The Council of Ministers of BIH adopted a piece of information on realisation of conclusions of the Presidency of Bosnia and Herzegovina and defined operative measures for containing the outbreak of the coronavirus (CARS-COV-2/Covid-19), proposed by the Chairman of the Council of Ministers. 

The Secretary-General of the Council of Ministers will provide the report to the BIH Presidency.

The report lists the activities, resolutions taken by the Council of Ministers from March 17, 2020 to date, on containing the outbreak of Covid-19. The conclusions of the BIH Presidency were implemented, and an intensive communication established with international financial institutions.

The Council of Ministers of BIH had before having the Presidency conclusions, held the second extraordinary session on March 5, 2020, at which it took note of the measures taken in Bosnia and Herzegovina concerning the prevention and containing of new coronavirus Covid-19)

At its 4th extraordinary session, held on March 15, 2020, the Council of Ministers took a decision, providing for additional conditions for foreigners’ entry to Bosnia and Herzegovina.

A meeting was held n Doboj on March 14, 2020 on the coronavirus outbreak, attended by the Chairman of the Council of Ministers. Prime Minister of Republika Srpska and Prime Minister of the Federation of BIH, which took decision that all citizens arriving to BIH from abroad go t isolation for 14 days, which decision takes effect on march 15. Two HQs were agreed to be set-up, which will deal with health and economic aspects and which will elaborate measures and recommendations to the Entity Governments and Council of Ministers on tackling with the related difficulties. The Council of Ministers considers all required measures in dealing with the Covid-19 outbreak from its competence on daily basis, and will continue its activities.

 

The Council of Ministers adopted the chairman-proposed piece of information on the activities that need to be realised to accessing of Bosnia and Herzegovina to a Joint Procurement Agreement.

Chairman of the Council of Ministers will sign and send a letter to the Directorate for Health and Food Safety on intention of BIH to sign the Joint Procurement Agreement, initiated by the European Commission.

The purpose of this joint Agreement is to provide a just approach to urgently needed measures of medical protection, including adjustment of prices for the countries signatories/parts to the Agreement.

The Ministry of Foreign Affairs is tasked to inquiry into a possibility of implementing a special procedure of ratification of the Agreement, so as to accelerate its application.

 

The Council of Ministers adopted a Report of the Ministry of Foreign Trade and Economic Relations on a joint list of vital products set by CEFTA Secretariat for facilitating the trade in the wave of coronavirus-caused crisis.

The Ministry of Foreign Trade and Economic Relations will provide the joint list to all institutions in BIH responsible for this area.

The list includes, among other things, meat and meat products, milk and dairy products, vegetables and fruits.

The list of basic products relevant for citizens will be treated through the so-called green priority lane on transport at certain border-crossings.

 

The Council of Ministers of BIH adopted the Ministry of Communications and Transport-proposed Joint Proposal, adopted by the Transport Community Joint Secretariat  and CEFTA Secretariat to the end of facilitating transport and trade with basics goods with the Western Balkans.

The aim of the document is to facilitate trade and transport of goods only taking care of those additional precaution measures taken or to be taken to prevent the outbreak of the Covid-19 pandemics.

The joint measures are meant to improve communication, establish a “greed” priority corridor for the Western Balkans, to extend to maximum the use of road communication network, and focus attention to joint border crossings.

The Ministry of Foreign Trade and Economic Relations and Ministry of Communications and Transport will report regularly the realisation of joint proposal measures to the Council of Ministers.

 

The Council of Ministers of BIH took the Ministry of Security-proposed Decision on Amendments and Supplements to the Decision on temporary closing of border-crossings in air traffic for passenger transport in Bosnia and Herzegovina. The decision will be in application from April 30, 2020 at 20.00hrs.

This imposes a ban on landing to airports and taking off from airports in Bosnia and Herzegovina to all aircrafts transporting passengers in international air traffic, for the sake of protection form brining in and spreading infectious diseases in the territory of Bosnia and Herzegovina. Exceptions are humanitarian flights, urgent medical airlift, flights for searching and rescue operations, and transport of mail and goods, as well as technical flights with no passenger off the board and forcible landings.

 

The Council of Ministers of BIH took a decision, proposed by het Ministry of Security, on asking for an international assistance for protection and rescue.

Under the Decision, the Council of Ministers of Bosnia and Herzegovina seeks the international assistance for protection and rescue for the needs of prevention, protection, patient treatment and containing of virus SARS-CoV2, and asks from responsible institutions and bodies of Bosnia and Herzegovina to implement particular procedures of the receipt thereof.

It is about medical equipment, supplies and materials for detection of the infected by SARS.COV-2 virus, protective equipment, disinfection means, temporary facilities, field hospitals, power generators, and financial assistance, as well.

 

The Council of Ministers adopted the Ministry of Defence Report on engagement of Armed Forces of BIH for the needs of assisting civil bodies in prevention of Covid-19 outbreak.

It was concluded that giving up the Armed Forces facilities accommodating members of the Armed Forces should not be resorted to until an extreme necessity and without a special resolution by the Presidency of BIH.

The Ministry of Defence will, in accordance with available resources, allow funds and equipment in coordination with the Council of Ministers Coordination Body for Protection and Rescue, upon the body’s prior assessment  that possibilities and resources with municipal, cantonal and entity crisis staves formed for containing of corona virus were exhaust.

 

The Council of Ministers took a Conclusion expressing its determination to hold the extraordinary sessions of the Council of Ministers primarily may be held via video-link, when circumstances demand so, in times of natural or other catastrophe in the territory of Bosnia and Herzegovina.

The Secretariat-General of the Council of Ministers was tasked to take care of all technical prearrangements and ensure that the Council of Ministers may hold its sessions via video-link.
