EUR 39 MIL. SECURED FOR LOAN FOR EMPLOYMENT 

The Council of Ministers of BIH defined a Proposal Loan Agreement for the Second Employment Support Project between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, worth EUR 39 mil.

The funds will be directed to an increase of employment in private sector, of which EUR 25 million will be allocated to the Federation of BIH and EUR 14 million to Republika Srpska.

The aim of the Project is to increase employment by way of public calls by Entity Employment Bureaus. The loan term is 32 years with 7 years grace period.

It is the second employment support project financed by the World Bank, a follow-up of EUR 50 million worth first one, concluded in 2017, worth.

The Ministry of Finance and Treasury will provide the Proposal Agreement with Platform for its conclusion to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed for the BIH signatory thereof.

 

KM 1 MILLION FOR RECONSTRUCTION ADTGER EMARTHQUATKE IN MUCIPALIT YOF BERKOVIĆI

 

The Council of Ministers of BIH took the Ministry of Security-proposed decision to provide KM 1,000,000.00 for assistance in rehabilitation after a destructive earthquake in the Municipality of Berkovići.

The decision means the implementation of the BIH Presidency decision taken at its 27th session.

The Municipality of Berkovići will send its report on funds spending to the Ministry of Security of BIH.

 

KM 2 MILLION TO BIH FUND FOR RETURN

 

The Council of Ministers of BIH took a decision on transfer of the BIH Ministry of Human Rights and Refugees budget funds to the BIH Fund for Return.

Under the Decision a funds are to be earmarked from the Ministry for Human Rights and Refugees 2022 budget, from “the Financing of Rights from the Dayton Peace Agreement” grant, in amount of KM 2,000,000.00 to the BIH Fund for Return budget.

The funds will help realisation of projects aimed at execution of rights from Annex VII of the Dayton Peace Agreement, to be approved by the Committee for Refugees and Displaced Persons of Bosnia and Herzegovina.

Earlier, the Ministry for Human Rights and Refugees of BIH, Federal Ministry of Displaced Persons and Refugees, Republic Secretariat for Displaced Persons and Migrations of Republika Srpska, the Brčko District of BIH Government, and Fund for Return of BIH, signed an Agreement on joining and realisation of funds for execution of rights from Annex VII.

 

CO-FINANCING OF MARKING EUROPEAN DAY OF FIGHT AGAINST HUMAN TRAFFICKING

 

The Council of Ministers of BIH took the Ministry of Security-proposed Decision to allocate KM 10,000.00 to Bijeljina-based “Lara” Foundation for co-financing of a project of marking the European day of fight against human trafficking, October 18, 2022.

The funds are earmarked from the Ministry of Security od BIH budget for 2022 from “current grants” item, which will be reported on the sources spent.

 

ONE-TIME CASH BENEFITS TO EMPLOYEES IN BIH INSITUTTIONS

 

The Council of Ministers of BIH took a decision to approve funds from current reserves for payment of one-time cash assistance to employees with Institutions of BIH, in amount of KM 500.00, for the aim of mitigating consequences of significant increase of index of consumer prices in the course of year 2022.

A right to receive this one-time assistance is not for the BIH Presidency members, deputies and delegates in the Parliamentarian Assembly of BIH, Chairman of the Council of Ministers of BIH, Ministers and Deputy Ministers, managers and deputy managers of BIH Institutions, appointed advisors and persons without status of an employee in BIH Institutions at the date of the decision taking effect.

Funds for payment of one-time assistance will be secured from the Budget of Institutions of BIH and International Obligations of BIH for 2022, in total amount of KM 10,750,000.00

 

SUPPLEMENT TO DECISION ON CRITERIA FOR MCF GRANT ALLOCATION

 

The session supplemented seven decisions on criteria for awarding grant funds by the Ministry of Civil Affairs for support to projects in the area of culture, sports, innovations, science, project preparation for funds form the Horizon Fund, and co-financing of NGO projects concerning HIV and TBC prevention, all earlier adopted by the Council of Ministers of BIH.

These are supplement decisions, namely: on criteria for funds allocation from the current grant “Co-Financing of NGO Projects for HIV,TBC and addiction prevention” in Bosnia and Herzegovina for year 2022; criteria for funds allocation from a current grant “Programmes for project preparations and potential candidates for funds from Horizon Fund ” for 2022; criteria for allocation of funds form current grant “Co-Financing of projects in culture in Bosnia and Herzegovina for 2022”; criteria for allocation of funds from current grant for realisation of bilateral cooperation projects in the area of science based on international agreements for 2022; criteria for funds allocation from the current grant “International Cultural Cooperation” for 2022; supplement to a decision on criteria for allocation of funds from current grant “Support to technical culture and innovations in Bosnia and Herzegovina”  for 2022; criteria for allocation of funds intended for a current grant “Co-financing of sports events” for year 2022.

This decision taking enables beneficiaries of the grant funds from the Ministry of Civil Affairs to request an agreement, in a written from, in case of change of deadline for project realisation, accompanied by justifiable reasons and proposal new deadline, which cannot be longer than the end of the budget 2022 year.

The Ministry of Civil Affairs grants its consent for a deadline prolongation, which will enable beneficiaries to realise the funds allocated during the extended time frame.
