DRAFT BUDGET LAW AND FBD ADOPTED UNANIMOUSLY 

The Council of Ministers of BIH defined 2023 Draft Budget Law of BIH Institutions and International Obligations of BIH, which will be passed to the BIH Presidency by the Ministry of Finance and Treasury, as an authorised proposer to the BIH Parliamentarian Assembly for a final adoption.

Earlier a 2023-2025 Framework Budget Document of BIH Institutions was adopted, and it was hramonised with relevant Global Framework of Fiscal Balance and Policy in BIH, adopted by the Fiscal Council of BIH last week.

Total revenues, receivables and finances of BIH Institutions in the 2023 Budged are KM 1,315,400,000.00, increased for KM 241.8 million relative to 2022 Budget of BIH Institutions.

Revenues from indirect taxes are planned to amount to KM 1,020,500,000.00 and are increased for about KM 155 million or 18% respective to 2022 Budget. Other sources of finances are non-taxable revenues of BIH Institutions in amount of KM 152,118,000.00, special purpose finds for financing of BIH Institutions in amount of KM 692,000.00, transferred surplus from the previous year in amount of KM 141,100,000.00, and receivables from fix assets sale in amount of KM 90,000.00.

Total expenditures of BIH Institutions are KM 1,315,400,000.00 and are higher for 23% relative to the previous year, while foreign debt servicing is KM 1,245,966,362.00 and is higher for KM 426,777,243.00 relative to last year.

So, total expenditures of BIH Institutions and BIH foreign debt servicing are KM 2,561,366,362.00 in the 2023 Budget and are higher for KM 668,577.243.00 relative to 2022.

The Draft Budget for 2023 supports primarily the continuation of reforms as to fulfilment of the European Partnership conditions, implementation of the Stabilisation and Accession Agreement, as well as adjustment to programmes and activities of the Ministry of Defence and the line Ministries and Institutions of BIH, stemming from the Partnership for Peace Programme and other forms of cooperation with NATO. The budget funds are also to be directed to implementation of multi-annual budget users’ projects, as well as for the improvement of social and material status of BIH Institutions employees.

 

DECISION TAKEN ON BASE SALARY AND BONUSES FOR 2023

 

Upon a proposal by the Ministry of Finance and Treasury, a decision was taken on a level of base salary to all employed in Institutions of Bosnia and Herzegovina for year 2023 in amount of KM 600.00, along with decision on the level of vacation bonus in Bosnia and Herzegovina Institutions for year 2023 in amount of KM 540.00, compared to KM 300.00 in previous years.

The base salary was increased in respect to 2022, when it was KM 535.00, and will be applied staring from the month following the 2023 BIH Institutions Budget adoption.

The increase of base salary accommodated demands by trade unions in BIH Institutions, seeking the increase of it to KM 630.00.

The Council of Ministers of BIH follows through the increase of base salary and benefits, measures taken by lover levels of authority, for the aim of improvement of material position of employees due to a general price increase trend.

 

The session took a Decision on Amendments and Supplements to Decision on way and procedure of fulfilment of employees in Institutions of Bosnia and Herzegovina right to reimbursement of accommodation costs, reimbursement for separation from family and for temporary deployment, proposed by the Ministry of Finance and Treasury.

The reimbursement of accommodation costs to all employees in institutions is uniform and it is defined in terms of certain percentage of base salary, for the contrary of absolute amounts which had had to be changed as the basic salary changed. (end)
