistan (782), Turkey (38), Pakistan (158), Bangladesh (89), and Morocco (82). Over the reported period of time, police surveillance of the state border continued, focusing at identified spots of possible illegal border crossing, especially at border with Serbia and Montenegro. In that regard, an extraordinary engagement of police officers of the BIH Border Police was continued in units in which area migrant pressure was increased, and continued was cooperation with other police agencies on border surveillance.

The Foreigners’ Affairs Service evidenced 12,931 illegal migrants in the first six months of 2023, which is the major number of evidenced illegal migrants since the migrations slow down due to Covid-19 pandemics. Measures undertaken towards foreigners detected in illegal stay in BIH territory were: expulsion from BIH territory, ordered to 1,100 individuals, and 754 individuals were covered by a surveillance measure, 404 individuals were denied their stay, and visa was annulled to 40 applicants. Four temporary accommodation centres (total capacity of 4,880 places) accommodated 1,00 individuals approximately in the first six months, whihc is half than in previous year. These centres accommodated 1,131 individuals as at June 30, 2023. An intention to file for asylum were declared by 11,966 individuals in the first six months 2023, of which 54 of them or 0.53% filed for it. Positively solved were 23 requests for international protection, i.e. 21 individuals fulfilled their right to subsidiary protection, while two individuals got asylum status. Also, subsidiary protection was prolonged for four more individuals. Asylum request was denied to nine and related process was stopped for 29 individuals.

REPORT ON MEETING OF SUB-COMMITTEE FOR TRANSPORT, ENERGY, ENVIRONMENT AND REGIONAL DEVELOPMENT

The Council of Ministers of BIH adopted a piece of information on the sixth meeting of the Sub-Committee for Transport, Energy, Environment and Regional Development between the European Union and Bosnia and Herzegovina, held on April 24, 2023.

Competent institutions of the Council of Ministers of BIH, as well as Entity, Cantonal and the Brčko District of BIH Governments are urged to act as per recommendations of the European Commission within the shortest time possible, and to report the recommendations implantation to the Council of Ministers of BIH Directorate for European Integrations.

The Directorate for European Integrations should provide relevant information to the European Commission.

ATTORNEYS OF BOSNIA AND HERZEGOVINA APPOINTED

The Council of Ministers of BIH appointed Magdalena Papić, Jelena Cvijetić and Almina Pilav for Chief Attorney/Deputies Chief Attorney of Bosnia and Herzegovina for a four-year term.

Decision on appointments take immediate effect and will be applied day after their publication in the “Official Gazette of BIH”.

APPOINTMENTS WITH AGENCY FOR AIR NAVIGATION SERVICES

The Council of Ministers of BIH took a Decision on appointment of Sanjin Hadžiomerivoć for Deputy Director - Manger of Support Sector of the Agency for Air Navigation Services of Bosnia and Herzegovina, for a five-year term.

The Decision takes effect as at day of adoption and will be published in the “Official Gazette of BIH”.

INITIATIVE FOR END OF APPLICATION FEE TO AIRCRAFT OPERATERS

The Council of Ministers of BIH took note of a modified Deputy’s initiative by Nihad Omerović, for a temporary suspension of application of Decision on fee level paid by aircraft operators by passenger transported in departure and fee level paid by operators by tonne of transported cargo in departure form airports in BIH.

The directorate for civil Aviation of BIH and Ministry of Communications and Transport are responsible to act according to the initiative, and report the Council of Ministers accordingly.

The Parliamentarian Assembly House of Representatives, in an initiative adopted at tis 10th session, of August 23, 2023, prosed to the Council of Ministers and Directorate for Civil Aviation of BIH, taking regard of relevant laws and regulations, to suspend application of the Decision on fee level paid by operators per passenger and cargo weigh in departure for one year time period.

Also, the Initiative sets a request for the Ministry of Communications and Transport and Directorate for Civil Aviation of BIH to conduct needed analyses in order to arrive at an adequate solution. (end)
