Council of Ministers of BIH Holds Its 13th Session

The Council of Ministers of BIH adopted the Ministry of Finance and Treasury-proposed 2023-2025 Public Investments/Development-Investment Programme of Bosnia and Herzegovina Institutions, with appropriate conclusions, as support to planning and high quality investment decision-making.
The Programme enables better use of budget resources and access to foreign sources of financing, and it represents a foundation for development of capital expenditures of BIH Institutions.
For 2023.2025 time period, total 279 projects were planned, worth Km 2 billion 619.66 million, of which KN one billion and 315.23 million refers to 133 on-going projects, KM 64.76 million for 23 approved projects, and one billion and 239.67 million refers to 123 proposal projects.
The projects directly contributing to social-economic development and which fall into the Development/investment Programme are valued at KIM one billion and 31.21 million, which the value of other projects ranges between KN one billion and KM 5.88.44 million.
Out of total value of all projects, KM two billion and 69.42 million refers to investments to capital projects, and KM 50.24 million refers to investments to institutional projects.
The Ministry of Finance and Treasury will publish the Public Investment/Development-Investment Programme of Institutions of Bosnia and Herzegovina for 2023.2025 at its web site within 10 day time.
ACTIVIES LAUNCHED FOR PREPARATION OF BIH AGRICULTURE CENSUS
The Council of Ministers of BIH took the Statistic Agency-proposed decision to form Cross-Sector Work Group for development of an Action Plan for preparation, implementation and dissemination of results of BIH agriculture census 2023-2026.
A piece of information on a need for preparation, implementation and dissemination of results of agriculture census in Bosnia and Herzegovina for 2023-2026 was earlier adopted.
So, after years of stalemate, activities were re-launched towards fulfilment of priorities from the European Partnership Agreement, which indicates that Bosnia and Herzegovina has to strengthen collection and address agriculture-related statistics, in accordance standards and methodology of the EU.
The Decision on formation of the Cross-Sector Work Group for development of the Action Plan for Preparation, Implementation and Dissemination of agricultural census for 2023-2026 in Bosnia and Herzegovina, involving all relevant institutions of BIH, defines main activities, respective holders thereof, and defines time deadlines for all phases in the process of the exercise.
The Statistics Agency of Bosnia and Herzegovina is tasked to provide the agreed-to Action Plan to the Council of Ministers of BIH for adoption.
The last census if agriculture was made in the Socialist Republic of BIH in 1060, and Bosnia and Herzegovina is currently a single country without basic structural data on agricultural holdings, meaning it has no an overall census of agricultural assets.
MEETING OF EU-BIH STAHBILISATION AND ACCESSION COMMITTEE
The Council of Ministers of BIH adopted the Directorate for European Integrations-tabled piece of information on holding of the sixth meeting of the Stabilisation and Accession Committee between the European Union and Bosnia and Herzegovina, to take place on June 16, 2023 via video conference.
According to earlier agreed to draft agenda, the meeting will discuss the status of the European integrations in the light of fulfilment of 14 priorities under political criteria, in addition to topical issues under economic criteria, implementation of the Stabilisation and Accession Agreement, and institutional and general provisions.
BIH Delegation Chair Edin Dilberović will be at disposal for media inquiries about the meeting.
REALISATION OF GRECO RECOMMENDATIONS AS PRIORITY
The Council of Ministers of BIH adopted the Ministry of Security-tabled piece of information on adoption of the second temporary report on harmonisation of Bosnia and Herzegovina with GRECO recommendations in the fourth evaluation cycle.
The report - in which GRECO concluded that Bosnia and Herzegovina has only made a small or no progress in recommendations implementation - will be provided by the Ministry of Security to all relevant institutions of BIH, along with the Council of Ministers of BIH urgent note on a need for speedy realisation of GRECO Fourth Evaluation Cycle recommendations.
The Council of Ministers of BIH approved publishing of the second temporary report on Bosnia and Herzegovina harmonisation with GRECO recommendations, at GRECO and Ministry of Security web sites.
PUBLIC BROADCASTING SERVICE DIGITALISATION PROJECT
The Council of Ministers adopted the Ministry of Communications and Transport-tabled piece of information on status of digitalisation project of Public Radio and TV Broadcasters in Bosnia and Herzegovina, which suggests that an international public procurement procedure is ongoing for the second and third digitalisation phase.
Public Radio and TV broadcasters in Bosnia and Herzegovina earlier provided relevant equipment specification for the second and third digitalisation phase, and the Ministry of Communications and Transport published a public call for procurement, thus continuing the project of digitalisation of Radio and TV Public Broadcasters in BIH.
The public opening of bids was held on April 5, 2023, with two offers arrived, namely, by a group of bidders “Sirius 2010 Banja Luka - Dispatchers and Links Zagreb” and group of bidders “Mibo Communications Sarajevo – Roaming Networks Banja Luka Unis Telecommunications Mostar – Flame Data Technologies Otopeni (Romania)”, respectively.
According to the piece of information, concerning the special purpose programme – Digitalisation Project – the total unused special purpose resources for realisation of this project are KM 29,876,699,99, of which budget funds are KM 9 million, and CRA funds and KM 12,126,699,99 and UNIS funds are KM 8,750.00.
The Ministry of Communications and Transport should report the outcome of the public procurement procedure to the Council of Ministers of BIH.
BIH STRENGTEHNS COOPERATION WITH AZERBAIJAN IN DISASTER PROTECTION
The session defined a Proposal decision on ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Azerbaijan in the area of protection from natural and other disasters, signed in Baku this April.
The cooperation will include, among other things, mutual assistance in case of disasters and removal of their aftermaths, exchange of scientific and technical knowledge and experiences, education and training of direct protection and rescue operators.
The Agreement provides for encouraging cooperation among institutions and business entities in the area of technological development and production of protection and rescue equipment, awareness rising on disaster risks and consequences, including assistance in case of disasters.
The Ministry of Foreign Affairs of BIH will provide the Proposal Decision to the BIH Presidency for further ratification procedure.
COUNCIL OF MINSITERS ACTIVITY REPORT ADOPTED
Today’s session adopted the Council of Ministers 2022 Activity Report, when 39 sessions - 14 regular and 25 extraordinary sessions- were held, and will provide it to the BIH Parliamentarian Assembly.
The 2022 Council of Ministers Activity Report is a review of planned and realised results made by the previous, 12th seating of the Council of Ministers of BIH, the mandate of which expired on January 23, 2023, when a new, 13th seating of the Council of Ministers was confirmed for the term 2022.2026 term.
The session considered 9,421 files, among which three laws and five strategies, 59 proposal bilateral and multilateral agreements, 169 decisions and 143 pieces of information.
According to the report, the main task of the Council of Ministers of BIH in 2022, as well as in 2022, was to coordinate with other authority levels in finding timely and adequate measures for, primarily, protection of lives and health of citizens, with maintenance of the BIH real sector and employment.
IMPLEMENTATION OF ITENGRATED BORDER MANAGEMETN STRATEGY
The Council of Ministers of BIH adopted the Ministry of Security-tabled Report on realisation of an Integrated Border Management Strategy Action Plan in Bosnia and Herzegovina for 2022, provided to all institutions/agencies, included in the integrated border management process in BIH.
The report convers an overall review of all activities implemented as to border checks and surveillance, suppression of the cross-border crime, international protection and treatment of vulnerable groups, as well as repatriation of foreigners who entered and stayed in BIH illegally.
It also includes implementation of activities relating of risk analysis, cross-agency and international cooperation, and quality control mechanisms, in order to secure law implementation in the area of border management.
OVER 215,699 FIRST DEGREE PROCESSES BEFORE ADMINISTRATIVE BODIES
The Council of Ministers adopted a Comprehensive Annual Report on Matters Solving in Administrative Procedures in 2022, drafted by the Ministry of Justice Administrative Inspectorate.
The report convers 179 administrative areas within competence of 65 administrative bodies and institutions with public authorisations at state level, which provided their respective reports. Out of total 215,699 first degree administrative procedures covered by the report, 94.48% were solved or in the process within the legal deadline, of which 89.34% files were solved and 5.14% were in the procedure in tim4 when the report was drafted.
Also, 5.116 files or 2.38% were solved after related deadline expired, while 722 files or 0.36% were sent to other bodies.
In considerable number of fist degree files, a party demand was accommodated (72.45%), while a high percentage of up-datedness in solving administrative matters in the first degree process counters a general public perception as to inefficiency of public administration.
The report suggests that out of total 5.879 administrative procedure in the second degree in 2022, 3.755 or 61.08% were solved within proscribed deadline, 1,494 or 24.30% after deadline expiry, while 54 or less than 1% were sent to other competent body.
The Council of Ministers of BIH tasked the Ministry of Justice Administrative Inspectorate of BIH to make detail inspection surveillances in administrative bodies and institutions with public authorisations during 2023, which failed to provide their annual reports on solving administrative matters in administrative procedures, in accordance with a relevant Instruction.
