Council of Ministers Holds Its Extraordinary Phone Session

The Council of Ministers of Bosnia and Herzegovina took a decision on a mandatory application of preferential treatment of domestic products for a year-long time, effective as at June 1 this year, for the aim of suppression of the new corona virus Pandemics aftermath in BIH. 

In regard to pandemics-caused burdened business-making by BIH companies, an intention is to assist the domestic companies in winning deals in public procurement procedures. According to the decision, on calculation of product prices, for the sake of comparison, a contracting body is obliged to decrease prices of domestic offers for a preferential factor of domestic products of 30% in public procurement processes accompanied by a procurement notice, or when an invitation is to be sent to candidates/bidders for procedures having no procurement notice, in time period between June 1, 2020 and June 1, 2021.

In accordance with the decision, domestic bids are those filled by legal or natural persons with a headquarter in Bosnia and Herzegovina and registered in accordance with laws in BIH, and the goods of which, for the case of contract on goods procurement, are at least 50% of BIH origin in total value, and in case of contract on services and works, at least 50% labour for the contract execution are residents of Bosnia and Herzegovina.

The Council of Ministers of BIH tasked the Public Procurement Agency to prepare the decision, at its 6th regular session yesterday.
