COUNCIL OF MINISTERS OF BIH WORK PROGRAMME ADOPTED 

 The Council of Ministers of BIH adopted its 2020 Work Programme, to be provided by the Secretariat-General to the Parliamentarian Assembly for information.

Tasks of the Council of Ministers of BIH as per the 2020 Programme is to coordinate with other level authorities in BIH timely and adequate measures, to keep safe lives and health of citizens, as well as the real sector and jobs.

The key reform areas are: economy; public administration reform; Euro-integrations; BIH internal relations; cooperation with international financial institutions and international community; rule of law; migrant crisis; refugees; displaced persons, returnees, and young, women and other vulnerable categories.

The Council of Ministers institutions’ managers are obliged to launch activities timely for the preparation of 2021 Work Programme of  and provide it to  the Secretariat-General by October 30, 2020 at latest, so that the Secretariat-General, as the central coordinating body  for regulations effects assessment process may, by the deadline set, harmonise individual programmes with the Council of Ministers institutions for the several adoption thereof and  inclusion  of excerpts thereof into the Council of Ministers of BIH 2021 Work Programme.

 

AGRICULTURE AND RURAL-BASED ENTERPRISES DEVELOPMENT PROJECT SUPPORTED

 

The Council of Ministers of BIH endorsed the Ministry of Finance and Treasury initiative to start negotiations on conclusion of a Finance Agreement between Bosnia and Herzegovina and the International Fund for Agricultural Development (IFAD) for Rural Enterprises and Agriculture Development Project (READP).

The project will be implemented throughout Bosnia and Herzegovina, in 90 municipalities classified in 10 clusters. The amount of the proposed loan is EUR 11,787,000.00, of which 40% of resources will be allocated to Republika Srpska (EUR 4,724,800.00), and 60% to the Federation of BIH (EIR 7,062,200.00). The loan term is 18 years with a three-year grace period.

The project aims a better organisation of small producers and their association to contribute to easier market placement and job generation, and an increase of agro-production with engagement of young people in agro business is expected. A direct project benefit would be to 8,650 beneficiaries from targeted households and about 5,000 indirect users, benefiting from favourable infrastructure investments.

The Ministry of Finance and Treasury will, after completed negotiations, provide the proposal agreement with a platform for its conclusion.

 

ENDORSED DRAFT DEVELOPMENT-INVESTMENT PROGRAMME TO 2023

 

The Council of Ministers of BIH adopted a Draft Programme of Public Investment/Development-Investment Programme of BIH Institutions for 2021-2023.

After BIH Institutions up-date their data on projects in accordance to a certain changes, including changes made in the drafting process of the Law on 2021 Budget of BIH Institutions and International Obligations of BIH, the Ministry of Finance and Treasury will provide a Proposal Public Investment/Development-Investment Programme of BIH Institutions to the Council of Ministers of BIH for adoption.

The Drat Programme includes data on 247 projects worth total KM 3 billion and 881.82 million, of which about KM 3 billion and 566.52 million refer to investments to capital projects, and KM 315.31 million are for investments to institutional projects.

The value of the projects directly contributing to socio-economic development is more than KM 2.78 billion.

Projects worth one billion and 158.134 million are currently on-going and they were financed form domestic resources, through budget, grants and own funds, and from abroad (loans and grants).

 

NUMBER OF MIGRANTS INCREASED IN MAY

 

The Council of Ministers of BIH adopted a piece of information from the Ministry of Security on situation in the area of migrations in Bosnia and Herzegovina  for May 2020, when 514 illegal migrants were reported, which is four time more than in April.

The highest number of illegal migrant s reported to the Foreigners’ Affairs Service this May were citizens of Pakistan (173), Afghanistan (143), Morocco (58), Bangladesh, and Algeria (25).

The number of migrants staying in specialised facilities of BIH Institutions and private migrant accommodation centres was decreased in May.

Migrant accommodation centres accommodated 4,384 persons as at May 31, while their number was 5,604 persons as at April 30 this year.

In the first five months of 2020, out of total 5,086 illegal migrants reported to the Foreigners’ Affairs Service , and intention to apply for asylum was declared by 4,726 persons, and only 78 of them have applied for it.

In time period from January to May this year, funds in amount of EUR 12,484,304.00 were realised, of which EUR 3,763,813.00 this May,  from the IPA Project - Special Measures as Support to Response o Refugee and Migrant Crisis in BIH.

According to IOM, there were no donor funds payments in May to the Single Treasury Account from UN Agencies.

The Council of Ministers of BIH will provide the piece of information ton migrations in Bosnia and Herzegovina for May 2020 to the BIH Presidency for further consideration.

 

BIH DIPOLOMATIC-CONSULAR OFFICES CONTINUE TO TAKE D-TYPE VISA APPLICATION

 

The Council of Ministers of BIH took the Ministry of Foreign Affairs-proposed Decision on amendments and supplements to a Decision on temporary hold of visa issuance in BIH diplomatic-consular offices, by which Bosnia and Herzegovina followed the relevant European Union policy.

The Amendments and Supplements defined that due to extraordinary circumstances caused by Covid-19 virus pandemics in BIH, there would be a temporary hold of taking applications for C-type visa issuance in all diplomatic-consular offices of BIH throughout the world, with some exemptions that include certain categories of elders.

Also, taking of applications for D-type visa issuance continues, in accordance with the valid laws and by-laws of Bosnia and Herzegovina.

 

ACTIVITIES AIMING BETTER INFORMATION ON CoMBIH WORK

 

The Session adopted a piece of information on an increased transparency of the Council of Ministers work and better informing of the BIH public thereof.

The Council of Ministers of BIH Secretariat-General was tasked to publish materials accompanying the Council of Ministers session agenda, following the adoption of official minutes and reorganise web-site data concerning the Council of Ministers of BIH sessions. It will also ensure a public view into the Council of Ministers sessions proceedings, in addition to video recordings from press conferences, following the Council of Ministers sessions.

The Council of Ministers of BIH Secretariat-General will include special resources in amount of KM 50k into a request for budget, required for the implementation of measures of opening of the Council of Ministers work to public.

The measure will, with appropriate session halls and equipment provision will include the camera coverage of the session hall, that will enable session video-streaming, i.e. posting of the recorded content in real time or after the end of sessions.

This will start the realisation of conclusions initiated by Chairman of the Council of Ministers Zoran Tegeltija, and endorsed by the Council of Ministers of BIH at its 1st session,, when a commitment was stated for opening of the Council of Ministers of BIH sessions for the public and enabling better public information, thus increasing the work transparency level.

 

APPOINTMENTS

 

The Council of Ministers of BIH appointed Džemil Hajrić for manager and Slobodan Dojčinović for Deputy Manager of the Food Safety Agency of Bosnia and Herzegovina, as the first ranked candidates at the vacancy job procedure implemented by eth Civil Service Agency.

The Council of Ministers released Dženan Salčinović from the post of manager of the Public procurement Agency of BIH, and designated Muamer Bandić for Acting Manager for three months term.

Earlier, the Council of Ministers took note of the Civil Service Agency opinion, which published a new job vacancy ad for Manager of the BIH Public Procurement Agency, and unanimously rejected a proposal to appoint Kenan Vehabović to the post.

The Council of Ministers of BIH released Muamer Bandić from his previous post of Manager of the Labour and Employment Agency of BIH.
