Council of Ministers Holds Its 30th Extraordinary Session

The Council of Ministers of BIH took six decisions, at its extraordinary phone session in the second round of vote, defining criteria for allocation of grant funds to the Ministry of Civil Affairs in 9020 for projects in the area of culture, sports and innovations, in addition to support to project preparation for application for H2020 funds and for co-financing of NGOs projects in connection to HIV and TBC prevention in BIH.
The decisions were adopted with certain corrections, specifying closer the selection and operation of committees for project reviewing, in accordance with criteria defined under these decisions, and after public ads would be implemented for project application in relevant areas.
The Council of Ministers of BIH will thus support project co-financing by KM 390,000.00 in the area of international cooperation, precisely in the area of culture and international promotion of cultural creation, under the Cultural Policy Strategy in BIH and International Obligations-set priorities. The funds in amount from KM 5,000 to KM 30,000 will be allocated under a Decision on criteria for allocation from current grant “International Cultural Cooperation” for 2020.
Upon the proposal of the Ministry of Civil Affairs of BIH, the Council of Ministers took a Decision on criteria for allocation of funds from the current grant “Co-Financing of Cultural Institutions Projects in Bosnia and Herzegovina” for 2020, in total amount of KM 3,097,000.00. The minimum amount to be allocated is KM 5,000, while maximal amount is KM 300,000.00. It is about the support to projects contributing to development of culture in accordance with the BIH Cultural Policy Strategy.
The Council of Ministers of BIH, upon a proposal of the Ministry of Civil Affairs of BH took a Decision on criteria for allocation of funds intended for the current grant “Co-Financing of Sports Events” for 2020, in amount of KM 1,342,000.00, of which KM 600,000.00 was set for the Olympic Committee of BIH, Paralympic Committee of BIH, Special Olympics in BIH, sports federations registered at the BIH and Entity levels, and sports federations of disabled persons, registered at all levels.
Sport clubs organising international sports events or participating at them are planned to get KM 400,000.00, and for infrastructure works at sports facilities to directly contribute to holding of sports activities KM 342,000.00 will be provided. The least amount to be allocated is KM 5,000 and highest is KM 50,000.00. The aims of funds allocation is realising the public interest, increase of number of sportspersons at international competitions, and increased number of norms achieved for Olympic and Paralympic games and world and European championships, and increase of number of international competitions to be organised in Bosnia and Herzegovina.
The session took a Decision on criteria for funds allocation from current grant worth KM 50k from the Ministry of Civil Affairs of BIH budget for “Co-Financing of NGOs Projects concerning HIV and TBC Prevention in BIH” for 2020.
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Civil Affairs of BIH, on criteria for allocation of funds under the current grant “Support to Technical Culture and Innovation in Bosnia and Herzegovina for 2020.
It is about KM 117,000.00 from the Ministry of Civil Affairs Budget, and the right to apply projects under the public ad is to registered federations and associations of innovators, sections and organisations of technical culture, registered scientific-research organisations, innovation centres, and innovators – natural persons, BIH citizens with registered residence in BIH. The aim is to co-finance projects contributing to development of innovations and technical culture in BIH, and to contribute to implementation of strategic documents in the area of science and innovations.
The Council of Ministers of BIH took a decision in criteria for allocation of funds form current grant “Programmes for preparations for projects and potential candidates for H2020 Fund resources for 2020, worth total KM 444,000.00. The right to submit projects for the grant is to registered scientific-research organisations (high schools, institutes, academies of science and art, innovation centres, technologic parks), non-profit organisations, and other natural and legal persons engaged in the scientific work or spreading and use of scientific-research results through application and participation in HORIZONT 2020, COST and EUREKA Programmes.
TO IMPROVE QUALITY OF PUBLIC TRANSPORT
The Council of Ministers defined a Proposal Loan Contract (GrCF2 – “Public Transport” Sarajevo Project, part III), between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, worth EUR 10 million.
The aim of the project is to solve key challenges in development of Sarajevo Public Transport infrastructure by purchasing of new tramway cards. The project implementation would improve the quality of public line transport of passengers, in accordance with the European standards of environment protection, since the tramway traffic uses ecologically acceptable electric power.
The loan term is 15 years, including a three-year grace period and it is allocated to the Federation of BIH, Sarajevo Canton, as the end beneficiary.
The Proposal Contract with Platform for its conclusions will be provided to the BIH Presidency, with a proposal for the Minister of Finance and Treasury as the BIH signatory.
TO SECURE ADDITIONALLY FINANCIAL SECTOR STABILITY
The Council of Ministers defined a Proposal Loan Contract worth EUR 30 million (credit line No. 2 to BIH Deposit Insurance Agency) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development.
The BIH financial sector is to be additionally secured, and funds will be used under a specially defined conditions and circumstances.
The loan term is eight years, including five-year grace period for the principal repayment.
Obligations and rights from the loan agreement will be passed subsidiary by Bosnia and Herzegovina to the end-user - BIH Deposit Insurance Agency, under a special contract to be concluded.
The Contract Proposal with Platform for its conclusion will be provided to the BIH Presidency, together with a proposal for the Minister of Finance and Treasury as the BIH signatory thereof.
