EMERGENCY IBRD PROJECT TO BIH WORTH EUR 33.1 MIL FOR CONTAINING COVID-19 

The Council of Ministers of BIH defined a Proposal Loan Agreement (Emergency Covid-19 Project for BIH) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, worth EUR 33.1 million, of which Republika Srpska gets EUR 13,340,000, and the Federation of BIH EUR 19,859,900.00.

The funds are intended for prevention, detection and response to threat imposed by the Covid-29 pandemics, by way of strengthening of preparedness of national public health system and disbursement of welfare benefits to the most needy groups hit by the pandemics outbreak in Bosnia and Herzegovina.

The Project implementation unit in Republika Srpska is the Ministry of Health and Social Welfare and in the Federation of BIH those are the Federal Ministry of Health and Federal Ministry of Labour and Social Policy.

The Loan term is 32 years, including a 7-year grace period.

The Proposal Agreement with its Platform will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed for the BIH signatory.

 

 

DECISION ON COVID-19 PANDEMICS SOCIO-ECONOMIC REPONSE GROUP Yet TO BE REACHED

 

The Council of Ministers of BIH failed to take decision on Covid-19 Pandemics Socio-Economic Response Group.

The  decision was rejected by Minister of Security Fahrudin Radončić, Minister of Foreign Affairs Bisera Turković, and Deputy Minister for Human Rights and Refugees Dževad Mahmutović.

After the process of agreeing on the decision is over, the Council of Ministers will reflect again on the decision.

 

BIH IN EU JOINT PROCUREMENT OF MOST CONTEMPORARY MEDICAL EQUIPMENT FOR TREATING OUR CITIZENS

 

The Council of Ministers Defined a Proposal Decision on ratification of an Agreement on Joint Public Procurement of Medical Countermeasures, signed by Minister of Foreign Affairs Bisera Turković,  this April in Sarajevo.

The Agreement ratification confirms the commitment of BIH to take part in EU public procurement fo medical resources for containing of Covid-19 pandemics spreading.

A Proposal Decision will be sent to the BIH Presidency for further ratification procedure,

 

INTERNATIONAL AIR TRAFFIC BORDER CROSSINGS FOR PASSENGER TRANSPORT TEMPORARY CLOSED BY JUNE 1

 

The Council of Ministers of BIH took The Ministry of Security-proposed decision on Amendments and supplements to the Decision on temporary closing of air traffic international border crossings for passenger transport in Bosnia and Herzegovina, by which the decision effects is prolonged from April 30 to June 1, 2020.

Also, a consular repatriation of Bosnia and Herzegovina citizens or foreign citizens leaving Bosnia and Herzegovina is enabled in accordance with the Protocol to the European Convention on Human Rights and Basic Freedoms.

Persons engaged in cargo transport or persons taking part in such flights are obliged to comply to all instructions and orders by competent authorities of BH (epidemiologic and health services).

 

DISTRIBUTION OF REFEF AND INTERNATIONAL FINANCIAL ASSISTANCE FOR PROTECTION AND RESCUE

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Security, on distribution of international financial assistance for protection and rescue, paid to special purpose sub-account of the Single Treasury Account of BIH, received from the International Organisation for Relief and Welfare, organised by the World Islamic League.

This International Organisation paid KM 535,862.92, of which the Federation gets KM 329,549.57, Republika Srpska gets KM 200,944.86, and District Brčko gets KM 5,358.53. The funds will be allocated according to earlier adopted percentages – 61% for the Federation of Bosnia and Herzegovina, 47% for Republika Srpska. and 1 % for the Brčko District of BIH. The Federation of BIH will allocate its part of assistance in 50 % shares to the Federation of BIH level and 50% its 10 cantons level.

The Council of Ministers fo BIH took a decision, upon a proposal by hte Ministry of Security, on allocation of international assistance for protection and rescue in terms of equipment and other means, received from the Governments of the Republic of Slovenia, Malaysia, Republic of Turkey, republic of Austria and Republic of Azerbaijan.

It is about rents, field beds, sleeping bags, heating devices, pillows, bed cloths, dinning sets, over two million protective masks, and protective suits and glovs, disinfection means and personal hygiene means.

The assistance was allocated in accordance with earlier adopted percentages, namely, 61.5% for the Federation of BIH, 37.5% for Republika Srpska and one percent for the Brčko District of BIH. The Federation of BIH will allocate its part of assistance in 50 % shares to the Federation of BIH level and 50% its 10 cantons level.

 

NEIGHBOURING COUNTRIES’ CITIZENS ALLOWED TO ENTER BIH FOR FARMING

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Security, on additional conditions for entry of foreigners to Bosnia and Herzegovina.

Thus the crossing of border is allowed to citizens of neighbouring countries who enter Bosnia and Herzegovina for needs of farming and who own agricultural land in Bosnia and Herzegovina.

Those individuals are obliged to present a proof of ownership over the agricultural land or owner’s statement proving that they do farming activities on the land in question.

The Council of Ministers took the decision having regard that now is the session of farming works and that a considerable number citizens fo neighbouring countries own parcels in Bosnia and Herzegovina which they farm, which is the livelihood for many of them.

 

MINISTRY OF CIVIL AFFAIRS AUTHORISED FOR SIGNING OF CONTRACTS ON ACCEPTING DONATIONS IN COVID-19MEDICINES

 

The Council of Ministers of BIH adopted a Piece of Information tabled by the Ministry of Civil Affairs on acting in procedures for receiving of donations in medicines to Bosnia and Herzegovina, intended for Covid-19 pandemics containing.

The Ministry of Civil Affairs will sign, on behalf of Bosnia and Herzegovina, a contract with donors on accepting donations in medicines for response to and containing of outbreak of disease caused by new corona virus, in accordance with competences and authorisations prescribed under an Instruction on acting in procedures for import of medicines and medical means of humanitarian character to BIH territory, threatened by natural or other catastrophe.

Teh allocation of medicines will be made in accordance with principles set forth in a Decision on principles of allocation of international assistance for protection and rescue, took at the 13rd extraordinary session of the Council of Ministers of BIH.

 

MINISTRY OF CIVIL AFFAIRS TO TIGHT COORDINATION OF MEASURES IN HEALTH SECTOR IN BIH

 

The Ministry of Civil Affairs of BIH will step-up its activities as to coordination of activities in Bosnia and Herzegovina in containing Covid-19 pandemics, which refer to the health sector and quarantines, for the aim of harmonisation of measures and activities.

 

FORTH MEETING OF EU-BIH SUB-COMMITEE FOR TRADE, INDUSTRY, CUSTOMS AND TAXATION

 

The Council of Ministers of BIH adopted a piece fo Information by het Directorate for European Integrations on holding of the fourth meeting of Sub-Committee for Trade, Industry, Customs and Taxation between the European Union  and Bosnia and Herzegovina, to be held via video-link with representatives of the European Commission next week.

 

2019 HUMAN TRAFFICKING REPORT IN BIH ADOPTED

 

The Council of Ministers of BIH adopted a Report by the Ministry of Security on situation in the area of human trafficking in Bosnia and Herzegovina for year 2019.

According to data collected from Prosecution Offices, law enforcement services, social work centres and BGOs, last year identified were 61 potential human trafficking victim, for various for of exploitation, most of them – 36 - were used for begging, and 15 for sexual exploitation.

Among potential victims, 25 were adults and 36 were underage. Among victims, 49 were females and 12 males. Total 55 victims were from Bosnia and Herzegovina and six were foreigners.

The prosecution Offices took 37 orders on investigation conducting against 48 persons, and 20 indictments were brought against 31 persons, while courts announced 34 condemning judgments against the same number of individuals for criminal acts of human trafficking and related criminal deeds, while 24 prison sentences were announced.

As to the implementation of the Action Plan for containing human trafficking in BIH, out of 77 planned activities for 2019, 62 were fully realised, 11 partially realised and four were not realised in the reported period of time.

 

MEMBERS OF BIH DEMINING COMMITTEE APPOINTED

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of Civil Affairs, to appoint members of the Demining Committee in Bosnia and Herzegovina, after the incumbent members’ mandate expired.

Appointed were Mirna Pavlović, Jelena Savić and Adem Spahić to a two-year term; the Committee is engaged on performing long-term demining tasks in Bosnia and Herzegovina.

 

ADOPTED MOER THAN 70 MPs’ QUESTIONS AND INITIATIVES

 

The Council of Ministers adopted six initiatives and defined 65 answers to deputies and delegates in the Parliamentarian Assembly of BIH to be sent to a parliamentarian procedure.
